They owed 111 days of bills before going inactive. It's not something the game generated as a penalty.

When your nation went inactive 2,734 days ago, your nation owed 111 days of back bills. The last bill payment date was auto adjusted to today-111 days when you returned to the game. You don't have to pay bills for the days that you were gone (2,734 days), but you still have to pay the bills that you originally owed when you left.

The stats page was not taking into account expired space wonders. The issue has been corrected and NATO's stats are correct now. All other alliances will auto-correct over the next 12 hours.

Correct. That's the reason for the wording "... days credit on back bill payments".

Your 3 border fortifications are reducing your max deployment by 2% each. You need to either delete your border fortifications or buy more soldiers to avoid Anarchy.

If you had 15 days of back bills, and received a donation bonus that provided 5 days credit on back bill payments, your nation would then owe 10 days of back bills.

The nation is appearing in the stats file now.
