The National Assembly, increasingly anxious about the secretive nature of the Department of State Security (indeed, the Secretary of State Security rarely met with any government officials save the President) and its immense powers (it had devoured the former Stasi and Military-SS, after all) agreed to pass a series of resolutions aimed at rectifying the situation as it was. Thus, the National Assembly passed the Public Security Resolution Act. Signed into law by a Johnson enthusiastic to dismantle the “monster of a security apparatus”, as he called it, the Act sparked off a chain reaction of events as the nation’s entire state security apparatuses were transformed in a fortnight.

Firstly, the Act hacked off two sub-components from the DSS, the State Security Bureau (SSB) and the Bureau of State Investigation (BSI), and combined them into a Federal Bureau of Investigation (FBI). Next, the new FBI was detached from the DSS and placed into the jurisdiction of the Secretary of Justice, head of the Department of Justice. Erich Mielke, former head of the Stasi and current head of the now-former SSB, was appointed Director of the newly-formed FBI (DFBI) and is to report to the President. The FBI will maintain its own academies, laboratories, services, etc. It will even maintain its own police force, the FBI Police (FBIP). FBI Field Offices (FBI/FO) will be established in each state in New England, in the major cities.

Secondly, the State Intelligence Agency was transformed into the Central Intelligence Agency (CIA), removed from the DSS, and made into an independent agency. The headquarters of the CIA was relocated from Boston to Springfield, Massachusetts. The federal government will fund the construction of the new CIA headquarters while the state government of Pennsylvania will provide the resources and materials for said headquarters. The CIA will be headed by a Director (DCIA), who will report to the Director of National Intelligence (DNI).

Thirdly and lastly, the Uniformed National Security Militia (UNSM), formerly the Military-SS, was dissolved and its soldiers and personnel made a part of the Army National Guard. Next, the Uniformed Secret Service Police (USSP), formerly the Stasi, was renamed the National Police (NP). Though it would remain in service of the DSS, the NP’s powers was effectively curtailed. It was to report to the Secretary of State Security and be accountable to the President.

Shortly after New Englander troops took over the region that used to be the Tennessee Federation and imposed law and order, officials were flown in into the regions of Tennessee, Indiana, Kentucky, Illinois, and Wisconsin, under heavy military guard. They were the new administrators and officials dispatched by Boston for the purpose of maintaining law and order and establishing organized governments to administer each part of the new protectorate.

A short time later, the National Assembly passed the Protectorate Government Act, which divided the New Englander protectorate into five ‘sub-protectorates’ (with their capitals):

• Protectorate of Tennessee (capital: Nashville)
  
• Protectorate of Indiana (capital: Indianapolis)
  
• Protectorate of Kentucky (capital: Lexington-Fayette)
  
• Protectorate of Illinois (capital: Springfield)
  
• Protectorate of Wisconsin (capital: Milwaukee)
  

Overall, the protectorates will make up the overall New Englander Protectorate, centered in Chicago. Each ‘sub-protectorate’ will be administered by a Protectorate Governor, while the overall Protectorate will be headed by the Protectorate Administrator. Former Army general Mark Clark was appointed Administrator and given the reins of the new Protectorate.

The Protectorate is not formally a part of New England, but is under its protection. Any suitable government(s) wanting to establish itself/themselves in any part of the Protectorate and its subcomponents will need to contact both the Governor(s) and the Administrator, who will then ask Boston for approval. If approved, the protectorate in question will be granted independence, and the Governor(s) and/or Administrator will resign his post and move back to New England (or he can choose to remain and live in said region and be granted dual citizenship).

Army troopers have occupied all border checkpoints, and will be responsible for maintaining the Protectorate’s borders; they will also be responsible for policing the Protectorate on all levels. The Protectorate will receive funding from the federal government to help bring the standard of living to adequate levels, and taxation will be the responsibility of the Administrator and the Governors.

A secret clause of the Act allowed the newly-formed FBI to set up ‘temporary’ Field Offices in the major cities across the Protectorate, with the first ones being established in Chicago and Nashville; the same went for the CIA, starting in Nashville and Indianapolis. The National Police (NP) was authorized to establish its bases on a temporary basis as to assist the Army in police work. Next, the Department of the Treasury announced plans to phase out the old Tennessee currency and introduce the New Englander Dollar as an means of exchange in the Protectorate; the old Tennessee currency was pegged as 1:1 to the New Englander Dollar, meaning one Tennessee currency could be exchanged for one New Englander Dollar.

New England may have succeeded into restoring law and order in the regions that used to be the Tennessee Federation and established the New Englander Protectorate over said regions, but as an anonymous government official stated to another through a classified channel, it was all part of a plan. “A means to an end, to simply put it”, the official stated. “Everyone pretends it’s not going on or there, but they are well aware of it: the Protectorate is to be annexed into New England as new states in the Union.”

But not right away. The process, however, has only begun: the economy of the regions was beginning to be assimilated into New England’s as the old Tennessee currency system are being phased out in favor of the strong New Englander Dollar. Under the official pretenses of “a strong currency creates prosperity!”, this move was actually intended to tie the regions with New England economically, to such an extent that they would not be able to sustain themselves without New England. Though Tennessee companies and corporations have been allowed to remain in operation, they are steadily overtaken by New Englander businesspeople, first by government funding, then the purchase of shares in the corporations that would be needed to attain a controlling interest in these aforementioned companies. With the vital corporations and/or companies under decisive New Englander control, economic independence is all but unthinkable. On a related note, the old Tennessee taxation system is to be modified into that of New England’s, and all types of tax (income, property, etc) are to be ‘obliterated’; a FairTax will be imposed and collected, as in New England itself.

Not only is New England seeking to “pamper” the regions economically as to prepare them for statehood, but it aspires to maintain control of the Protectorate through “forceful yet subtle means”. What this means is, that, institutions of control has been/are in the process of established/establishing throughout the Protectorate; newly-established FBI Field Offices and Army bases, installations, and barracks located in/near major cities and towns, as well as strategic locations, serve to illustrate this. The FBI has been authorized to use any “means at their disposal” to deal with any “domestic disturbances, or any situation that they deem to be” as to maintain law and order. In other words, the FBI has been given orders to quell any ‘anti-New Englander’ dissent. And if anyone complained about it, here’s the catch: the Protectorate is not formally a part of New England, its people not citizens (yet), and thus the Constitution doesn’t apply to them.

What does that mean? Why, everyone in the Protectorate has no formal rights or liberties! Freedom of speech and press, as well as other rights specified in the Constitution, doesn’t apply to them. This means the federal government, through the Protectorate, can do anything it wants to the people, including but not limited to arrest, imprisonment without the right to trial, torture, even execution! And yet, it decides not to do that, only choosing to use its powers to limited effect. You don’t want to piss off the people you’re planning to assimilate, do you? Besides, arresting too many people or too much ‘forceful demonstration of power’ will draw unwanted attention, anyways. So subtle means must be used.

And how to do that? Why, propaganda, of course! Propaganda is a wonderful tool to capture, warp, and ultimately brainwash the hearts, minds, and soul of people into accepting a certain ideology/viewpoint/lifestyle! But, like everything in the plan, must be subtle, to be used discreetly and wisely. After all, you never rush perfection. As such, the clay of the Protectorate will be shaped by the skillful hands of the artist Boston into perfect States! In major cities and towns all over the Protectorate, beginning in Nashville, Chicago, and Milwaukee, posters (propaganda posters, to be exact) could be seen everywhere where they could be posted: walls, posts, fences, everywhere. First, it was fairly few and far between, then it increased in number and frequency, slowly. The posters, literally, lauded New England, its people, its culture, and achievements. They also illustrated of what life would be like if they weren’t in New England; the posters played on the people‘s fear about instability and anarchy, some blatantly obvious (“YOU WANT PEACE, STABILITY, AND PROSPERITY? JOIN THE UNION!”). Everything about New England and its way of life was over-exaggerated and trumpeted as often as possible in every way possible. Newspapers, journals, blogs, documentaries, TV shows, movies, plays, exhibitions, etc. about New England, its history, leaders, etc were everywhere.

TV shows and exhibitions were not the only aspects that were everywhere; the FBI was also everywhere. From their field offices established all over the Protectorate, the FBI began keeping an extremely sharp eye out for anything ‘anti-New Englander’. They composed lists of potent (and confirmed) ‘suspects’; they kept pro-Tennessee and pro-independence leaders under close watch; places where such leaders and/or suspects frequented were constantly monitored. Wiretaps and other subtle methods were used for this purpose. People who alarmed the FBI too much were hauled off the streets/residence/etc and ‘disappeared’ (actually arrested, interrogated, and then sent off to labor camps in New England itself). A People’s Watch was even established, where the FBI would recruit inhabitants to be the “eyes and ears of the FBI”. Quite a few senators commented on the similarity of the name to the former People’s Trial.

Considering everything that has been done, and especially the efforts involved, the Protectorate was as good as a part of New England.

CLASSIFIED/SOON TO BE PUBLIC

The National Assembly passed into effect the Public Relations Department Act. The Act, signed into law by President Johnson, established a new government department and set up a new Department position in the President’s Cabinet. The responsibilities of the Department of Public Relations (DPR), to be headed by a Secretary of Public Relations (SecPub), is to coordinate all means of media and communications under a central government structure. Its mission is to “safeguard the freedom of speech and of the press s guaranteed by the Constitution”. In fact, its stated goals was to:

• To promote the culture and customs of New England in a way that will place New England in a positive light on the international stage.
  
• To explain and advocate New Englander policies in ways that will be credible and honorable in foreign culture.
  
• To provide information about the official policies of New England, its people, and the values and beliefs that influence such policies.
  
• To advise the President of New England and government policymakers on how foreign attitudes will impact the effectiveness of New Englander policies.
  

In actuality, unknown to the world, the DPR is effectively nothing more than a propaganda agency set up by the federal government in an attempt to regulate the flow of information around the country and to regulate the news its citizens could receive. Four branches will be established under the DPR, as Departments (D):

• D1: Written Media (Newspapers and literatures)
  
• D2: Electronic Media (Television, films, theaters, music)
  
• D3: Internet
  
• D4: Education
  

Each department will deal with specific parts of New England’s cultural and social sphere, such as television, newspapers, films, Internet, etc. Each D will be endowed with appropriate powers over their respective jurisdictions. Josef Hobbes was appointed SecPub by President Johnson himself and became a part of the Cabinet.

The propaganda campaign currently being conducted in the New Englander Protectorate was becoming a success so far. Pro-New Englander posters were everywhere in the Protectorate and its sub-components as radio and mass-media pumped out everything positive and favorable to New England. This, coupled with the fairly positive viewpoints of former Tennessean citizens toward its neighbor (of which their former government had signed a MDoAP with), helped to push the inhabitants toward New England. Beginning in Chicago, Nashville, Memphis, and Milwaukee, New Englander support groups and even Statehood groups were formed (with the sanction of the FBI, sometimes funded by them) with the sole purpose of encouraging the people to petition for “freedom, happiness, prosperity” in New England.

On top of that, the FBI embarked into a campaign to clamp down on ‘anti-New Englander’ elements, infiltrating many Tennessee groups and organizations and arresting their leaders. The People’s Watch played a large part in this as enthusiastic Tennessee inhabitants reported on their neighbors and coworkers. However, the campaign was fairly limited in scope and context, as not to attract unwanted international attention, but it was effective into tightening New England’s control over the Protectorate.

Everything was going well so far.

Weeks after incorporating the now-former New Englander Protectorate into New England as territories, the National Assembly passed two separate acts: the Midwest Organic Act and the Southeast Organic Act. Based off on similar acts passed under the first United States of America, the acts established a system of territorial government in the new territories. The Midwest Organic Act covers the territories of Illinois, Indiana, and Wisconsin, while the Southeast Organic Act deals with Tennessee and Kentucky.

Under the Acts, it was declared that all laws passed prior to December 22, 2019 (the day the Protectorate was established) would be abolished and replaced with New Englander laws, while all laws passed by the Protectorate prior to May 3, 2020 (the day the Protectorate was incorporated into New England) would remain in effect and form the basis of New Englander law in the new territories.

Secondly, the Acts granted New Englander citizenship to the inhabitants of the new Territories, along with the freedoms and rights guaranteed under the Constitution. They stated that any person who resided in the individual territories on or after May 3, 2020, would therefore become legal citizens of respective territory (for instance, a person who lived in the Protectorate of Tennessee on or after May 3, 2020, would become a citizen of the Territory of Tennessee).

Thirdly, the Acts set an election date in the Territories to the second Tuesday of November, outlined punishment for various offenses (such as corruption) for Territorial government officials, and established a bicameral legislature in each of the Territories (House of Representative and Senate). Furthermore, it divided each territory into government (Senatorial and Representative) districts in accordance to the number of seats in the territorial legislatures and spelled out specific requirements to serve in the Territorial government offices.

Lastly, the Acts officially assigned the capitals of the new Territories. The Midwest Organic Act established the city of Springfield as the capital of Illinois, and Indianapolis as the capital of Indiana. However, the Act moved the capital of Wisconsin from Milwaukee to the city of Madison, located near the territory’s southern border. The Southeast Organic Act affirmed the status of Nashville as the capital of Tennessee but moved the Kentuckian territorial capital from Lexington-Fayette to neighboring Frankfort.

Shortly after the incorporation of the former New Englander Protectorate, officials in the Department of Defense and its sub-branches began formulating a plan to expand the border fortifications as well as aerial and coastal defenses and other fortifications, to the new Territories. They even formulated a color-coded map:

Taking into account several factors in the construction of the fortifications (such as geography and natural terrains), the plan went as follows:

Named the Territorial Defense Project, the project is to be divided into three parts (Project Wisconsin, Project Midwest, and Project Tennessee) for easier cooperation, coordination, and distribution of resources and labor. It will incorporate three elements of national defense: border defense, coastal defense, and aerial defense; three elements of lines will be included too: border lines, natural lines, and fortified lines.

Project Wisconsin

Estimated duration: 2-3 years

The Wisconsin Line (blue)

Project Wisconsin is the first in a series of projects designed to fortify New England’s new territories, beginning with Wisconsin. Firstly, the Wisconsin Line (WL) will encompass the entirety of the Territory of Wisconsin’s borders, extending from the town of Marinette to the Oronto Bay, and again from the town of Superior to the city of Kenosha on the coast of Lake Michigan. Two fortification lines modeled directly on the current fortification lines inside New England and on its borders (the Pennsylvania Line and Mainland Line, for instance) will be built on Wisconsin’s borders and will be configured to take advantage of the territory’s geographic features for maximum advantage.

On top of that, tens of thousands of fixed and mobile artillery guns, and anti-aircraft gun emplacements will be built alongside Wisconsin’s coastline, to be placed at specific intervals (every five miles or so); they will also be placed alongside Wisconsin’s northern, western, and southern borders. They also will be arrayed around major cities and towns, especially Milwaukee, Madison, Appleton, Jamesville, and La Crosse. On a related note, the guns will be connected to defense systems throughout the country and will be automated. Missile silos will be built in or near strategic cities and/or locations, such as Milwaukee and Madison, and will be protected by air defenses mentioned above. Tens of thousands of Starstreak, THAAD, Patriot, and SM-3 missile launchers will be also placed in position near major cities and military bases.

And speaking of coastlines, tens of thousands of mines will be laid all over the beaches, but will be configured in a way that civilians will not have to worry about accidentally stepping on them (they can be activated remotely and will be virtually impossible to demine). The beaches will be configured in a way that Czech hedgehogs and barbed wire can be mustered up on a moment’s notice. On a related notice, the Integrated Undersea Surveillance System (IUSS) will be expanded to New England’s new waters in Lake Michigan, extending no more than 200 nautical miles off the coast of Wisconsin.

Forts, pillboxes, and bunkers will be established alongside the borders with Temple Lands and the GLS, and will become the integral part of the WL. They will be established at three-to-five mile intervals, and will be built on both ground level and underground. Each fort/bunk/pillbox will house about 700 troops each, and will be designed in a way as to withstand bunker buster and nuclear attacks. They will provide temporary but excellent cover for troops to repel a foreign invasion, especially from the sea, and will serve as the first line of defense in the aforementioned scenario.

As with the other fortification lines, the WL will be outfitted with thousands of SSAG-1 surveillance robots, as to provide greater versatility and security, and trillions of Smart Dews droplets, to provide greater surveillance.

Project Midwest

Estimated duration: 4-5 years

In Project Midwest, the Midwest Line (MwL) will be the Wisconsin Line modeled on a much larger scale and scope. Two fortification lines will be built on the banks of the Mississippi River (in Illinois and Tennessee) as well as alongside Kentucky’s southern border and Indiana‘s northern border with the GLS. In addition to the standard anti-aircraft and artillery guns, tens of thousands of coastal batteries will be placed alongside the Mississippi River, and will be strategically placed to protect and defend coastal cities (such as Cairo, Illinois, Memphis, Tennessee, and Quincy, Illinois). The MwL is to be interconnected to the Mid-Atlantic Line (M-AL) at the border of West Virginia. SSAG-1 surveillance robots and Smart Dews will be incorporated into the MwL for obvious reasons.

Not only will anti-aircraft and artillery guns be placed at specific intervals across the entirety of Illinois, Kentucky, and Indiana, but they will also be arrayed around major cities and towns, as well as strategic installations (military bases and the like). They will also dot the coastline of Illinois, especially Chicago, and Indiana; the guns will be calibrated at a 90 degree level, facing Lake Michigan. As with the WL, the coastline will be outfitted with mines, barbed wire, and Czech hedgehogs as to provide a defense against seaborne invasion.

On a related note, the IUSS will also be expanded to the waters off the coast of Illinois and Indiana, as a part of New England’s new, extended EEZ. As in the WL Project, sea-based mine and torpedo launchers, acoustic allays, underwater bunkers, and underwater work stations will be imbedded onto the seafloor within the new EEZ.

Project Tennessee

Estimated duration: 2-3 years

Lastly, Project Tennessee aims to fortify Tennessee from outside attack, essentially making it a virtual fortress. the Tennessee Line (TL), built similarly to the WL and MwL, is the third and last fortification line planned to be built. It extends from Memphis, Tennessee, located in the south-westernmost part of the Territory, goes alongside its southern border, turns left at the border towns of Eureka, goes around the city of Kingston, and connects with the M-AL at the border town of Harrogate, Tennessee. The usual arrangements (the barbed wire, anti-tank ditches, forts, pillboxes, bunkers, SSG-1 surveillance robots, and trillions of Smart Dews) will be included unto the TL.

As with the two plans mentioned above, tens of thousands of anti-aircraft and artillery guns/batteries will be established all over the Territory of Tennessee, with the task of protecting its cities and towns as part of a wider national air-defense network.

Project Silver

Estimated duration: 5-7 years

All facets of the Territorial Defense Project (the WL, MwL, and TL) is to be proofed against EMP. All military and civilian electronics (equipments, devices, etc) in the new Territories will also be EMP-proofed as a part of the ongoing EMP-proofing efforts in the rest of New England. As per the standard norm, civilian and military vehicles, as well as all government and military buildings, installations, and facilities will be hardened against EMP, to be followed by civilian buildings and facilities. The process, codenamed Project Silver, is estimated to last between 5 and 7 years and is expected to cost billions of dollars, if not more.

The plan, after revisions and deliberations, was finalized by the Joint Chief of Staffs and transmitted by the Department of Defense to the Unified National Command, which in turn relayed the plan to the Army Border Command and Army Strategic Command. The Military Corps of Engineers was also enlisted into the project. Construction will begin immediately.

To answer your question, yes, the wedge of Virginia was included in the protectorate. The reason I excluded it from the border defenses was because I plan to give it to the Old Dominion soon.

The Supreme Court today ruled the People’s Watch established in the former Protectorate as unconstitutional, and ordered the Department of Justice to release and pardon anyone “that had been unfairly deprived of their freedoms because of nothing more than petty jealousy.” When confronted with the fact that the People’s Watch was established in the Protectorate, well outside the Constitution’s jurisdiction at the time, Supreme Justice Byron countered back, saying that the Protectorate is now a part of New England, as Territories, and due to that simple fact, the Constitution now applies to the aforementioned areas and has found the People’s Watch to be “in direct violation of the values of freedom and democracy as outlined in the Constitution.”

The Supreme Court justice won the case, and the People’s Watch was promptly disbanded. Anyone who had been interned by the FBI was released, with a personal apology from FBI Director Erich Mielke and financial compensation.

The stage was set for the 2020 National Census (officially called the First New Englander Census but referred to as simply the 2020 Census). In preparations since at least 2014, and taking into account the recent territorial changes over the course of New England’s history, the 2020 Census will be used to determine the number of seats to be allocated to each state in the House of Representatives and Senate, based on the upcoming mid-term National Assembly elections of 2021 and 2022. It will also record any changes in population all over New England, and will include the new Territories of Illinois, Kentucky, Indiana, Tennessee, and Wisconsin.

The total cost of the 2020 Census is estimated to be approximately $11 billion, as according to the Government Accountability Office (GAO) in 2014, and since then the Census Bureau had been addressing cost and design issues. The Census Bureau has announced that the 2020 Census will utilize a simplified form that will ask basic questions (such as name, gender, age, date of birth, ethnicity, and housing). As according to the Prison Census Accountability Act of 2016, men and women in prisons are counted by the Census by their former addresses, preventing any misleading demographic and population data. However, as under the provisions of the secret Labor Camp Accountability Act of 2017, signed by President Kennedy on the day of his assassination, people incarcerated in labor camps are not counted in the 2020 Census.

Many states are projected to lose seats in both Houses of the National Assembly as according to the 2020 Census. For instance, Massachusetts is expected to lose one seat, bringing the number of its seats to nine, and Ohio is projected to lose at least two seats. As a result, many state governors are viewing the 2020 Census with trepidation. “Everyone else is campaigning extra hard and exerting increasing efforts to remain in political office, and equally, to gain it.” A New York Times reporter stated in a televised report. “And it doesn’t help the fact that this takes place during the Presidential election of 2020, so tension is up in the air.”

After the 2020 Census, the next census will take place in 2030.

With the establishment of the Territories in Illinois, Kentucky, Tennessee, Indiana, and Wisconsin, and the formation of Territorial governments in the aforementioned territories under the Midwest and Southeast Organic Acts, the military was spurned of its policing responsibilities as new local, state, and federal law enforcement agencies were established throughout the territories, particularly the major cities and towns. For instance, the Chicago Police Department (CPD) was established in its namesake city. It is responsible for law enforcement of the city of Chicago and its immediate surrounding areas, and is to be under the jurisdiction of the city’s Mayor. In Nashville, the Nashville Police Department (NPD) was established; in Indianapolis, the namesake Police Department (IPD) was formed; the Milwaukee Police Department (MPD) was established with the task of policing the “Cream City”; and so on.

As with all the other Police Departments, the new law enforcement agencies currently being established all over the Territories will report to the Department of Justice (DOJ).

Governor David Paterson of New York State announced to the state legislature that a state of emergency was going to be declared in the counties alongside the GLS-New York border. Speaking in a press statement to a special session of the New York Legislature in Fort Orange, the Governor stated that “every means will be undertaken to protect and safeguard the peace, safety, and order of and in New York State and the Republic of New England as a whole.”

Indeed, in the northern and western counties of New York State, Army soldiers and National Guard troopers began imposing and enforcing series of emergency measures, including but not limited to nighttime curfews, stringent restrictions on businesses during daytime, strengthened port security and near-draconian security measures instituted in airports in the affected areas. The Army, dealing with the ongoing refugee situation, now began organizing the transportation of tens of thousands of GLS refugees to suitable areas throughout New York State. Governor Paterson stated that he had already contacted the Governor of Pennsylvania, Edward Rendell, to assist in the relocation of some of the refugees to the White Cross Holding Zone (WCHZ), located near the major city of Reading, Pennsylvania.

Governor Rendell, somewhat on the same wavelength as his New York counterpart, declared basically the same regarding Pennsylvania’s northern counties alongside Lake Erie. The major port of Erie, for instance, was placed under martial law as Army troops began garrisoning bases and installations inside and around the city.

The same occurred in the Territories of Indiana, Illinois, and Wisconsin. In the latter (Wisconsin), the areas alongside the border with the GLS was placed under martial law as most civil rights and liberties were curtailed in the name of national security, and the Army began establishing refugee holding areas near the cities of Eau Claire, Madison, and other cities and towns. The same occurred in coastal Illinois and Indiana; Chicago now became the most ‘militarized’ place in North America as soldiers were ‘everywhere’. The Indiana border cities of South Bend and Elkhart became the ‘major crossing centers’ of thousands of GLS refugees as they were transported to several holding areas in central Indiana.

In the rest of the nation, these not affected by the declarations, everything was going on as usual, but there was a feeling of high awareness up in the air. In Philadelphia, New York City, Boston, Washington City, Providence, Nashville, Indianapolis, Charleston, Trenton, Memphis, Dover, as well as many others, the population went about their businesses but in a ‘state of high alert’, as according to a report by a FBI agent in Baltimore, Maryland. Airport and port security all over the nation, excluding the areas under the state of emergency, was placed on heightened alert as anxious security officials implemented body cavity searches, X-ray scans, thorough inspections, etc.

Since the establishment of the Federated States of America, and especially the institution of the National Transition Board (NTB) to oversee and implement the merger between New England and the Federal Republic of America, New Englander politicians and officials had been busy moving from Boston to Washington City, the new capital. This included Secretary of State, Franklin Delano Roosevelt – who was chosen to represent New England in the NTB – Secretary of Defense, Robert M. Gates, all the other members of the President’s Cabinet, and even President Lyndon Johnson himself. Upon arriving at Washington, Johnson and his government moved into the White House (which had been hastily prepared by state and local officials); they also occupied the Capitol building and its wings, where they began conducting official business.

Accompanying President Johnson and his entourage, all current and former Army generals (Douglas MacArthur, Dwight Eisenhower, and Mark Clark), as well as all military personnel of the Armed Forces, packed up and were en route to Washington City, where they promptly occupied the now-former museum of the Pentagon building, located right on the outskirts of the new capital. The Armed Forces weren’t the only one to relocate to Washington City; security officials and personnel moved to the capital, including Erich Mielke, director of the FBI. Officials of the CIA did the same.

As soon as he had settled in the Oval Office of the White House, President Johnson signed into law the National Internal Boundary Act. Hurriedly reviewed and approved by harried National Assembly members (of which many were absent, due to their relocation from Boston), the Act ordered the now-former border between Tennessee and the FRA to be kept open for an “indeterminable time” for all citizens of the FSA, all border controls to be phased out, and the border fortifications to be pruned of much of its officials and guards. Thousands of Border Patrol troopers implemented the new law, closing many border checkpoints and removing any redundant military bases/installations. However, progress on the Tennessee Line Project as well as Project Silver continued on as usual, this time under the FSA banner. The Federal Institution Names Act, subsequently passed after the National Internal Boundary Act, renamed all New Englander federal government institutions and organizations as belonging to the FSA; for instance, the New Englander Border Patrol became the Federated States Border Patrol (FSBP).

This was to be but one of the many changes affecting the new FSA.

The Department of Defense, through secure channels, ordered the Unified National Command to suspend construction on the Tennessee Line for the time being due to security concerns posed by the stationing of Northern Republic troops at the border between Tennessee and North Carolina. Workers and supervisors were moved out of their posts to safety in the interior of Tennessee (in the region of Nashville) while Border Patrol troopers and Army soldiers took their places.

In addition, as per the same orders, Project Silver was also suspended for the time being.

The fortification of Nashville is well underway. Located in central-western Tennessee, the capital and largest city of the Territory of Tennessee is all but quiet. Construction noises and flurries of activities, as well as shouts of orders and yells, flutter around the city and its metropolitan, outskirts, and suburban areas. In the outskirts, construction crews and workers are hard at work placing heavy anti-aircraft batteries in strategic areas; the same are happening in the metropolitan and suburbs areas. All roads leading to and from Nashville, both major and minor, including but not limited to highways and expressways, are currently being mined; mines will be placed at specific intervals (every three miles or so) beneath the roads, is configured to be detonated manually or automatically, and will pack enough power to destroy or severely damage a IFV, Humvee, as well as any vehicles (both civilian and military). Much more are planned—and being built.

The fortification of Nashville is but a part of the ongoing national defense projects taking place in the Federated States of America, specifically New England. Codenamed [b]OPERATION LINKUP[/b], it is a subsidiary of the larger Project Tennessee and is managed by the [b]Tennessee National Board of Public Works (TNBPW)[/b], an organization established by the federal government to oversee and manage the fortification of Nashville and other Tennessee cities. As according to the TNBPW, up to $5 billion are being channeled toward the fortification of the Tennessee capital. In addition, thousands of artillery and anti-aircraft guns (75 mm, 90mm, and 120mm) will be allayed around the city and its surrounding area, and will provide for a comprehensive defense system through layered defense. On top of that, THAAD, Starstreak, and Patriot missile launchers will be built in and around Nashville, in the same composition as in the larger Project Tennessee. Hundreds of RADAR stations and installations will be built in the vicinity of Nashville to protect as well monitor the air above the city; they will utilize two distinctive frequencies (normal and low) to provide larger air coverage.

Similar projects are taking place across Tennessee as its major cities and towns are being fortified on the same level as Nashville; tens of thousands of anti-aircraft and artillery guns, as well as other defense mechanisms, are being constructed in Knoxville, Memphis, Chattanooga, Jackson, Johnson City, and Kingsport along with many others. The projects in Chattanooga, Memphis, Kingsport, and Johnson City will be interconnected with the Tennessee Project. Most significantly, all roads leading into and from Tennessee to Mississippi, Alabama, and Georgia will be fortified against air attack and protected against invasion; all crucial infrastructures such as bridges, dams, reservoirs, etc. in the border region are to be hardened against outside attack, and the same goes for Tennessee’s major cities and towns.

The purpose of OPERATION LINKUP is to protect and defend the vital links between the regions of New England and the Federal Republic of America within the Federated States of America, and to maintain continuous communications between the two regions. Nashville, and Tennessee, is a vital communication hub, and it must be protected as such. Progress is expected to take at least one to two years.

After months and years of preparations and progress, the Census Bureau has finally announced the results of the 2020 National Census. In a report dated March 2, 2021, director Robert Groves stated that the population of the Republic of New England, now the New Englander region of the Federated States of America, had seen explosive population growth, increasing from about 23,111,427 shortly after New England’s establishment in 2011 to approximately 114,193,011 in 2020, nearly a five hundred percent increase. The populations of the Territories are counted in the Census.

The announcement of the 2020 Census confirmed the fears of many state governors; because of its population decline since at least 2019, the State of Ohio lost two seats in the House of Representatives. New York lost one seat (29 to 28), and so did Pennsylvania (19 to 18), New Jersey (13 to 12), and Massachusetts (10 to 9). The governors of the Territories, from West Virginia to Tennessee to Wisconsin, were “generally unconcerned” about the results of the Census and its geopolitical factors in correlation to government and population.

The 2020 Census will reflect any potential changes in population and number of seats in the House of Representatives based on the upcoming 2021 and 2022 National Assembly (now Congressional) mid-term elections in New England, which will be officially recorded in the 2030 Census. Due to the dynamic growth experienced in a decade, many experts remain undecided in estimating the projected population for 2030, though some estimates vary from 130 million to well over 200 million. However, it should be noted that the population growth may have something to do with adding in the population in the new territories that New England had expanded into in the last decade than actual growth itself. But still, the rate of population growth as a whole shouldn’t be ignored.

At President Johnson’s personal insistence, New Englander lawmakers in Congress drafted and passed the [b]Census Bureau Regions Act[/b], which established five new Census Regions in the New Englander region of the Federated States of America. The regions are as follows:

David Ferriero was appointed the Archivist of the Federated States to head the NARA. The NARA’s jurisdiction currently covers New England only, though it can be expanded to cover the entirety of the FSA with the approval of Stephen Engelmann, head of the Federal Republic of America region of the FSA. Lastly, the NARA will be headquartered in Washington, F.D.
