The Screaming Criminals Pact Optional Defense Pact Preamble We, the League of United Defense (LOUD) and The Black Hand (TBH) hereby agree to reserve the option to create distractions while the other party breaks into houses. Article I: Peace a) The undersigned agree to not raid each other's houses, hack each others computer networks, or make too much noise outside each other's houses after dawn when they are sleeping or dealing with hangovers from the night before. B) The undersigned will not provide aid, military, financial, or otherwise to any other alliance engaged in conflict with the other. Article II: Aggression a) In the event that another agreement forces either party to engage in conflict, the undersigned agree that they will not engage in open conflict but shall remain neutral. B) The undersigned may request assistance from the other party of this agreement, by financial or military means c) The undersigned are not required to come to the assistance of one another in the event of an aggressive war. Article III: Intelligence a) The undersigned agree to share information obtained on the enemy of the other unless forced by other articles in this treaty to maintain neutrality. Article IV: Finance a) The undersigned agree to provide financial support to one another to promote mutual growth. B) Should the undersigned decline the opportunity to activate the optional defense clause of this contract, unless neutrality is forced by other clause in this contract, they agree to provide fair financial support in supporting the rebuilding of the other party when the conflict is over. c) The undersigned agree to actively seek trade through the other before seeking trade through non-treatied partners. Article V: Cancellation a) Termination of this treaty may be requested by the undersigned without mutual consent. B) If termination is requested, there shall be a three (3) day grace period, in which the undersigned must remain in peace, and all foreign aid agreements between the undersigned must be canceled. If however, one of the undersigned is attacked by a member of the other during this grace period, the defending alliance has the right to request reparations. In such a case, the grace period shall restart when the aid is received, for a maximum of two (2) times. c) If either party to this document cease to exist by disbandment, this treaty will be nullified immediately. Article VI: Violation Article VI. Treaty Violation a) Should this treaty be violated by an act of war towards each other, it is the duty of the offending alliance to deal with the attacking member or members, and said members are required to declare peace with the defending nation. B) When peace is declared, reparations must be sent, in full, to the defending nation, within five (5) days of the declaration of peace. If this time requirement cannot be met for whatever reason, it is the duty of the offending alliance to inform the other, within five (5) days of said declaration of peace, in which the reparations cannot be sent within the time requirement. c) Should the offending nation refuse to declare peace, the offending alliance shall reprimand the offending nation, and, if necessary, treat the offending nation as rouge to the offending alliance. what you all fail to realize is Sparta's real plan in power. First course of action will be to issue the "Tulak Doctrine" declaring that nobody is allowed to run on senate in any color unless they are a registered and certified Spartan. Then we will issue the "Renegade Doctrine" declaring that anybody who declares a war for any reason on anybody will be crushed by Spartan nukes. From there, we will claim sovereign rule over everybody's nation, and force all non-Spartans to remain in anarchy at all times with no military whatsoever. Failure to comply will force "anarchy" to be replaced with "nuclear anarchy" At some point, we'll get bored, and force all non-Spartans to one color sphere (I'm thinking white as it's the color of surrender and also the polar opposite of black and would leave Bob in a state of having everything black and white with nothing in between) Oh, give Sparta time... you will beg to have the NPO back! Edit: I forgot to mention that everybody will have to pay a form of "tech reps" giving 6 aid slots to Sparta every 10 days full of tech, as an offering to Heracles.

Sparta, mainly due to all the rich history of the Spartan society. I've spent quite a great many hours studying ancient Spartan society, and I can say that the movie 300 doesn't do it justice.
