1.
As for helping the Andorrans in their cause, it will be up to them to decided whether or not they accept it. As for our part in this, you can expect a large expeditionary force to be arriving unless circumstances either prevent it or make it so it is unnecessary. The naval blockade will likely not be broken. The ships protecting it are strong, and even if it were broken, the Mediterranean is unsafe and patrolled. Thus, it will be ignored. Aerial attacks and supply runs will be undertaken on the western coast of France. Thus, we may evade both the Mediterranean Sea and the naval blockade. It is a dangerous prospect, but our only option. On a personal note, I will be leading the attacks should they be orchestrated. I'll be very pleased to meet my companions from Andorra and your organization on the field of battle. -Mikhail Zherdev High Chancellor of Defense
The Ancien Ligue has decided to support the intervention by sending Cyrantia a regiment of 5000 volunteers. Altough not as well equipped as most armies, these Francs-Tireurs may have some value in harrassing the enemy and sniping, with their somewhat outdated Berthiers. Additionally, we send 100.000 Vicidalian Ducats d'Or (about 3.11 tons of gold) to help finance this. The troops are under your command, if you think it is necessary, you can rearm them, but as you may know, our organisation is not an independent nation and our arsenal is limited. 2.
Don't you mean the continent of various South American Republics?
And one Monarchy.
 3. "Well, if there are no further questions, I will take my leave. I'll also leave very early tomorrow, so our ways will part here for now. Maybe we see each other again in the future." Swiftly she turned around and went to her room. The next day, Louise woke up early. Getting dressed by her assistats, this time casual clothing, like when she arrived, the Princess read a note that arrived from Vicidalia. As soon as she was done, they went out and with a taxi, they drove on to Blois. When the car arrived at Blois, they rented in the first decent looking inn a room. Altough Vicidalia had to endure times of trouble, the Grand Princess had to search for something in Blois. She did send instructions to Vicidalia, but Blois had priority.
 4. To: The Government of Andorra, Sergei Aleksandrov, Grand Chancellor of the State of Cyrantia From: The Ancien Ligue Gentlemen of Cyrantia, We call ourselves the Ancien Ligue, a League to defend the old values and the old order. We see the French Commune as the thing she is: An oppressive dictatorship, imposed on the righteous people of France and Andorra. La France is our homeland, we love it, but if the mother turns abusive, it is better to get independent and away from the monstrosity. As it is rather hard for us to make an estimate of the situation in the lands that joined this uprising, we offer our help in capital and even volunteers, should Andorra know a way to bring them to battle. We also address Cyrantia here, as it seems that Cyrantia may help out in this conflict, so you may know a way to overcome the Blockade. With regards, The Aristocrat Collective, the AL Classified: While the government tried to get the Pro-French faction back in order, the Aristocratic Collective of the Ancien Ligue handed out the first rifles and supplies to its volunteers in order to quill the communist influence. In Vicidalia, as well as in Andorra.
 5.
Khalistan plans to take that land to be able to move people that are not sikhs or in other ways native tongo tribes there so Khalistan will one day be a sikh only nation signed Head Giani Gurbacan Singh

PUBLIC This is a most troubling turn of events. May we ask why the Khalistani government seeks Aeon territory for its Lebensraum? The antarctic is a very cold place, too cold for a native of Togo/Khalistan to call his or her home, no doubt. Our territory is so cold, no actual Aeon citizen lives there, save for a poor lot of 14,400 Aeon militants and the vehicles that make up their mechanized infantry division. This number is necessary, you see, because Antarctica is very cold, as you may know. These men huddle together in their armored vehicles with engines running nearly all the time, in a desperate bid to stay warm, occasionally firing munitions across the frigid landscape, or performing labor intensive fire drills to keep their internal temperatures high enough. If you wish to land your forces on our humble islands, our militants will bid you welcome. But you must be warned, you will be forced to participate in the mens' communal effort to stay warm. We hope this would not be too much trouble for you. Signed, Jaran Marxon, Avatar-of-War and Sword of House Sidamo, for the Principality of Aeon
As far as Vicidalia can guess, we don't think Khalistan cares about the inhospitality. This is a forced removal of people from their country in an attempt to achieve 'religious purity'. We cannot support this, nd with the choice of exile it is clear to us that this is more like genocide, something Vicidalia condemns to the deepest. The Vicidalian Central Information Service (Vicis)
 6.
Proclamation of the Vice-Prince As it seems that certain elements in our society cannot abide to the law of her Highness, the Grand Princess of Vicidalia, we, the Vice-Prince of Vicidalia, regent in her Higness' absence hereby announce that we have decided that the following measures will be in action in the future to ensure the security of the nation, until the return of our beloved Monarch.

The Etats generaux are dissolved and they must not convene until her Highness orders otherwise.
The national press will not be issued, until her Highness allows for it again. All news will be given by government announcements.
It is forbidden to assembly in her Highness' absence. Complaints will be accepted in form of cahiers, but protesters will be arrested and considered revolutionaries. This counts for all gatherings of more than 100 people in one place.
The mass shall be exempted from this, as it is not the right of the state to interfere with our citizens piety.
Henri, Comte de Marguarite The Vice-Prince
Meanwhile in a basement in Charlottenbourg... A good handful of the aristocracy of Vicidalia had assembled. In the sinister hall, it was impossible to see anyone's face, making the meeting rather anonymous. But they were all sitting there and discussed, for a common goal united them. "Brothers, I tell you, I am proud of my french heritage, just like every honest Vicidalian. But, I will not stand this red scum any longer. We have to help our noble and free kinsmen across the Ocean. As soon as possible" Applause. "I heard there was an uprising in Andorra. They are unhappy with the communist occupators. Maybe that one is a good target of our help." The first speaker smashed his hand against the table. "That's it. This is our chance. If we don't act now, France's regime will take roots. And then, then we stand no chance anymore." Then someone added... "And if France is communist, the Pro-French will surely use this as an excuse to spread the system. Our old rights and duties will vanish into thin air. Centuries of order and stability with them." A round of approval was to be heard. "Who is with me on this? Let's help our brethren!" The hands went up and it looked like an unanimous vote in favour, when one senior member of the aristocracy stood up, coughed and began... "Brother, I don't want to be a traitor to our cause, but I also want not to be a traitor to our Princess. You heard the rumours too, right? The communists won't make many prisoners. If we rise now, all we do is endanger our dear Princess' life. They will at least imprison her. In case of success, they may even behead her, like in the days of old. You know how these vermin are." A murmuring was to be heard. "I say, do not intervene with Andorra now. Let us wait for her Highness' return. Better, we take our time till then and root out the Pro-French sentiments, the people selling us off to them." Applause again. And thus, Vicidalia entered its phase of civil unrest.
 7. Unknown to the public: Inside de Palais de les États generaux de Vicidalia: Henri furiously rang the bell. It was a futile attempt to restore order, as the discussion had escalated. Slowly the noise of the crowd calmed down. In the absence of Louise, he, the Vice-Prince was responsible to govern the land, and as such he also had to moderate the gatherings of the États generaux. Altough they gathered rarely, in times when there were important decisions, or if, like in this case, at least 3 of the four classes asked for one, they had to convene (though nothing said the Grand Princess had to even consider their opinion). This time, all classes apart from the military had demanded this session. The matter at hand was the French-Vicidalian relations, altough here the first people already claimed it was to be called French-French relations, causing a major commotion. The Introduction was read by the Minister of Security, Lieselotte de Nouvelle-Beziers (sister of the Minister of Defense). The rumouring in the backrows was almost unbearable and as soon as discussion opened, it had gotten out of hand. People already were at each others throats and the Pro-France Faction rang with the Pro-Monarchy Faction over who had the better course for the country, who was right and who was wrong. As the first people went unconscious, it was obvious to the Vice-Prince and the Minister of Security: This wouldn't end well. On the command of the Comtesse de Nouvelle-Beziers, the Principal Guard marched in with wooden poles and dissolved the chaotic quarrel by force. A report was send to the Grand Princess and until further orders of Louise arrived, there was no represantation of anyone anymore, apart from her Highness.
 8.
Satellites can't loiter in place. A blimp with IR cameras and such can be put up at night and can position itself accordingly at an altitude where it is safe from grenade launchers.. more or less invisible to heat seekers.. and pretty much extremely difficult to hit with a radar guided missile. 2 men with the appropriate cameras and equipment could keep watch on a huge swath of border at the right altitude. Besides.. shooting it down only gives away your location.. not something an infiltrator would be interested in doing.
Well, a geosynchronous satellite would serve most purposes just as well and is even more out of range. And besides grenade launchers, SAM's and FlaK, one could also just et it down with fighter aircraft. If I were to observe something, I use conventional means. At least something that doesn't give me one more vulnerable point, that takes ressources to cover.
 9. Meanwhile, the tour had went on. Nothing important had happened, Boumphi had won 32 times, Josephine 31 times, though Josephine just moved her Queen, protected by a keep next to the king. Then she knocked on the table two times, a new code, developed by the two of them, with the meaning 'checkmate'. Chess had become boring, that was a feeling they shared, but noone knew anything better to do in the car. All the important buildings were already passed and neither of them had much interest in the endless number of rice paddies in the rural area they crossed. Then, one of the greatest tragedies of the young state unfolded. Looking for a new game, the young Comtesse had found somhing way more interesting. The mini-bar. Despite warnings from Boumphi, Josephine opened a bottle of liquor and poured in a glass to 'taste' it. A few glasses later the content had wandered from the bottle into Josephine, who was even more lively as normal and tried to convince Boumphi that it was way more fun to drink the funny juice than to sit still, waiting to arrive somewhere. Josephine had forgotten her destination. Edit: Typo.
 10.
I don't think Lynneth is being serious when he said he would use blimps in a front-line combat role. I can see them being used in supporting roles for border surveillance and such. They are silent.. can hover in one position for hours on end.. so the applications are there... just not the best idea to be putting them over a modern battlefield.
For what purpose? Recon is better done by satellites and as said, combat is not an option for a giant balloon, where one flak grenade's enough to shoot it down.
 11. "ahhhh" The girl was, as obvious as ever, happy to get away from boredom. Afterall, the old Scandinavian was also drinking, but by far not as talkative as the pot plant in the north-eastern corner of the room. Smiling, she jumped out of her seat said her good byes and left for the car, to not be seen again in the next few hours. And only God knows if Suvah had even only a hazy idea of the horrors that followed. When Josephine entered the car, she noticed that there was a grave problem. Boumphi, though fluent in English and the local dialects, of whatever language it was, Josephine wouldn't even know, was daughter of the minister of the interior. It may not have occurred to them that she would ever meet the 11 year old Josephine de Marguarite, a girl that knew the language of diplomacy and was able to form it to fit any of her needs, but apart from French, she spoke only one thing: French. Sitting silent, they first communicated not at all, after two crossings, with vague gestures. As both were bored, Josephine pointed at the glass chessboard and so they started playing chess, a game both knew.
 12. Drinking her glass of vine, it may not have been enough to make anyone drunk but the smallest toddler, however the lack of reaction shown by Josephines organism was stating clearly enough tat this may not have been her first glass of vine. Maybe the notice to not drink the content of the bottle may have stuck there for completely different reasons. "Huaaah, such a great vine really lifts the spirits, doesn't it?", the underage 'diplomat' shouted. Getting more quiet again, Josephine then sat down and waited for the talk to end and the guided tour to begin.
 13. "The Grand Principality of Vicidalia welcomes the Imperium and hopes for good relations between our countries." Louise Françoise I de Vicidalia Grand Princess of Vicidalia
 14. Josephine looked to her left and right, then relied. "If the others don't tell my father, it's ok. It is an excellent vine from the Vicidalian Highlands. A rosé from around the Vicidalia-Guyana border. Harvested in 1987, the year was one terrific year for the Vicidalian rosé in the Southern Half of the country." It was a bit questionable, why a girl her age knew about vine, but at least, she wasn't that sad at the possibility that slavistics may not be available.
 15. "Oh, sounds nice." Josephine answered, openly showing her feelings of interest and surprise. One day, she too had to study at an university, Josephine thought. "Do they also teach in francais? And can I study slavistics?" Slightly hibbeling on her chair, it was again obvious, the topic catched her interest. "I'd love to study slavistic. And from what I saw in the plane, it is a beautiful country. At least the city is pretty big." Then she formed with her mouth an 'Oh' and after some search, she took a bottle of Vicidalian Vine out of her bag. "I also shall give this to you, as a sign of Vicidalias wishes for better relations." Then she removed a small notice with 'Do not drink. -Daddy' from the bottle and handed it over to Suvah.
 16. As it was unclear to the Vicidalian state, wether it was a one-time offer or permanent, they picked the Cambodian offer up. Maybe something could be done there. And it may prove interesting to see a foreign nation. As all higher ups were already involved in some other matters of the state, the Vicomte de Vicidalia, Comte de Marguarite sent his underage daughter to meet Suvah. Josephine de Marguarite, about 11 years old, was escorted from her school to the plane and she had the joy of her first intercontinental flight.
 17. "The Grand Principality, despite having litle interest in this area, we'd like to know what Khalistan was doing there. Maybe it helps in finding a reason for the attack. After all, we'd need to know if somewhere a route gets infested by pirates." The Vicidalian Principal Ministry for Economy and Trade
 18. "Though quite some distance lies between our countries, Vicidalia welcomes this addition to the global community." Louise Françoise I de Vicidalia Grand Princess of Vicidalia
 19.
You wanna know what would be funny? If all these nations merged to reform the HAE and annexed the protectorate lands.
All those Republics forming an Empire? Well, there is one Monarch in South America, but I doubt that monarch to be able to rule over the socialists, nor the socialists ruling over the monarch. In the end, the countries may agree on cooperation, but as Lynneth said, it'd be innefficient and for many most likely also a pain. At least for me.
 20. Louise gulped. "Well, the world is decreasingly francophone and may also became decreasingly francophile. You certainly have a point there, Mme. Valentin." Louise drew back her hand. It was a bit uneasy to have someone this close. Visibly flustered by the a bit too intimate act, she continued. "About trade, I think we can open up our ports again to French ships, even though we will not open it to the French Revolution. You must understand, I am not going to allow my country to experience the revolutionary chaos that has been here in the last week, even though it is mostly gone by now." Louise sighed. "I will soon enact a series of reforms. I know, Vicidalia is behind the times, but it is clear that only a reform from above, through its legitimate government can preserve the country from experiencing unrest or even bloody civil war. Don't get me wrong. I will never support revolution, but it is my duty as the monarch to ensure my people's well-being." Here Louise waved in the direction of the entrance to the dining room, where the assistant had returned, who now stepped in and handed the Grand Princess a folder with documents. "Thanks Lisette" Louise took a quick peek to ensure that everything was alright, then she handed it to Mme. Valentin. "These are the papers for the cargo of a small flotilla anchoring before Brest. I gift the cargo to France and its people in the hope relations improve. However, I can't accompany you to put down a royalist uprising." Then she began eating her dessert. "Is there anything else, France has to say? Anything Vicidalia can answer?"
 21. "As representant of the Grand Princess, a new diplomat, Comtesse Charlotte de Nouvelle-Chateaudun shall attent this conference. We are not sure what the outcome will be, but we hope for a more stable continent." -Henri, Vicomte de Vicidalia, Comte de Marguarite
 22. Public announcement: "We greet another nation on this continent. May the future bring prosperity to us all." Louise Françoise I de Vicidalia Grand Princess of Vicidalia In private: Upon hearing these news, Louise sighed and thought 'Not another one of these red nations...'
 23.
Who says we would ever have to fight - or that I would ever do anything but bombard you with artillery and determine where your stuff is with satellites? :V (Also recon planes and whatnot) This entire discussion makes me want Zeps even more.
I just used my nation as an example of more than 30 years tech gap. I don't know many other nations technology, so I took mine. And until you get to use zeppelins, there wouldn't be anything left standing anyway...so it's combat value is little to nothing. And in 2031, a satellite may determine with near 100% accuracy where I am, but can it also determine with the same accuracy where I am not? In the terrain of the rain forest and the mountains? I'm not preventing you from building Zeppelins, I'm not inviting you to invade my land (An insurgence is all I could ever do), but it is just that the combat value of a Zeppelin gunship is below Battleships and Super-Heavy tanks IMHO. They are all obsolete for a reason.
