Or how "stepping on their toes" could somehow break up our treaty web (go look up our treaties on the wiki). Unless there really is some kind of PB/SF/CnG evil hegemony thingy in the background, which in turn is actually somehow scared of the NpO and their sphere, I don't see it happening. And not having any logs of the minister of defence stopping the raids doesn't necessarily mean he didn't try- in fact, if he knew it was going to happen, those who he did take aside privately are probably those who decided to not join in and therefore make it a "botched" mass raid. But if you have logs that prove the minister took no action to stop the plot before it went into action... mildly bemusing and scandalous turn of events is mildly bemusing and scandalous.
