[/quote] The difference between the second and contemporary flag is that a few things (flag edges, the belt, stray marks and some general aesthetic issues) have been corrected. They aren't entirely noticeable at first, but a lot of us aesthetic fascists who require everything to look as beautiful as possible are pleased that they're fixed.

The Grand Global Alliance has been keeping mostly silent over the last month, handling its internal affairs primarily and working diligently to keep things running and continuing to get on the path of growing. I'm here today to make an announcement involving just a few of the things that have been going on over at [url=http://cn-gga.net]the beautiful GGA Castle[/url] over the last month. To begin with, you may have noticed the flag at the top of this thread seems a bit different than our regular flag. With the assistance of the lovely Astarle of Symphony, we cleaned up the old flag to fix up a few of the graphical errors it's had since we adopted it in late 2006. The flag you see at the top of this announcement has been adopted as our Neoclassical Flag, which I feel a particular nostalgia to as it reminds me of our original flag. A few of the big revisions included the retirement of the Chancellory following The Lord Price's resignation, as well as the changing of the duties of the Prime Minister and of the Regency. Also I'm called the Holy Emperor now, but it wasn't narcissism because I didn't suggest it! That all being said, the current government of the Grand Global Alliance is: Holy Emperor: Dementual Lord High Regent: Byron Orpheus Prime Minister: Kenfolk_GTS Minister of Culture: OCinneide Minister of Defense and Intelligence: TimeMaster Minister of Domestic Affairs: Kenfolk_GTS Minister of Finance: TheNecromancer Minister of Foreign Affairs: CodyHaner The last announcement I'd like to make is the little bit of a thought I had the other day regarding the appointment of Ministers. While it is my duty as Holy Emperor to ensure that the best person for the job runs each particular Ministry, some people down in the general membership might likely disagree with certain decisions I make up here. So I approached a couple friends of mine in NSO to see if they would have an issue with me shamelessly porting their challenge system to the GGA, and they seemed pretty cool about it and in fact helped me iron out some of the key details. Deliberating the idea, I talked to the ministers to see how they felt about it. They enjoyed the concept and wanted to see something written on paper regarding it. I set to work on the Dementual Doctrine, which, after a bit of early revision, I am now putting into GGA policy. My reasoning for writing the Dementual Doctrine is included in the Establishment preamble in the doctrine body below. This has, of course, been due to the presumed judgment that the appointee is the best person for the job. There occasionally occurs a time, however, when a regular member feels a certain part of the alliance is lacking in progress. The person may feel that he or she could do a better job. The Grand Global Alliance has, over the years, seen many attempts by those who bleed Green Blood to take over and handle certain issues with complacency that Ministers (and higher) tend to hold after a long tenure. They have done this, not because they hate the Grand Global Alliance - but, instead, because they wish to see it succeed and felt wholeheartedly that their path would be the best way to go about succeeding. But, what if these people were given a different way of channeling their frustrations with the status quo? What if they were given the opportunity to take matters into their own hands and work to fix the issues they believe exist without the necessity of resorting to heavier measures? [size="3"][u]Article I[/u][/size] of the Dementual Doctrine In an attempt to ensure the Grand Global Alliance's overall government efficiency remains as high as possible, the Holy Emperor of the Grand Global Alliance which places his name on this Doctrine agrees to abide by the core intention of this Doctrine and only modify it with the intention of improving its policies and to accommodate for changes in alliance size and structure. [size="3"][u]Article II[/u][/size] of the Dementual Doctrine /A- In the event a member of the Grand Global Alliance feels any member of the Ministerial Council is not operating to the best of their ability or feels that the Ministry being handled is otherwise not running as efficiently as possible, the member may request from the Holy Emperor permission to initiate a challenge towards the Minister to attempt to claim the position. This request must include a reason for initiating the challenge and why the challenger would make a better Minister than the one being challenged. /B- A challenge may not be initiated against a Minister who entered office for whatever reason within the last two weeks. A challenge may not be initiated against a Minister who is on vacation for less than two weeks. A challenge may not be initiated against the Prime Minister. A challenge may not be initiated without the expressed permission of the Holy Emperor. A challenge may not be made against the same Minister by the same challenger within a period of two months. /C- During elevated threat periods, the Holy Emperor reserves the right to deny any challenge. The Holy Emperor reserves the right to deny any challenge proposed by a member of lower ranking within the alliance than the Minister in question (Squire to Paladin ranking). The Holy Emperor reserves the right to deny any challenge by a Minister previously removed by a challenge. The Holy Emperor reserves the right to deny any challenge by anyone who has been a member of the Grand Global Alliance for a period of less than two continuous weeks. [size="3"][u]Article III[/u][/size] of the Dementual Doctrine /A- If a challenge is granted by the Holy Emperor, the challenger establishes a topic in the appropriate challenge forum wherein intent, reasoning, and qualifications are to be posted. This is the first phase of a challenge. Herein the challenger must accumulate four (4) endorsements by the general membership of the alliance as well as at least one (1) endorsement by another Minister. The Lord High Regent and Holy Emperor cannot provide an endorsement. /B- If the challenger is able to gather the required number of endorsements within 48 hours, the challenge moves to the second phase, which is a 48-hour period of discussion wherein the general membership and government can pose questions to both the challenger and the incumbent to establish credibility for the position. /C- The third and final phase of a challenge is the voting period. There are 24 hours in which the membership votes to select whether the challenger or the incumbent will serve as Minister. In the event of an incumbent victory, the challenge is put to the side and the incumbent gains a grace period of two weeks in which he or she cannot be challenged again. If the challenger wins, the incumbent serves as Minister until the Holy Emperor announces the challenger's victory. /D- The Holy Emperor retains his right to remove any Minister at any time. Vacancies are filled by appointment by the Holy Emperor. [size="3"][u]Article IV[/u][/size] of the Dementual Doctrine It is understood that this Doctrine is written as a projection of the Holy Emperor's right to appoint Ministers, existent with the intention of allowing the body membership to seek positions they feel they deserve. Therefore, the Holy Emperor of the Grand Global Alliance which places his signature on this Doctrine is free to modify it at his own discretion, within fair bounds.   6. I won't lie, I've always been a fan of legitimate masks for alliances rather than forum pips. I understand that it's less work to just do forum pips, especially with all the changes in sanctioning that happens (especially the last couple months), but, eh.

[/quote] Back when the Order of the Black Rose was founded, a lot of people who wished to essentially retire from politics went there and became a Knight and nobody ever really saw them again. Example of choice: Reformentia. I'm sure there are many others. EDIT: That isn't to say that it was a retirement home, just that that's where people seemed to go when they wanted to retire.
