Yep, that makes sense. Although I had a brief *headdesk* moment for a bit there.

Now thats what I thought, except I'm having the same issue and I haven't recieved any aid offers with soldiers. Instead, I've just sold practically all my infrastructure in order to drop NS. Does the same thing apply even though I didn't actually recruit any new soldiers?

I'm tempted to say that I'm not buying the legitimacy, but I suspect they're actually an invasion alliance with no connections or knowledge about the rest of the game. Can anyone shed some light on these chaps? I'm curious.
