Think back to what happened in the Mushroom Kingdom last summer. The score bump was made by a 108k NS nation joining NPO from MCXA. Less than 10% of the nations who've joined the NPO AA since wars start have over 1k NS, so that theory doesn't hold up as a great explanation.
