After weeks and months of reorganizing, the Uniformed Secret Service Police (USSP) and Uniformed National Security Militia (UNSM) are now in full service. The USSP has 30,000 full-time personnel, and the UNSM commands 70,000 troopers under the command of the DSS. Branches of the USSP and UNSM (referred as DSS from now on), such as bases, installations, and industries, have been established all over New England, in all states. The DSS troopers will have jurisdiction separate from that of the National Guard (both federal and state) and police at all levels—though the troopers and personnel certainly can be subject to judicial review and are accountable to various federal government departments.

In a report by the Department of Ethnic Affairs, a subordinate agency of the Department of Human and Health Services of the federal government, Dutch is becoming the prominent language and ethnic group in the Republic of New England, fueled not least by immigration. According to the report, nearly half of New York State’s population (47 percent) is now Dutch. New York City and Fort Orange, as well as other New Yorker cities, has become ‘strongholds’ of the Dutch language and culture. Dutch culture is now dominant in New York City such to the extent that its populace is referring to the Big Apple as ‘New Amsterdam’, the city’s original name.

On a similar note, the Dutch population of Massachusetts increased from 31 percent to 38 percent; in Connecticut, the figure was now 34 percent, up from 27 percent. In Pennsylvania, Pennsylvanian Dutch rose to comprise of approximately 32 percent of the population. In diverse New Jersey, Dutch managed to narrowly surpass New Englander American to become the largest ethnic group in the state (24 percent to 23 percent). New Hampshire and Vermont saw their Dutch population increase to 28 percent and 27 percent, respectively. The Dutch population of New Brunswick rose to 25 percent, as well 23 percent in Prince Edward Island and 22 percent in Newfoundland. Even in Francophile Maine, where French remain the prominent language and culture in the state, its Dutch population increased from a paltry seven percent to 15 percent.

Regarding the territories, the federal government found that the Dutch population of Ohio has become the second largest ethnic group (17 percent), behind German (29 percent) and followed by New Englander American (15 percent), Irish/Tahoan (11 percent), and English (10 percent). In West Virginia, Dutch comprises approximately 14 percent of the population, behind English (16 percent) and American (18 percent). As many as 12 percent of Maryland’s population are Dutch, and up to 28 percent of New Columbia’s population are likewise. Lastly, Delaware has a considerable Dutch population; approximately 17 percent of the territory’s population is Dutch.

The report concludes that Dutch is, indeed, the quickest growing language in New England and its culture are quickly manifesting throughout the country, even in the territories. This phenomenon, however, is not limited to population—many of New England’s local, state, and even federal government offices are occupied by Dutch politicians and lawmakers. Even the majority of members of the National Assembly and at least half of the Supreme Court are Dutch or descended from Dutch. There is a small, but growing, faction in the National Assembly led by Gerard van Hans that calls for the establishment of a new political entity to reflect the Dutch culture, as proposed before but turned down: the Republic of New Netherland (Republiek van Nieuw-Nederland).

We are rather surprised that New England is slowly becoming Dutch, for the Dutch were originally kicked out in the 1640's during the Anglo-Dutch Wars. The Anglo culture dominated as Britain took control of New England. We wonder what's to happen to New England's eastern and southern regions once this Dutch transition is complete. We also wonder how the Transvaler Republic will think of this, as they themselves are Dutch.

But this 'Dutch transition' is no need for concern, for the trend (yes, we call it a trend) is progressing rather slowly. In fact, Dutch comprises of only 31 percent of New England's total population, so it might be a long time before it becomes 'full Dutch', which will likely not happen. But thank you for your concern."

Shortly after the admittance of the territories of Ohio, New Columbia, Maryland, and Delaware into the Union as states of New England, the National Assembly enacted the apportionment of seats to reflect the addition of the new states as their new representatives take their seats in Boston. Each new state will be apportioned a specific number of seats in accordance to its share of the national population. In short, one House member will represent about 650,000 people according to the current size of the House of Representatives (435) and each state will receive one permanent seat. According to this, each new state would have the number of seats as below:

Ohio: 18

Maryland: 8

Delaware: 1

New Columbia: 1

With a population of 11,485,910, Ohio will receive eighteen seats; Maryland will receive eight votes according to her population (5,633,597). Delaware and New Columbia, with their respective population of 873,092 and 591,833, will receive one seat each.

In addition, it was determined that each new state will be divided into assembly districts (referred to as ‘congressional districts’ by some members), of which will be represented by a representative of the House of Representatives each. The number of assembly districts will be equal to the number of House representative(s) a new state will receive. For instance, Ohio will be divided into eighteen districts and Maryland into eight. Each Delaware and New Columbia will be composed of one district each.

Lastly, Ohio, New Columbia, Maryland, and Delaware will receive two votes each in the Senate, as do the other states. On a similar note, the National Assembly passed the National Census Reapportion Act, which mandated the reapportion of seats for all states in New England in accordance to the upcoming national census of 2020.

Regarding the situation around the ‘colonization’ of the Revillagigedo Islands by the Federal Republic of Groenlandia, the Department of Defense placed the nation on DEFCON 3 and authorized several safety measures to be undertaken. Firstly, ports and airports were placed in a state of high alert as officials began tightening security procedures. All military leaves were cancelled as tens of thousands of Army reservists were called up into military service through the National Service System; the Army was set to expand to over 400,000 in a moment’s notice, if needed.

All over the nation, military bases and installations were placed on high alert and readied for services. F-50s, F-40s, and F/A-47 fighters and interceptors, as well as U-8 bombers, were being readied and fueled in their respective ABs (Airbases). Missile silos began to warm up, and military satellites circling the globe began to move into position. In naval bases in Atlantic City, Groton, Portsmouth, Brunswick, and St John’s, Navy ships were being readied and refueled; the same happened at the New Englander bases of Bermuda and Guantanamo Bay. In the aforementioned bases, destroyers, frigates, and aircraft carriers were being readied.

Lastly, the country’s fortifications were activated and put into service. The nation’s beaches and coasts, particularly Newfoundland and Prince Edward Island, were set to be quickly fortified at a moment’s notice. Tens of thousands of Army troopers began manning bases and forts along the nation’s coast, as well as its border fortifications. Under the sea, the IUSS was activated as tens of thousands of arrays and launchers became fully-online and functional. New England had a full view of the vast majority of the Atlantic Ocean, and the launchers were set to launch torpedoes and mines.

New England was preparing for war, and if it broke out, the nation would be prepared. The nation continued to monitor the situation closely.

On land, the air defense systems were deactivated as THAAD, Starstreak, and Patriot missile launchers were recalled. Under the sea, IUSS allays and launchers reverted to normal status, through they continued to monitor the Atlantic Ocean. Lastly, military satellites that were moved into position above the globe reverted back to their initial positions.

Progress on Bermuda’s coastal defenses is now complete. The island is now fully fortified against an attack from the air and sea. Thousands, if not hundreds of thousands, of anti-aircraft and artillery guns are now ringed around the island, most particularly the capital of Hamilton.

The Department of Defense released a 350-page report to the National Assembly detailing of the progress of the ongoing EMP-proofing project throughout the country. According to the report, all local and state government and military buildings and installations—forts, meeting halls, military bases, etc—in the states are now largely hardened against EMP; federal government buildings and installations are completely EMP-proofed. Progress on the nation’s power and electronic grids are taking some time, through it is reported to be nearing completion. The costs of the current project have been estimated to be around $30 billion so far, and are increasing as we speak.

New England is now a virtual fortress against not only foreign attacks but also EMP. In the event of an EMP attack, government on all levels will be able to function and civilians will be able to conduct their normal lives for the most part, and strategic buildings, such as banks and vital industries, will continue to function. The federal, state, and local governments are now sponsoring the initiative to further fortify the country by protecting private citizens’ homes and property against EMP. This has seen some success as citizens have taken the initiative to protect their homes by signing into government-funded national EMP insurance programs, where homeowners will work together with government contractors to EMP-proof their houses/properties. It is reported that approximately 15 percent of all private homes and properties in New England has been successfully EMP-proofed this way. It will take time for this programme to expand to the entire country, but it will be done and it will succeed.

Overall progress for the entire project is estimated to be around 91 percent completed.

Raytheon Company, a major defense contractor in New England and the largest company specializing in missile defense in the country, announced today that it had successfully developed a ship-based anti-ballistic missile. Named the RIM-161 Standard Missile 3 (SM-3), the missile will have an operational range of approximately 500 km (270 nautical miles) and a flight ceiling of about 250 km (150 miles). The SM-3 is designed to intercept a ballistic missile from outside the planet’s atmosphere, and can be configured for anti-satellite warfare (meaning it can shoot down satellites in low earth orbit). The cost of a SM-3 missile is estimated to be about $9.5 million each, and the missile is set to be configured into destroyers of the Navy. The specifications of the missile are below:

After weeks of working together with engineers of the Holy Roman Empire, the Atlantic City National Shipbuilding Company (ACNSC) successfully built a battleship based off on the Hindenburg-class battleship of the Holy Roman Navy, albeit being modified to fit New England’s technological standards. While the new battleship was being prepared for commission in the shipyards of Atlantic City, the Department of the Navy received the specifications and blueprints/other important documents through classified channels, and as did the Department of Defense as a whole and other appropriate federal government departments. The Department of the Navy will determine, through the Naval Compatibility Committee (NCC), whether to produce more battleships for the Navy or not. The specifications of the new ship is as below:

Meanwhile, the new battleship was christened the NES Charlemagne of the Charlemagne-class. ACNSC manager Alan Roy himself christened the new ship by tossing a bottle of champagne toward the ship’s hull. The NES Charlemagne will be launched at sea shortly, where she will begin her sea trials. A team of government inspectors will be onboard the new battleship to determine whether she meets all of the general criteria. If the ship fulfills these criteria, she will become the newest member of the New Englander Navy, as well as its first battleship. The sea trials will begin next week.

It was now time. The time had now come that the Department of Defense could now test the RIM-161 Standard Missile 3 (SM-3) that had been developed by Raytheon Company weeks ago. The missile had been successfully configured into the destroyer NES Arsenal of Democracy of the Roosevelt-class. The ship, ported at Groton, Connecticut, had streamed to a location within New England’s territorial waters, several miles east of Boston.

The Department of State had now announced to the world that the purpose of such endeavor is to test the SM-3 missile to evaluate whether it will fit standards necessary for incorporation into service in the armed forces. For this experiment, a SM-3 missile will be fired at a defunct New Englander military satellite in low-Earth orbit above New England’s waters as to determine the potency of the missile in wartime. We assure that the risks of debris from the satellite hitting any countries on the planet will be slim to none, and the fallout will not harm anyone or anything. If anything, we predict the debris will harmlessly fall into the Atlantic Ocean.

With that assurance, the experiment can now begin. The captain and crew of the NES Arsenal of Democracy waited for final confirmation from the Department of Defense as they readied to launch the missile. When the order, “You may fire when you’re ready, sir”, were heard over the radio, Captain Roger Smithson pressed another button and spoke into the radio. “Launch the missile!

A tremendous roar could be heard as the missile roared to life, emitting huge balls of flames as it began to lift off from the destroyer. The crew and captain watched the missile fly farther and farther into the sky. The missile eventually faded from plain view, and the Navy’s superiors hoped the experiment would be a success.

The missile’s progress and projection was constantly monitored by Navy intelligence agents through active military satellites circling the globe. On a huge screen in the Army Briefing Room, Secretary of Defense Robert M. Gates watched the missile near and near its target. There was considerable tension in the room as everyone held their breath in anticipation.

Finally, the missile impacted with its intended target, unleashing a large explosion. This was seen by New Englander officials in the Army Briefing Room through active satellite feeds. Everyone else in the Army Briefing Room heaved a huge relieved sigh as the mood in the room lightened considerably.

The experiment was successful. New England now had the capacity to shoot down satellites in wartime. The cost, however, was estimated to be around $100 million, but it had paid off in the long run. However, despite its success, the experiment revealed that despite the proficiency of the missile, it took place in a much lower altitude than would be the case (about 133 nautical miles, or 247 kilometers) and would not have the adequate flight and range needed for anti-sat missions in low-Earth orbit. Based on this findings, the SM-3 missile will be upgraded with stronger boosters.

The Department of Military Research and Development, a sub-component of the Department of Defense, had announced what could potentially become a breakthrough in monitoring technology: sensors. The Massachusetts Institute of Technology (MIT), working together with the federal government and funded by millions in federal money, had successfully developed a working prototype of what it calls the “Smart Dews”.

Smart Dew: smaller than a coin!

Just what are Smart Dews, anyways? Why, they are tiny sensors that incorporate electronics, technology, and programming to create what could be an effective security monitoring network. Equipped with a controller and RF transmitter, Smart Dews can be networked wirelessly to detect, for one instance, the difference between person, animal, and vehicle. With a ‘detection parameter’ of 50 meters (meaning it will be able to detect any intrusion from within 50 meters), Smart Dews will utilize certain technologies, such as miniature cameras and magnetic sensors, for such purpose. As according to MIT specialist Alan Rutherford, the Smart Dew ‘droplets’ will be programmed to “detect elements such as temperature changes, carbon monoxide emissions, vibrations, or light.”

But how will they work? Simple, each ‘droplet’ will send a radio signal to respective base stations, which then collects, stores, and analyzes the data. It will provide a safe, low-power solution, meaning the Smart Dews will be technological cost effective, Rutherford says. And speaking of cost, each ‘droplet’ will have an astonishingly low price tag: a measly 25 cents. Yes, you heard it right, a measly, so-pathetically low-that-it-isn’t-funny 25 cents. This, in addition to its appeal—Smart Dews and their wireless networks are so small that you’d need bionic vision to see them—has attracted government interest and investment. Rutherford is confident that the Smart Dew will be the “cheapest and smartest”.

As its very size makes them darn nearly-impossible to see, Smart Dews could see plenty of potential in their usage for national defense, as well as security. For instance, instead of making the massive border fortifications obsolete, Smart Dews could be used to further enhance their viability by vastly expanding their scope. The ‘droplets’ will be “sprinkled” over a large stretch of land along the entirety of the border. This way, the government and military will be able to monitor the border more effectively through Smart Dews. In addition to border fortifications, Smart Dews will be placed in banks, stores, warehouses, military bases, government buildings and institutions, and other strategic areas. This, coupled with many means of surveillance already installed in New England, could make the country extremely difficult to infiltrate.

It is estimated that as soon as the Smart Dew are made available, the federal government will be its top customer; it will buy “millions and billions, and even trillions of them”, according to a federal official on condition of anonymity because he wasn't authorized to speak about the matter.

The sea trial of New England's first, recently-completed battleship, the NES Charlemagne, began today as the battleship sailed from Altantic City. Approximately two hundred people are aboard, including federal government inspectors, engineers, technicians, ship crews, and the new captain, Jonathan Kars (no relation to his Turkish counterpart who currently lives with his wife, Arlene Summers-Kars, in Promised Land Australia). The NES Charlemagne will undergoe a series of sea trials, of where she will be tested for speed, position, manueverability, endurance, and stopping ability. It will last for several days, and the Department of the Navy will make the final choice whether to commission the battleship into service based on the reports of the federal government inspectors as well as the NCC.

The battleship will depart Atlantic City and go in the direction of St John's, Newfoundland. Afterwards, it will steam to Bermuda and circle the island twice. Upon completing that, the Charlemagne will sail to Guantanamo Bay and dock there for a few hours. Lastly, it will go back to Atlantic City. The governments of Pravus Ingruo, Tahoe, and the Holy Imperium has been notified about this prior.

The sea trials of the NES Charlemagne went as perfectly as planned. The ship sailed to St. John's without any problems, and the federal investigators scribbled this fact on their pads. Upon reaching St. John's, the Charlemagne diverted course for Bermuda, some 1,070 nautical miles (1,232 miles) away. Hours later, the battleship reached its destination, and successfully circled Bermuda twice. Afterwards, the Charlemagne steamed toward Guantanamo Bay, where it docked at one of the larger shipyards for a couple of hours while its occupants relaxed on the base. During this period, the Charlemagne was refueled, and the investigators gave a "passing grade" on this part. Several hours later, the Charlemagne was on the high seas once again, sailing full-ahead toward Atlantic City. As the ship steamed into port in Atlantic City, everyone aboard knew the ship had passed the trials. The Charlemagne was going to be the Navy's first battleship in service.

And indeed, it was. Reviewing the results by the inspectors and following the recommendations of the NCC, the Department of the Navy decided to officially commission the Charlemagne into the Navy. There was celebration as the ship was officially commissioned into service. Hundreds attended the ceremony in Atlantic City as former First Lady Jacqueline Kennedy, with her children and Robert Kennedy present, gave the ship's crew its first order as an official unit of the Navy: "Man the ship, bring her to life, and make her proud."

The Department of the Navy announced today that a frigate has been ordered for the Navy and is in the works as we speak. When completed, the new frigate will be the eighth newest ship of the New Netherland-class. The name of the ship haven't been released yet.

When completed, New England will have a total of nine battleships, as well sixty-six ships total in the Navy as a whole. Defense spending is expected to be doubled, from $73 billion to $146 billion, and will be included in the federal government budget for fiscal year (FY) 2020.
