I would like to formally announce to Planet Bob the re-birth of the

North American Confederacy (NAC). I am not real good with catchy or funny

announcements, so I will make this short and sweet.

We are back. :)

We are purple.

We have protection from Invicta. (Thanks again, guys! You rock!!)

Here is a copy of our charter:

Preamble: It is on this 1st day of June of the year 2009 that I officially, and proudly announce the re-birth or re-creation of the North American Confederacy (NAC) as a Purple Team alliance. It is an open minded and diplomatic alliance looking to help new nations grow stronger together.

Article I: Membership

Member nations of NAC are expected to be courteous and polite at all times, both with fellow alliance members, or foreigners, both in private, and in public channels.

We have an Open Door Policy which allows any NAC member to voice any concerns with the alliance as a whole or in private with any of the governing body.

Article II Government

Governing Body = President / Vice President / Secretary of State

Is the ruling council of the alliance .

President- Is the top alliance official. Is responsible with the operation of the entire alliance. Is 1/3 of Governing Body.

Vice President . = Is second in command and assists in the operation of the alliance. Is 1/3 of Governing Body.

Secretary of State = Is an elected position. Appoints all dept heads as necessary. Is responsible for the Dept Heads. Is 1/3 of Governing Body.

A 2/3 G.B. vote is needed for any major alliance decisions.

The President holds Veto Power , and a 2/3 G.B. and unanimous government vote can over rule a Presidential Veto.

The Department Heads

Secretary of Internal Affaiars (SoIA): Over sees the inner alliance policies. Helps generate and create ways to promote inner alliance growth .Also maintains communication through out the alliance members and government.

Secretary of Foreign Affairs (SoFA): Over sees the foreign relations for the alliance by creating embasees though out and keeping contact and control of the embasses in the NAC forum, Also creates treaties and policies with other alliances in CN . Treaties must have 2/3 Governing Body approval to become official.

Secretary of Defense - Oversees the military within the alliance . Is responsible for training and educating all alliance members of our War policies as well as have the alliance prepared in case of WAR. The only members allowed to declare WAR within the NAC is the President / V.President & Secretary of Defense.

Secretary of Finance- Oversees the financial deals within the alliance. Keeps track of all bank nations , Organizes tech™ deals ,and helps disrtibute aid through out.

All Department Heads are responsible for appointing as many deputies needed to accomplish there tasks at hand. As the alliance grows so will the number of Secretaries and Deputies.

Once the alliance reaches 50 members or 500k ns the elections will be held for the SoS every other month , and the SoS appoints the remaining Secretary positions. .Until the alliance reaches this growth the SoS position and all Secretaries will be appointed by the President.

ARTICLE III THE RULES OF WAR

* Tech raids are strictly prohibited in the NAC

* Engaging in the acts of war is strictly prohibited unless there is approval from the SoD. If you are attacked, report immediately to Sec of Defense, or in his absence, any member of government. Peace should be offered as soon as possible. Any war action must be approved by the President, Vice President or the Secretary of Defense.as they are the only people with the authority to declare war on any other alliance.

NAC WAR POLICY:

"It is strictly prohibited to declare war on another nation. The only people who can declare war are the nations with written approval from the Secretary of Defense or the Governing Body. Without permission from one of the above, a declaration of war on another nation is grounds for immediate expulsion."

ARTICLE IV BASIC LAWS

Resignation.

Anyone wishing to resign their membership to the NAC is required to give

48 hours written notice to the NAC Government. All aid and/or loans given by the NAC (start up aid, etc) must be paid back in full. All NAC-sponsored tech deals must be completed. Failure to do this can result in Permanent Banning or more extreme measures up to and including possible military action. .

Impeachment.

Any member of government can be put up for impeachment by any member

of the NAC with due cause. A PM must be sent to the G.B. and must include due cause for impeachment in detail.. All members of government (including the accused) will be notified.

Impeachment proceedings will be a vote by the G.B..It takes a 2/3 G.B. vote plus a majority alliance vote to pass an impeachment.

Basic Laws

Anti-Spam Law- Spamming is prohibited in any forums except The Spam Zone

Anti-Spy Law- Spying is completely prohibited. No questions asked.

No Debt Law- No nation will be approved if they have any debts with any previous alliances.

No ZI Law- No nation on any alliances ZI list shall be accepted for membership.

* All members must abide by all rules and laws within NAC and respect the decisions made by the Governing Body.*

*Any and all Amendments to this charter must have 2/3 Governing Body vote and majority alliance vote.

And last but certainly not least, our protectorate.

The Treaty of Pettigrew Accords.

A protectorate treaty by and between Invicta and North American Confederacy

Preamble

In the interests of further developing the Purple sphere, Invicta and North American Confederacy agree to the follow treaty:

Article One

Invicta henceforth recognizes North American Confederacy as an alliance and affirms a commitment to protect and develop it. Per this affirmation:

A. Invicta agrees to intercede in incidents, by way of military, financial and/or diplomatic aid, where North American Confederacy are attacked without warrant.

B. Invicta agrees to provide logistical support and advise in the development of the North American Confederacy , but affirms the sovereignty of North American Confederacy and its members.

C. North American Confederacy agrees to seek the approval of Invicta government when they are about to enter into a treaty with a third party, except when the treaty sought is akin to a Non-Aggression Pact or Treaty of Friendship.

D. North American Confederacy agrees to seek the approval of Invicta for any aggressive action that is under consideration, and will do so at least 48 hours before commencing such action.

E. North American Confederacy agrees to base their operations on Purple Trading Sphere and pursue relations with their Purple neighbours, which is to include potential affiliation with signatory parties of PEACE.

F. North American Confederacy agrees to make an honest effort to avoid negative incidents between themselves and Invicta's directly treatied allies.

Article Two

North American Confederacy into the Mammon Pact where the agree to enter into a long-term technology sale agreement, whereby non-Invicta nations who qualify under Invicta's rules are considered sellers in Invicta's internal tech sales, until such time that said nations are sufficiently large to become buyers. Invicta's finance staff agree to coordinate and execute deals with non-Invicta nations that are treatied under this agreement.

Article Three

Invicta and North American Confederacy agree to remain in regular contact by way of forums and IRC, and remain cordial and supportive of one another in public venues.

Article Four

This treaty shall be reviewed ninety days after the announcement of its ratification to Planet Bob. During such a review, Invicta and North American Confederacy shall decide whether either to continue the treaty, upgrade it, or discontinue it.

Additionally, either side may agree to terminate this agreement by providing notice of 48 hours.
