Today, New Englander congressmen, after deliberations, passed a resolution removing New England’s (and thus the FSA’s) signature on the Articles of American Sovereignty and Self-Determination (AASD). When asked to explain this, White House spokesman Robert Gibbs explained that the AASD was a “long-defunct treaty that had since then lost significance in our eyes.” Gibbs explained that the notion of maintaining the anti-foreign stance in North America was losing ground in Washington—“that policy belongs solely to the Tahoe Republic, and I cannot tell you how much we had been called ‘puppets of Tahoe’ because we’ve been supporting it!”—but he hinted that the country would continue to espouse a position of its own regarding foreign involvement in North America, separate from the Tahoe Republic, though it is still not clear on what he meant.

What it meant in practical means, however, was that New England, now the Federated States of America, will no longer enforce the anti-foreign stance promoted by the AASD and will cease to assist Tahoe in enforcing the O’Deaghaidh Doctrine. “Tahoe is now on its own in regards to the [Doctrine].” Gibbs remarked with an ironic smirk. A senator from Massachusetts, Patrick O’Henry, ironically an Irishman, submitted a bill in both houses of Congress that mandated the “suspension of the Coast Treaty for the time being.” O’Henry, born in Dublin, Ireland, explained that he was “sick and tired of Tahoe’s hegemonic domination of North America through brutal and aggressive means” and promoted for the "separation of New England from the Tahoan yoke.” A few senators in Congress, as well several commentators, remarked of O’Henry’s positive viewpoint of the Northern Republic and Louisiana. “He [O’Henry] always spoke favorably of the NR and Louisiana.” Senator Bradley Willis of New Hampshire stated.

President Johnson was not available for comment, but Secretary of State Roosevelt did not give much in his response to this growing anti-Tahoan sentiment among [New Englander] congressmen and even throughout the country [the New Englander region]. ‘FSA TO CANCEL TREATY WITH TAHOE?’, ‘COAST TREATY TO BE SUSPENDED?’, and ‘FSA LEAVING TAHOE FOR NORTHERN REPUBLIC AND LOUISIANA?’ was the headlines of several major newspapers, such as the New York Times and the Chicago Tribune.

As soon as they had entered and secured the areas that used to be the former Temple Lands, the troops found themselves facing what General Karl von Wilhelm of the Sixteenth Brigade termed an “excuse of a guerrilla force”. Indeed, though the troops were facing “harassing” attacks from what appeared to be gangs, the adversary was far too far in between to make any impact against the FS Army; utilizing their superior weaponry and numbers, the New Englander troops easily overwhelmed them. Indeed, von Wilhelm’s soldiers trounced a force of "some fifty guerrillas" in a brief but fierce battle near Des Moines, Iowa. Martial law was declared in a few counties as hundreds of FBI agents swept into the region, carrying out mass arrests (and executions) along with Army soldiers. Before long, the region was for the most part pacified of any potential resistance.

Given the very size of the former Temple Lands, and especially the ‘guerrilla war’, it was thus justified for the Army to maintain a sizeable military force as to maintain law and order for the time being; the number of troops stationed throughout the region was soon increased to 50,000 on the orders of Secretary of Defense, Robert Gates. Temporary FBI field offices (FBI/FO) were established in Minneapolis, Minnesota, Omaha, Nebraska, Pierre, South Dakota, and Des Moines, Iowa.

While the Army’s campaign against the guerrillas were going on, and while the FBI was being consolidated throughout the region, new provincial and local governments were formed in Minneapolis, Des Moines, Lincoln, Pierre, and Bismarck, along with many others, as an overall Protectorate was established that encompassed the entirety of the region (officially named the Protectorate of the Midwest but soon to be known as the FSA Protectorate). The status of Minnesota, Iowa, Nebraska, and the Dakotas (which was soon formed into an unified Dakota) was confirmed when President Johnson issued an executive order that formed them into sub-protectorates within a larger protectorate.

PUBLIC

Sumner Welles was appointed High Commissioner of the FSA Protectorate, mainly at the recommendation and support of his friend, Secretary of State Franklin Delano Roosevelt and confirmed by President Johnson, also a friend. Welles was empowered with wide powers over all affairs in the Protectorate; all law enforcement, medical services, civil services, as well as local affairs, was placed under the control and responsibility of the office of the High Commissioner. (OOC: Credit goes to Tidy Bowl Man for this. ;)) Only the Army and FBI remained under the control of the federal government in Washington, F.D. As one of his first acts as High Commissioner, Welles placed the official seat of government of the Protectorate in Sioux Falls, Dakota, due to its central location in the Protectorate.

The Tennessee Statehood Party (TSP) announced that its membership roll now recorded more than 350,000 members, a phenomenal increase in the party’s history. This is due to the increasing sentiments of the population of Tennessee that the Territory should join their brothers and sisters in the Union as a state. Indeed, the territorial legislature in Springfield have received “hundreds of thousands, if not millions, of petitions and letters and telegrams…calling for such…incorporation into the Union.” Similar trends have been reported in the Statehood Parties in Kentucky, Illinois, West Virginia, and even Virginia.

PUBLIC

The Military Formation Board (MFB) announced that four brigades in addition to two brigades (a total of 33,000 troops and personnel) have been successfully commissioned into service. The official size of the [New Englander] army is now 231,000. The goal of achieving a peacetime standing army of 500,000 by 2027 is proceeding well so far.

HIGHLY-CLASSIFIED

The National Surveillance Committee announced in a top-secret report to the Department of State Security, as well as appropriate government departments, that the process of the implementation of the National Surveillance Modernization Programme Act is well-underway. According to the report, up to “20 billion, possibly more” have been approved for the establishment of CCTV networks, facial-recognition system, an automatic number plate recognition (ANPR) system, the Oyster electronic ticketing system, electronic surveillance system, and the expansion of the DNA database to take in account the millions of new citizens living in New England (OOC: Hope you all don’t mind. This is informal, sorta like how everyone referred to the USSR as ‘Russia’, despite the fact that Russia was only a part of the larger USSR. ;)), as well as the expansion of the CRIMINT database.

The process will begin, and has in fact already begun, in Chicago, Nashville, Indianapolis, Louisville, Knoxville, and Milwaukee, as well as many towns and villages. Various police departments across the region have reported that new Forward Intelligence Teams (FIT) has been formed or are in the process of doing so. By the time the whole project is completed, New England will have one of the largest and wide-ranging intelligence and surveillance systems, if not the most, in the world.

By [secret] executive order, President Johnson expanded the scope of the Kennedy Doctrine to include the neighboring Great Lakes State. This means if the GLS goes into anarchy, for any reason, then the Kennedy Doctrine shall be invoked. This is similiar to all the other territories covered under said Doctrine. This is somewhat redundant as the GLS is effectively under the control of the FSA and Disparu and its government is at the beck and call of the two neighbors. Note, the territory of the GLS as covered under the Kennedy Doctrine is limited to the mainland (Michigan) only, so the remainder of the land might be given to Disparu.

PUBLIC ANNOUNCEMENT

This just came in. According to the New York Times, and other major newspapers, it seems that the federal government [New Englander section] is increasingly being divided into two groups, or as it seems. From what we know, one group endorses social unity but another group supports economic development—and the two ‘groups’ cannot seem to agree to work with each other. In an apparent attempt to resolve this dispute, the social unity group (known as the ‘Socialists’) and the economic development group (the ‘Economists’) have increasingly called on President Lyndon Johnson to publicly endorse their views, something the President have not done yet.

According to the Socialists, led by New York Congressman Mel Wilson, social unity is an important component in furthering internal improvements that will better society as a whole. They believe that an increase in federal government expenditures on social welfare programs, such as Medicare and Medicaid, would be fundamental in providing for the good of the public, even at the expense of economic growth. Not only have that, but Socialists advocate increased federal spending, to the point of deficit, on internal improvements. “Our infrastructure as we know it [bridges, roads, railways, etc.] is crumbling as I speak. The amount of money pouring from Washington, F.D. is…not enough to warrant even a slight improvement in social growth and population happiness.” Wilson stated in a televised speech. “If we do not do something about it, society as a whole will be…discontented and the social unity that we [as New England] have enjoyed will crumble to nothing, and our great nation will dissolve to destitution, even revolution!”

The Economist group, led by Marylander Congressmen, Kirk Graney, lambasted such position as “nonsense.” In a speech to Congress, Graney argued that social unity is not the key to attaining the growth of [New England], but “economic development.” Such development, he said, “enables not only the improvement of our economy, but also to better the nation and society as a whole.” The first United States, Graney continued, prospered not because of social welfare, but because American individuals worked hard to make their nation great. “Look at New England’s achievement in the past decade…we have pulled out from the grinding poverty and destitution, first under Kennedy and today Johnson, not because of welfare checks from the federal government, but because we have worked hard to get where we are!” Graney went on to condemn Wilson’s position on social welfare, even going as far as to declare that social unity was “nonexistent” and concluded that the nation’s infrastructure was “going very well so far, and the amount of funds from the [federal] government being more than sufficient to cover the expenses.” It is not a concern, Graney said, "of how much money we receive, but how we use the money we have in hand. It is what matters.”

The dispute between the two opposing groups continue, though President Johnson is to make a decision in a speech at the White House.

CLASSIFIED

Following the invasion of the TUO-controlled portion of the Great Lakes State—and especially the reformation of Bohovia not long before that—the FBI received orders to “execute to the highest degree and efficiency the operation of relocating an indeterminable number of GLS civilians from the front to the rear.” Across northern GLS, beginning in the cities and towns of Mackinaw City, Rogers City, Alpena, and Traverse City, hundreds of FBI agents converged upon the homes of GLS civilians, giving them a thirty-minute head-start to pack their belongings before cramming them, literally, in crowded trains and railroads. The FBI acted with “a high degree of brutality unprecedented in history [of the FBI]”, uprooting some 30,000 civilians from their homes to central and southern GLS.

If they were brutal to civilians, they were even so toward prisoners and inmates, as few as they were; in jails, prisoners, and penitentiaries, the FBI took the inmates and forced them into “forced marches” into “SUVs, jeeps, van, etc. etc.” that were to take them to their new destinations. Many prisoners, however, were shot “while trying to escape”, often in heavily-wooded areas. Near Atlanta, in northeastern GLS, a large group of inmates, “the most hardened criminals”, tried to rebel against the guards—and invoked brutal reprisals; FBI agents and prison guards lined up all of the prisoners in a forest north of Atlanta and shot them all.

According to the Tennessee National Board of Public Works (TNBPW), progress on LINKUP had reached about 80 percent so far. The New Englander region was now all but completely linked up with the Federal Republic of America region, in the Federated States of America.

President Johnson signed into law a bill that would once again rearrange the landscape of the state security apparatuses. Reckoning that increased national security was actually detrimental to external and internal threats, the President changed his previous views toward national security, and signed the Internal Security Act. As soon as the President scribbled his signature on the bill, a “whirlwind of change” took place. The Department of State Security (DSS) was abolished (note, actually abolished and not merely replaced) and a new Department established in its place, the Department of Homeland Security (DHS). In turn, the Federal Bureau of Investigation (FBI) was detached from the Department of Justice and placed under the aegis of the new DHS, where it was renamed the Federal Bureau of Internal Security (FBIS).

Not only was a new department and organization being formed, but the FBIS received a new director; FBI Director Erich Mielke, after a long career in the security apparatus of New England, resigned and a new director took his place, personally appointed by President Johnson: J. Edgar Hoover. All organizations, offices, agencies, and personnel of the FBI were transferred to the jurisdiction and control of the FBIS. The 70,000-strong National Police (formerly the Military-SS), for instance, was incorporated into the FBIS and would become the FBIS Division (FBI-D), a combat arm of the new agency. The relatively simple name change (“only an addition of an extra letter”) made it easier the task of relabeling all relative buildings and vehicles from ‘FBI’ to ‘FBIS’.

J. Edgar Hoover

Unlike the FBI, the new FBIS would be empowered with power “never seen before”; it would vastly exceed even these of the Stasi and the Russian/Soviet NKVD/KGB combined. J. Edgar Hoover would in time become the second most powerful man in the New Englander region of the Federated States of America, after President Johnson. It seems that New England is reverting to the old ways of the Stasi as the FBIS, theoretically subordinate to the DHS, was made accountable only to the [New Englander] President, his Cabinet, and the Executive Office.

The FBIS’s powers and jurisdiction covers New England only, so they will not be expanded into the Federal Republic of America region of the FSA. The J. Edgar Hoover building in Washington, F.D. will continue to serve as the headquarters of the FBIS as it had been for the FBI.

CLASSIFIED

No sooner had he settled behind the desk in his new office in the building named after him, J. Edgar Hoover ordered the intensification of the ongoing campaign against the Dragon Cult. Among the detailed orders issued to FBIS agents were Hoover’s insistence that “all and any discernable force be employed with the purpose of achieving the purpose that [the campaign against the Dragon Cult] seeks to achieve.” In other words, the FBIS were authorized to utilize anything, anything, in their power to “bring upon the final…destruction of the Dragon Cult in New England.”

He also ordered the same for the TUO terrorists in the Great Lakes State. Determined to see any and all threats, both potential and real, be eradicated in New England and even near it, Hoover authorized the FBIS to launch what he termed a “cleansing campaign”; FBIS agents were instructed to show “absolutely no mercy whatsoever” when dealing with terrorists. Continuing where the FBI had left off, the new FBIS proceeded to “depopulate” whole towns and villages across northern GLS, bringing tens of thousands of GLS citizens in trains to southern GLS. Any and all terrorists captured by the FBI was shot on the spot, and as were criminals and these suspected of sympathizing with the TUO. There were even plans to send FBIS assassination squads into the TUO-controlled GLS to eliminate the TUO leadership.

A new era was dawning.

Robert F. Donnell, governor of the Territory of Virginia, announced that April will be designated a “Confederate History Month” as a part of efforts to strengthen the territory’s tourist industry. This move angered many civil rights leaders, but would strengthen Donnell’s position in the government and his support base in Virginia, as according to political analysts. April 2021 marks the 160th anniversary of Virginia’s secession from the first United States of America during the American Civil War, and it is not surprising the Donnell seeks to enhance his image and standing in the territory by bringing up Virginia’s past historical ties with the “ideals of Southern rights and identity that prompted the state to take actions that it deemed necessary to safeguard such liberties.”

Of course, Donnell’s move was lambasted by the NAAC, which claimed that in failing to mention slavery or civil rights in Virginia’s history, Donnell was trying to “distort history.” As L. Douglas Winder put it, “We cannot expect to decide what the people [of Virginia] will want to hear and will not want to hear. To expect that is, simply, mind-boggling.” Winder stated to the Virginia Journal in Richmond. “Confederate history is full of many things that unfortunately are not…things that anyone wants to celebrate.” It is interesting to note that Donnell’s decision to “increase world awareness of Virginia’s rich and glorious history” in April 2021 coincides with the approaching tenth anniversary of the establishment of the Republic of New England. On April 13th, 2011, John Fitzgerald Kennedy travelled through the streets of Boston to the Massachusetts State House to form a new government out of the ruins of J Andres.

On April 17th, 1861, the state of Virginia seceded from the Union following President Abraham Lincoln’s call for troops two days before. Over a month later, on May 23rd, Virginia formally joined the Confederate States of America, where its capital of Richmond became the seat of government of the Confederate government—and consequently was the scene of fierce battles between the armies of Ulysses Grant and Robert Lee in 1864-5.

CLASSIFIED

Due to lobbying efforts by J. Edgar Hoover, the New Englander Border Patrol (NEBP), once a part of the DSS, was formally transferred to the DHS, where they were incorporated as a part of the FBIS. Though the NEBP would keep its original name, it would over time become known as the FBIS Border Troops and will be informally be referred to as such. As soon as the Border Patrol was brought under FBIS control and the entire New Englander border (except certain points of the border fortifications) in FBIS hands, Hoover implemented a series of orders that all but enhanced border security.

The number of Border troops and personnel was to be doubled, from approximately 20,000 to over 40,000, and they were to become militarized, to be equipped with heavy weaponry and high-tech weapons (as if they were not already). The number of border guards at each observation tower alongside the border was visibly increased in size (the Army troopers stationed along the border fortifications remained outside the FBIS’s jurisdiction and control, however). The border’s security network, such as SSAG-1 surveillance robots and the Smart Dews, came under FBIS control.

Deeply mistrustful of the Northern Republic (“The Northern Republic has designs on our lands! We cannot let them succeed!” Hoover privately raged to his aide), Hoover placed the FBIS Border Troops alongside the Tennessee/Virginia-North Carolina border on ‘shoot-to-kill’ orders, even though he also instructed the troops to “take occasional potshots at any Northern Republic guards if the opportunity arose” and even offered rewards and incentives to any border guard who killed or wounded a certain number of NR border guards. “Oh, and while you’re at it, take aim for the head!” Hoover explained casually to his subordinates. If the Northern Republic reacted, Hoover would pass it off as ‘mistakes’, effectively using plausible deniability.

PUBLIC NEWS COVERAGE

Well, it’s that time of the year again. Well, not exactly. Why? Well, you see, the time is drawing nearer and nearer to one of the most anticipated events in our history that will take place in a few days. What is that, you ask? Well, the tenth anniversary of the establishment of our wonderful nation, New England, is nearly here! Excitement is up in the air as everyone is preparing for the event! There are picnics, parties, cookouts, festivals, carnivals and the like taking place across the country, as the New York Times and the other newspapers have discovered. A decade ago, in the lands that is today New England and what used to be J Andres was wreaked with anarchy and lawlessness. There were regular occurrences of crime, chaos, and destruction all over the region, and life was very difficult and terrible that time. Then one day, on April 13th, 2011, a lone man stepped up to do something about that.

On that day, despite the anarchy and lawlessness, the man who would become the first president of the new Republic of New England, John Fitzgerald Kennedy, made the journey from his hometown of Cambridge, Massachusetts to Boston. George Hughes, native of Boston, who was there in the crowd at the time, recalled the event: “It was strange to me, even seemingly out of the world. For such a semblance of order in the lands of anarchy and chaos to occur was a miracle, but I heard the rumors that somebody was going to save us from the situation we were now in. Of course, I was obligated to dismiss that, for such rumors were common at the time and they never came true…but on that day—it was the thirteenth of April, 2011, if I remember correctly—somebody came.” Hughes went on to describe how a limousine cruised down Beacon Street in the direction of the Massachusetts State House. As he struggled among the crowds to get a clear view, an unforgettable event occurred. “Do you know one of these events that were to monumental that you cannot help but remember exactly where you were, what you were doing, heck, even what you were thinking at the time? That occurred to me on that day.” Hughes recalled in a televised interview with the New York Times. “A man stepped out of the limousine in front of the State House…but it was no ordinary man. He was a really handsome man, with his youthful face and neatly-combed hair…He was dressed smartly in a suit, like a man of purpose, which he was. As soon as he stepped out, he took my breath away. I fell in love with him—and I’m straight.” Hughes chuckled. “And as if it was not about to get any more impressive, the appearance of his wife—oh, oh, the most beautiful woman I had ever laid my eyes on ever—and his children—the most adorable children I had ever seen, oh how I wished I could adopt them. The mere sight of them filled us with hope…oh, that feeling…you simply cannot describe it…you have to experience it…”

Hughes trailed off as he began to sob. A sympathetic news reporter patted him on the shoulder and his wife hugged him.

Johanna Wilson, who was seventeen at the time, also described Kennedy’s arrival in Boston. “He [Kennedy] walked up the steps of the [Massachusetts] State House with such purpose that it deeply impressed me. Me and my friends were truly taken in not only by his handsome, rugged looks, but also his determination to alleviate the suffering and lawlessness that were ravaging us at the time.” Johanna admitted with a giggle and a blush as she could not help but look at his butt as he walked into the State House. “Oh, he had a great figure…my, I should not be saying that…oh my…” She covered her blushing face with her hands as the news reporter shook his head and chuckled. The audience laughed.

If Kennedy’s arrival at Boston was not impressive enough—and it was by itself—the speech that he delivered shortly after he took power captivated a populace desperate for law and order. James Pikachurin (no relation to the Disparuean King), a reporter, showed the footage of Kennedy. In the video, Kennedy—squinting under the sun—grinned, scanned the crowd, and cleared his throat as he began his speech, on April 14th, 2011:
“Hello, ladies and gentlemen. All of you are probably wondering of who I am. Let me introduce myself, my name is John Fitzgerald Kennedy and I have come to lead you, this nation, out of the suffering and destitution that had gone on for long enough! So in this historic moment, we as an unified people and nation and government forge a new State, one that will bring nothing but honor, glory, and prosperity not only to us but to all! Thus, with this statement, I declare the official establishment of the Republic of New England! Through the new Republic, we will show our honor and virtue to the rest of the world, and we shall succeed in that. We will bring betterment to you, the people, as a whole and only that can we prosper!

But we cannot do this alone, by ourselves. We can only succeed with your support and active participation! Ask not what your country can do for you; ask what you can do for your country. Whether you are a citizen of the Republic of New England or that of the rest of the world, ask of us the same high standards of strength and sacrifice that we now ask of you. With that, I call upon you, my people, to join together with the world in the form of the Republic of New England to combat what I must call the common enemies of man: poverty, disease, tyranny, injustice, and war itself.”
That short speech by the Harvard graduate, which would quickly become one of Kennedy’s most iconic speeches in history, marked the beginning of a “new, shining era”. From April 2011 onwards, anarchy and lawlessness that had ruled the lands that used to be J Andres was replaced by the law and order under the Republic of New England. Now, this is April 2021, and we can do little but honor and celebrate that historic moment that gave birth to the glorious nation that is New England. Now, there is no doubt that New Englander citizens wish Kennedy—who was assassinated in Dallas, Texas, in November 2017—was there to witness the tenth anniversary. President Johnson, Jackie Bouvier Kennedy, members of the Kennedy family, will be present in Boston on the day of the event.

"Disparu wishes to congratulate our New Englander allies, friends, and brethren two days in advance for achieving their nation's tenth anniversary. The dedication and passion shown by President Kennedy ten years ago to establish New England and lead it to prosperity during his tenure as New Englander President is truly inspirational.

On an unrelated note, we would like to know the current whereabouts of the reporter known as James Pikachurin. The House of Pikachurin's curiosity has been sparked, and they have expressed their interest in making Mr. James an honourary member of the House."

The former President's statue in Jubilife's Darach Park would be filled by all types of flowers, several notes congratulating their New Englander brethren, and miniature New Englander and American flags left by Jubilife's residents and other visitors of the Park. The statue itself would be cleaned up in preparation for 13 April. Both King Pikachurin and Chancellor Celeste would lay a large wreath in front of the former President's statue in memory of Kennedy's legacy on 13 April.

"We thank Disparu for this. Indeed, it was due to Kennedy's dedication and passion that led New England to what it is today. Not only that, but Kennedy had a vision of freedom, democracy, and liberty that he sought to bring to the world order as it is, and he succeeded. It can be said that New England itself is a standing monument of Kennedy's legacy and honor.

As for the reporter, James Pikachurin, he lives in Boston, Massachusetts."

In the days leading up to April 13th, hundreds (and more) of New Englander citizens would would fly to Jubilife to visit Darach Park and other sights of Disparu. Equally as many would flock to the Disparuean border to mingle with their Disparuean brethren. One thing about New Englanders: Disparu is a popular destination for, well, everything.

With the potential escalation of the war, and especially the threatening statements made by the Northern Republic and Louisiana, the Department of Defense ordered the expansion of the Army from 500,000 to well over 900,000. The majority of the troops were to be concentrated alongside New England’s Atlantic coast, Newfoundland, southern Virginia and eastern Tennessee, northern GLS, and northern Wisconsin. The rest were placed on strategic locations all over New England. As already in Bermuda and Guantanamo Bay, all military bases, AFBs, defense installations, and naval bases across New England were placed in a state of high alert. Missile silos across the nation were also placed on standby status; conventional as well as nuclear missiles were ready to be launched at a moment’s notice, though the latter were to be only used as a last resort. Lastly, New England was now placed on DEFCON 1. Not only that, but New England’s anti-aircraft defense network was also placed on high alert as hundreds of thousands, if not millions, of anti-aircraft gun emplacements and batteries across the country were put on-line.

The Army was not the only institution to expand as per Secretary Robert Gates’ orders; all ships of the Navy, totaling about sixty-six, were mobilized for action. Hundreds and thousands of captains, sailors, and other personnel reported for duty as the ships were rapidly prepared for action. The Air Force, operating in AFBs in many parts of the country, prepared to muster its entire numbers for duty; over 2,520 fighters, interceptors, and bombers, as well as assorted aircrafts, were mobilized for duty.

All borders, especially these with the Northern Republic at North Carolina, were closed. Army troopers began massing up at the border with North Carolina. About 200,000 troops were to be mobilized to the border with NC, augmented with another 50,000 to 100,000 troops from the GLS. The border fortifications alongside the entire New Englander border were put in a state of high alert; the FBIS Border Troops were given ‘shoot-to-kill’ orders. When he found out that twenty NR border soldiers were killed by the border troops, a delighted Hoover “enthusiastically congratulated the men who fired the trigger”, showering them with “lavish rewards for this honorable action”. He encouraged more attacks, urging the Border Troops to “shoot, shoot, and shoot more!”

In what it called the ‘internal front’, the Department of Homeland Security (DHS) implemented necessary and proper security measures. All flights into and out the country were cancelled as security levels at airports were raised to impossibly draconian levels; port security were also greatly heightened as customs officials were endowed with “discretionary powers” to regulate the flow of goods that would enter and exit the country. A national curfew was enforced, which citizens were required to remain off the streets after 7pm (government and military officials, and people with special documents were allowed to circumvent the curfew); the penalty for violation of the curfew was “immediate execution on the spot”. The FBIS was given even greater powers to deal with any ‘dissent’ (widely defined) inside the country in any way “it deemed fit and necessary”. Interestingly, the first victims of the FBIS’s wrath were not Northern Republic and Louisiana civilians living in New England, but HAE citizens who lived in the state of New Brunswick, which will be explained later.

The Department of Public Relations (DPR) flexed its powers by ordering all media corporations to turn over control to a special committee of the DPR, the National Commission to Safeguard Media Freedom. Newspapers, journals, and blogs that did not submit to the ironically-named Commission were immediately targeted by the FBIS; hundreds of writers, authors, editors, and bloggers were arrested—and executed—by the FBIS. Publication companies and countless companies were targeted in turn. In regards to the Internet, the FBIS utilized ‘black box probes’ to monitor the contents that were permitted; access to all “undesirable” sites (including but not limited to CyberStates and CyberNations) were either heavily-censored or shut down.

In a classified communiqué to his subordinates in the FBIS, Hoover ordered the arrest of all Northern Republic and Louisiana citizens living in New England. Not only that, but citizens of HAE descent living in New Brunswick also singled out for arrest. Unlike Johnson, Hoover took the HAE’s decision to cancel its MDoAP pact with New England personally, and he would express his murderous disdain toward the unfortunate citizens living in New Brunswick. Beginning in Fredericton and Saint John, hundreds of FBIS agents and FBIS special troops swept through the streets, snatching hundreds of citizens from the streets and their homes in increasing numbers. The waves of arrests, conducted at night, soon engulfed the whole state, impacting each and every city, town, and village; even state officials were arrested and executed by the FBIS. Businesses and properties owned by HAE citizens were seized by the FBIS.

In southern Virginia and central Tennessee, as well as everywhere in New England, the FBIS embarked upon a campaign of mass arrest of Northern Republic and Louisiana citizens; agents and troops broke into countless homes at night, snatched many citizens from their beds and hurdled them into their armored SUVs. The arrested were either “disposed of” (executed by firing squad) or deported, in underground maglevs that were requisitioned by the FBIS for this purpose. The arrested traveled northward as Army soldiers were traveling in the opposite direction. All of this was done in the greatest secrecy, as much as possible. If the outside world noticed, Washington would use plausible deniability.

Lack of contact with citizens located within New Brunswick was noted by Inquisition officials tasked with the duty of monitoring Imperial communities located abroad. A bit of poking around revealed that all links to New Brunswick were still operational; but it was almost as if the citizens had never existed. Forever realists, the Empire assumed the worst and believed their citizens to be abducted or worse.

A polite inquiry was sent to the government of the FSA questioning the disappearance of Imperial citizens within what was once Imperial territory. In the meantime, all borders were closed and outgoing ships were checked for Federated States citizens. For the nonce, they were detained within their neighborhoods politely but firmly, safe until the Empire considered itself satisfied with what it believed was the cold-blooded murder of its' citizens.

Upon receiving the inquiry by the HAE, the State Department would give a formal reply in a telegram passed down to the HAE Embassy in Washington, F.D. The telegram explained that the “disappearance of citizens of HAE descent” was simply not the case. Rather, the telegram explained, the lack of contact was due to “necessary and due wartime measures”—in reference to the current measures enacted soon after the declaration of war on the FSA by several nations—and need not “cause unnecessary and unduly alarm in the HAE Government.” The telegram reassured that the citizens were doing fine, and that the ‘lack of contact’ was temporary and would be restored once the war ended.

Indeed, the citizens were doing fine—they had a great time with their FBIS friends in interrogation [s]torture[/s] centers in secret locations all over New Brunswick. The FBIS acquaintances really connected with the HAE citizens—literally. ‘Shouts of laughter’ and ‘conversations’ were heard from the rooms, to be shortly followed by the sounds of ‘popping sounds of champagne bottles.’

For unspecified reasons, the FBIS as per the orders of Hoover stopped their repressive activities against Northern Republic, Louisianan, and HAE civilians in New England. All such civilians that had been detained were released—though these who had undergone “physical persuasion” were nursed back to perfect health by their FBIS “handlers” before being let back to society. However, there was a string attached—and to break it meant the forfeiting of one’s life: these civilians were explicitly told not to leave, or even try to, New England. In addition, they were never, ever, to disclose everything that had happened to them while in FBIS custody to anyone—not even to themselves. Unknown to the civilians, however, the FBIS had implanted a tiny monitoring device, about the size of a Smart Dew droplet, in their bodies. These devices would constantly transmit a signal to FBIS communication centers. That way, the FBIS would monitor their whereabouts through triangulation, and it would be very difficult, if not impossible, to remove them surgically without causing some damage to their vital organs.

Upon being pressured by Imperial authorities , one civilian broke down and cried their story into he phone. Imperial authorities are utterly horrified but not entirely surprised. The citizen has been marked for extraction, and any 'accidents' which happen to him or any other citizens will be met with a declaration of war, and offers to join forces with the coalition currently at war with the FSA.

"We will send that citizen over to you, and only that citizen."

The citizen was picked up at his home in Fredericton, New Brunswick, by FBIS agents, who proceeded to drive him to the nearest airport. Soon, the citizen was in a plane flying toward the HAE.
