[b][u]BCNA: Republic of Siberian Ingushetia declares Independence[/b][/u]


[i]“In a shocking move an assembly of intellectuals and pro-separatist politicians in the East Ingushetia Autonomous Region has signed a formal document proclaiming the region’s independence from the government of Vauleyo-Buryatia. The document, which carried the signatures of more than 400 persons, was read out on all regional television stations less than an hour ago. The document proclaimed the formation of a Republic of Siberian Ingushetia

The Head of the Assembly, Mr. Petrovich Elbegdorj was then voted in to be the Interim President of the so called Republic of Siberian Ingushetia. Mr Petrovich then issued an order to petition the International Community for recognition, and to construct the necessary Institutions for the new state. Without any additional delay, the self-proclaimed President then appointed members of an [b]‘Interim government’[/b] and authorized the creation of an [b]‘Armed Force’[/b] for the Defense of the [b]‘Republic’[/b].

The response from the capital of Vauleyo-Buryatia was quick and overwhelmingly negative. The government called an impromptu press conference at which President Anyatevich blasted the declaration and declared it as being [b] ‘an absolute waste of paper that means absolutely nothing’[/b]. For almost three hours the President stated the government’s strong opposition to separatism in East Ingushetia, and issued a 3 hour ultimatum for the regional police to detain the signatories of the Declaration.

As the press conference drew to a close, President Anyatevich announced that after obtaining the approval of the Great People’s Khural, he had authorized the suspension of the East Ingushetia Regional Charter and the dissolution of the Regional Parliament of East Ingushetia. President Anyatevich also announced that the newly elected Regional Governor, Grigori Ourumov, has been granted several expanded powers to deal with the [b]‘separatists’[/b]. Despite the changes, the government has maintained that they have not, and have no intention of declaring martial law in East Ingushetia or any of the surrounding provinces.”[/i]-Reporter

A convoy of 30,000 Police Officers and 1,000 officers of the Organization of the Zodiac (OZ) head towards East Ingushetia. The National Border Patrol Units stationed along the East Ingushetia-Zargathia and the East Ingushetia-Japan border begin to seal the borders to all traffic.

Deputy President and Regional Governor Grigori Ourumov signed several highly classified decrees that are sent to President Anyatevich and to the Commanders of the OZ unit.

5) Any individual who is a signatory of the illegal declaration, or an assistant to such a signatory, shall be guilty of secession and may be arrested without charge
6) The Regional government, and its auxiliary institutions, hold the power to seize any funds, property or equipment belonging to any group or organization who's primary objective is the illegal secession of East Ingushetia Autonomous Region from Vauleyo-Buryatia

[u][b]BCNA Update: Parliament sit-in[/b][/u]


[i]"Despite the President shutting down the Regional Parliament of East Ingushetia, several pro-Independence MPs rushed to the building and refused to leave the Parliamentary chamber. The MPs were joined by 300 Human Rights Activists and 20 members of the Party for Progress. The members were also accompanied by several members of the press who covered their attempted sit in at the Regional Parliament building. With the authorization of Regional Governor Ourumov, Police forces entered the Parliament building and ejected all those participating in the sit in. Several of the MPs and 57 of the Human Rights Activists were taken into police custody and led away.

Three members of the press were detained by the police, but were released shortly thereafter. Despite numerous inquiries made to the Regional Police HQ, we have not been able to determine what the individuals who were detained will be charged with. A lawyer from the Party of Progress has reported being denied access to his clients by officers of the state, however we are unable to confirm or deny this at this point.

The effect of the additional security forces pouring into the region is now being felt across the entire region of East Ingushetia. With the massive increase in police personnel, Governor Ourumov has moved on the offensive against the separatists launching several sting operations across the country. This morning alone, the Police stormed six different locations believed to be used by some of the more radical separatists. At one location the Police recovered several rifles and a stockpile of ammunition.

When asked about the operations, Governor Ourumov was deliberately vague and simply stated that [b]'similar operations will continue and increase in intensity in the coming days as we combat militant separatism'[/b] in the region. Immediately after the Governor's announcement, a Spokesperson from his office announced that three Human Rights groups based in the region were being banned for promoting and supporting militant separatism. Two of the groups issued counter statements suggesting a government sponsored witch hunt, while the third group has only said that they are consulting their legal advisers on how to proceed.

Some see Governor Ourumov's actions as necessary to maintain order and unity in the region, but for some citizens, his actions demonstrate a noticeably tightening iron-grip on the region. Whatever your opinion, one thing is certain, the situation on the ground in East Ingushetia is far from being concluded. We at BCNA are committed to covering as many stories from East Ingushetia as we can. We have sent in several teams of reporters to the area to monitor the situation and talk directly to residents of the region.

[b][u]BCNA News: OZ takes over, incident at the border[/b][/u]


[i]“Today, we have received an official confirmation that the Organization of the Zodiac (Specials) has been given full command of the Regional Police, Border Police and Internal Security Forces in East Ingushetia. The Office of Governor Ourumov confirmed the handover of authority at a press conference this morning. The Governor stated that the handover was [b]‘necessary to bring all Internal State Forces under a unified command structure in the region’[/b] and to [b]‘ensure the ability of the Security Forces to rapidly react in emergencies’[/b].

The controversial handover now means that Governor Ourumov now has direct control of all security forces in East Ingushetia. Some members of the governing Social Democratic Party (SDP) have voiced serious concerns about the amount of unchecked power being concentrated in the hands of Deputy President and Governor Ourumov, while others have suggested that the move is temporary and necessary.

Today, possibly in response to the handover, five armed individuals attacked a border checkpoint near the Zargathia-Vauleyo-Buryatia border. The checkpoint was damaged and two border patrol guards were killed and a third injured in the exchange of gunfire. Nearby units responded rapidly and returned fire killing the five individuals. Despite their proximity to the border, the government maintains that they would not have been able to make it past the remaining three checkpoints needed to reach the actual border.

After the incident a group calling itself the [b]“Liberation Army of East Siberia”[/b] claimed responsibility for the attack and vowed to attack [b]‘several other institutions of the occupying government in the region’[/b] until the government releases all of the signatories of the Independence Declaration. So far, the government has not responded to the announcement”[/i]-Reporter

The Organization of the Zodiac begins a massive campaign of wiretapping hundreds of citizens in East Ingushetia. Biographical and political information is compiled from government databases and paid informants are sourced to provide additional information on certain key individuals who are perceived to be supporters of East Ingushetian Independence. The Organization begins to compile a list of individuals who either actively or passively support the militant separatists, and another list of those who simply support secession. Once the lists are drafted, a new decree is issued:

- Any Individual on List #1 is to be executed by direct or indirect means as soon as possible

- Any Individual on List #2 is to be temporarily brought under surveillance. If they are deemed to be an immediate or potential threat to security, they are to be detained

[u][b]BCNA News: Pro-Independence politician killed in blast[/b][/u]

[i]“Early this morning a large explosion ripped through the Headquarters of the pro Independence Party for Progress in East Ingushetia. The explosion shattered several nearby windows and hurled shrapnel in all directions from the main building housing the Party HQ. The explosion, believed to have been caused by some form of detonated explosive device, leveled three floors of the building and killed several people.

Initial estimates suggest that 75 people were killed and more than 150 were injured in the explosion. The leader of the Party for Progress, Yuri Ilyich was among the dead. Several of the injured are MPs and party organizers for the Party for Progress who were in the middle of a Committee meeting when the blast occurred.

No group has yet claimed responsibility for the blast, but some pro separatist politicians are pointing the finger of suspicion clearly at Governor Ourumov. President Petrovich of the so-called Republic of Siberian Ingushetia released a statement condemning the blast and vowing a response from the pro-separatist forces in the region. The Liberation Army of East Siberia has vowed to carry out attacks on [b]‘several key buildings’[/b] in retribution for the [b]‘murder of Yuri Ilyich by the forces of the state’[/b].

In responding to the blast, the regional Police, supported by the Organization of the Zodiac, sealed off the building and its immediate surroundings after assisting emergency crews helping the injured to the hospital. Governor Ourumov has ordered an investigation into the incident and has rebuffed claims of government involvement as [b]‘entirely incorrect and absolutely ludicrous’[/b].

On the other side of the political spectrum, a group of anti-secessionist citizens, mostly ethnic Vauleyans and Buryatians have vowed to take up arms and fight if the self proclaimed Republic of Siberian Ingushetia, or the Liberation Army of East Siberia attempts to move into their region. The government has responded with concern to the proposal and has sought to remind citizens that the right to bear arms is suspended for all citizens in the region regardless of their political persuasion. Despite this, there are credible rumors emerging that officers from the Organization of the Zodiac are in the process of training local pro-government citizens to form militias that will be absorbed into the state security apparatus."[/i]-Reporter

[u][b]BCNA Breaking News: Bomb destroys School, hundreds killed[/b][/u]

[i]“It appears that the Liberation Army of East Siberia has acted on their threats of retribution for the bombing of the PfP HQ. This morning a large explosive device was placed in the basement of a regional High School by unidentified persons. At exactly 8:03am, when the school day began, the device was triggered causing an explosion that destroyed two buildings and severely damaged the structures immediately next to them. This shocking attack claimed the lives of at least 621 students and 138 teachers and injured several others.

Paramedics and Emergency teams arrived on the scene shortly after the incident occurred and began rushing the wounded to nearby hospitals. Some of the individuals who were in very serious condition were airlifted to Regional Hospitals in neighboring provinces with better equipped hospitals.

In response to the situation, the Governor immediately ordered all schools in the East Ingushetia Autonomous Region to close until further notice. Security has also been stepped up at several government buildings and selected public spaces in an attempt to deter further attacks on civilians.

The government has condemned the attack in the strongest terms so far and has ordered a massive expansion of the operations against the Liberation Army of East Siberia, as well as other pro-separatist groups in the region who may have been responsible for the attack. The government has also not ruled out the possibility that the attack was carried out by an anti-secessionist forces in an attempt to stoke public anger against the separatists. Nonetheless, the government has promised a major crackdown on all militant forces regardless of their political intentions.

It is important to note that the Liberation Army of East Siberia has not officially claimed responsibility for the act, however a short message was found spray painted onto the wall of a building saying [b]‘From LAES’[/b]. The school that was attacked is in a Vaulian majority region that had recently proposed arming citizens to defend against the separatists spreading into the area. This has prompted some to suspect that the attack was carried out to provoke the citizens of the area.

The Central Government appears to be gearing up for a massive response to the incident by sending in 30,000 Police Officers, 325 Intelligence Operatives and 15,000 soldiers. It is unclear if the possible escalation will be civilian or military in nature, but there are increasing calls for a military response to crush the separatists. Adding to the suspicion of a military response, Governor Ourumov held an emergency meeting with President Anyatevich and his Security Cabinet less than five hours after the incident occurred.”[/i]-Reporter

[i]“In an attempt to pre-empt a possible government offensive, the Liberation Army launched a widespread advance into several strategic, pro-separatist areas near their areas of control. In doing so, the Liberation Army has begun absorbing smaller anti-government militias into its ranks and attempting to fortify the line of control between the Vauleyo-Buryatian government and the separatists.

With the support of significant segments of the pro-separatist population in areas under the control of the Liberation Army, their numbers have swelled significantly and are estimated to be in the region of 12,000-15,000 individuals.

A map showing the areas of control has been released to the media by the Regional Ministry of Information. While the Liberation Army controls several of the southern areas under rebel control, the areas to the north are controlled by a loose confederation of smaller anti-government militia. A small enclave in the south of the region is controlled by the pro-government militia group called the Vauleyan National Army (VNA).”[/i]-Reporter

All attacks carried out by the LAES were carried out against only government targets that would not include civilian casualties. We fear that this incident is a part of a massive campaign to justify further oppression of the people of East Ingushetia. We cannot and will not stand by while we the oppressive government attempts to regain its control of our region.

It is the unfortunate situation in the region that has forced us to make this urgent plea to the international community. We ask that anyone who is able to do so to send us weapons to be used to defend ourselves in the face of what is likely the beginning of an apocalyptic military assault on our people.

If the world sits by and watches as our people are utterly destroyed, and does nothing while such a crime occurs, then there is no humanity left in this world. We are prepared to attend negotiations held by a third party, but we are not prepared to submit yet again to domination by the oppressive state.

We implore the international community to take action before it is too late. We implore the international community to investigate the cultural and political destruction of our people and our nation.

Should both parties accept the offer, New South Wales would be willing to mediate negotiations to find a solution that prevents further bloodshed. While we support the people's right to upholding their cultures and traditions, the end should never justify the means.

[i]“After several days of rising tensions between the government and the separatists, the Vauleyo-Buryatian military has launched a massive operation into the East Ingushetian region. The operation included several divisions of troops, APCs and tanks on the ground as well as several bombers and attack helicopters in the air. More than 30,000 troops participated in the first wave of the operation to seize rebel held territory in the north of East Ingushetia.

Almost immediately after the Operation began, the President addressed the nation in a 2 hour speech outlining the necessity of regaining [b]‘full Constitutional control’[/b] of all of the territory of East Ingushetia, and to utilize the military force of the state to [b]‘annihilate the militant secessionist elements that have seized control of areas of Vauleyo-Buryatia’s sovereign territory’[/b] and to [b]‘punish’[/b] those responsible for gross, barbaric acts against the nation. In his address, the President stressed that there is now no alternative for the Secessionist militias except complete disarmament and unconditional surrender to government forces. The President also stated that the government will not hesitate to use the military to hunt down [b]‘every last one of the militant secessionists regardless of where they hide’[/b], he also stressed that no stone would be left unturned in the military’s efforts.

In a direct appeal to the people living in rebel controlled territory, the President has asked the people to exit the areas through a series of government manned checkpoints ahead of a planned expansion of the operations on the ground. To support such a movement of people, the government has set up several large camps in the Baikal province that are stocked and prepared to receive a large influx of civilians. According to a government statement released to the press, and dropped by fliers across the region, bombing will be halted from 0500 to 0730 hrs and from 1030 to 1300 hrs to permit civilians to flee the zone of conflict. The President also warned that, should civilians not take the window of opportunity to leave, they risk being used as shields by members of the secessionist militia groups, and risk being caught in the cross fire between government and separatist forces.

So far, the response to the President’s declaration only a handful of citizens have taken up the offer and prepared to leave. Several others appear to be standing by the Separatists and have vowed to remain where they are until death.

In other news, the Imam of East Ingushetia has condemned the violence and called for calm and restraint by both sides. In a surprising move, the Imam marched into rebel held territory and directly appealed to the advancing Vauleyo-Buryatian soldiers to stop the offensive and to start negotiations. A government official from the Ministry of the Interior has confirmed that an offer to mediate from the government of New South Wales has been received and is being considered by the government, but that the continuation of the military operations in the region would not be halted even if the government decided to take up the offer.

On the other hand, a spokesperson for the Liberation Army of East Siberia has said that the group is ready and willing to attend negotiations mediated by New South Wales and is prepared to declare a 48 hour ceasefire if the government is willing to attend negotiations. There has been no response from the government to this announcement”[/i]-Reporter


[b]***East Ingushetia border***[/b]

As soon as the time for the offensive arrived, attack helicopters based in neighboring provinces were launched to conduct a three pronged air assault against the northern rebel territories. A column of tanks and APCs then rapidly advanced across the border to engage the enemy forces.

Since the northern rebel territories were not under the direct control of the Liberation Army of East Siberia, they were quickly overwhelmed by the advance of Vauleyo-Buryatian troops into the area. Although they offered scattered pockets of resistance, they were no match for the Vauleyo-Buryatian Army.

After less than five hours, the rebels in the north switched to the defensive and began to embed themselves in every building available. The roofs of houses and the top floors of skyscrapers suddenly became prime bases for rebel snipers to attack the advancing forces and their armor columns. Without hesitation the army responded by shelling any building the snipers were positioned in.

A few reporters who were already inside rebel territory begin covering the news of the offensive as it happened.


[i]“We are reporting live from [[b]*censored by government*][/b] in the northern rebel region of East Ingushetia. There is an atmosphere of panic in the area as government troops advance. Several rebels have embedded themselves in several buildings towards the center of the city and are taking pot shots at the advancing government forces.

In a move that is bound to be controversial, the rebels launched anti tank munitions from the 5th floor of the [b][*censored by government*][/b] hotel near the northwest of the city. We can confirm that a single APC was hit and seriously damaged by fire from the building. In a direct response to the incident, the column of soldiers shelled the hotel. The building has been seriously damaged and several floors are now ablaze.

With a determined push, the government is preparing to retake the first of the rebel held areas as soon as possible and to re-establish government control there. From our interviews we have been able to determine that the Executive Command Structure of the Liberation Army of East Siberia is not in control of the rebel groups in the area. With the absence of a clear leadership, the rebels in this region appear to be more like a disorganized band of armed criminals than a militia.

At this time the Sicilian League has no comment on the ongoing dispute over the sovereignty of East Ingushetia. We wish to call for a ceasefire so that the concerned parties may sit down and reach an agreement to end this conflict with an emphasis on minimizing civilian casualties. However, we wish to express our support for efforts by the Vauleyo-Buryatian Government to protect their citizens in the region.

[u][b]BCNA News: Offensive reaches critical phase[/b][/u]


[i]“The offensive in northern East Ingushetia has been expanded by a sudden influx of 10,000 additional troops and several artillery units. The main column of soldiers pushed rapidly to the south west ruthlessly pursuing a few militia units attempting a retreat.

As the soldiers advanced out of newly captured areas, the Police flooded in, searching every building left standing to confiscate any remaining firearms and to deal with any rebels still hiding in the north of the country. Some citizens have reported Police officers executing rebels found hiding in civilian buildings without hesitation. Despite several queries to the Police Central Bureau, they have not confirmed or denied the allegations.

At this stage of the military offensive, it appears that the Army is restricting its offensive to the north of the region, targeting several of the smaller anti-government militias first. Some Political analysts theorize that the Army is dealing with the smaller groups first by taking advantage of their lack of organization and coherent leadership bodies, in order to take them out before confronting the much more organized Liberation Army of East Siberia. There has even been a rumor circulating that the government is planning to attend some form of negotiations with the Liberation Army of East Siberia, mediated by a third party, and wishes to only negotiate with one anti-government entity rather than an informal confederation of several parties.

This is a distinct possibility however this must be contrasted with what appears to be an impending major increase in the combat forces in the region. We have been informed that an additional group of 10,000 troops, to be supported by 30 Bomber aircraft, has been placed on standby in an unnamed neighboring province. Our source has suggested that this new wave of troops would both bolster the existing ground operations, as well as take the war against the rebels into the air as well. The source also suggested that the current target lists included not only known rebel camps and bases, but also economic targets, infrastructural targets, and targets deemed to be strategic in nature.

We continue to monitor the situation on the ground closely, and we will bring you updates as soon as we receive them from our reporters on the ground in East Ingushetia.”[/i]-Reporter

We state unequivocally that we will not accept a concession as being the precursor to negotiations. We also shall not be party to a cease fire of any kind while the negotiations are ongoing.

[b][u]BCNA News: Vauleyan National Army attacks separatists in response for LAES offensive[/b][/u]

[i]“With much of the attention focused on the current military offensive against several of the smaller rebel groups, the Liberation Army of East Siberia launched an offensive into a small pro-government enclave deep inside southern rebel territory. The Liberation Army launched several mortar rounds from all directions as they advanced rapidly into the enclave. The enclave, containing the city of Iztokgrad at its center, proved hostile territory as several VNA militia units resisted the rebel advance. The exchanges of fire continued for several hours as frightened civilians rushed for cover. After the Liberation Army of East Siberia launched several rockets into the center of the city, they managed to overwhelm the VNA militia units in the city.

As the remaining VNA units surrendered, the rebels systematically executed them before commencing a house by house and building by building search for any remaining VNA units in the city. It is reported that 41 civilians were killed in Itzokgrad after they were caught in the line of fire between the VNA and the LAES. An even more shocking report from Itzokgrad suggests that an additional 30 civilians may have been killed after a group of LAES rebels threw a live grenade into a bomb shelter. The Itzokgrad Municipal Authority reports that several [b]‘women and children who were hiding in a bomb shelter near the center of the city’[/b] were killed and that [b]‘a group of LAES rebels were seen throwing what appeared to be a live grenade into the shelter’[/b]. The Liberation Army High Command has denounced the allegations as being ‘[b]baseless’[/b] and has stated that [b]‘the Liberation Army of East Siberia does not participate in such utter barbarism’[/b]. A Representative of the High Command, who called our studios stated that the incident [b]‘simply did not occur’[/b] and was entirely [b]‘government propaganda’[/b].

In response to the rebel advance, the pro-government militia group the Vauleyan National Army launched a punishing artillery barrage into the heart of LAES held territory in the south of East Ingushetia. The VNA, using several multibarrelled rocket launchers fired a massive volley of artillery towards the rebel capital, while smaller VNA units began shelling rebel held towns along the border. The VNA has also issued a statement to all civilians living in villages along the border ordering them to [b]‘flee from all towns, cities and villages less than two miles inside secessionist territory’[/b] and has given them a two day deadline to do so. Additionally, the VNA has surrounded the sole rebel enclave in pro-government territory and has begun firing several mortar rounds into the area.

The enclave, consisting of Severnagrad and three small villages, is the only rebel held territory in the south that is entirely disconnected from the larger and more organized rebel groups. The mortar attacks by the VNA have been aimed at the city's power supply and water infrastructure. Severnagrad has a population of 22,000 civilians and is the home of several pro-separatist politicians. The city also holds a special significance as the Severnagrad Mosque, the largest in East Ingushetia, is located there. There are reports that a VNA Provisional Commander has declared that his units will seize control of the Severnagrad Mosque and would dynamite the building once they expelled rebel forces from the area.

The Vauleyo-Buryatian Military has condemned the actions of the Liberation Army of East Siberia, as well as the Vauleyan National Army. In a short statement, the government has vowed to step up its offensive and to bring the entire province back under government control. While the military statement stopped short of calling for the VNA to disarm, it advised them [b]'strongly'[/b] against the use of their weaponry in areas where civilians may be present."[/i]-Reporter

[u][b]BCNA News: Air strikes begin across the South[/b][/u]

[i]“The offensive in East Ingushetia entered a new phase today. The military utilized its absolute air power to devastate several key targets deep inside rebel held territory. For more than twelve hours, aircraft from the Air Force rained bombs down upon enemy positions and targets of opportunity, dealing a significant setback to the Liberation Army of East Siberia and to the regions under rebel control. The aircraft are reported to have destroyed two oil refineries, three of the four usable runways, two key power stations, a RADAR facility and several bridges. An unconfirmed report suggests that the Air Force has destroyed every single bridge along the expanse of East Ingushetia’s border with the river Amur. This move has restricted access to the border significantly, and may permit the government to move up its final offensive.

As the aircraft flew high over rebel territory, several rebel outposts and munitions stores were located and destroyed from the air. A rebel camp hidden deep within a dense forest in the south was attacked after being located by unmanned Buddha’s Eyes UAVs. The resulting artillery barrage by government forces set a significant area of forest ablaze. Despite the air attacks extending into rebel held territory in the south, the Vauleyo-Buryatian military still has most of its forces deployed in the north of East Ingushetia.

In the northern areas of the region, it is believed that the Vauleyo-Buryatian government has strategically defeated the majority of the rebels based there. If this is indeed true and the north is secure, it can be expected that the military will move rapidly to the south to take the battle directly to the Liberation Army of East Siberia on the territory they control.

In other news, we at the BCNA news studios have received a classified communication from the NTR. Unlike normal protocols where the message is sent to the government, the message was instead addressed to our studios. The document in question purported to offer our news agency the use of an O-1 and a Banshee for use against the rebels. It appears that this must have been a colossal mistake on the part of the NTR’s Foreign Affairs department. Nonetheless, we formally decline the offer from the government of the NTR, as the government of Vauleyo-Buryatia does not permit non-state organizations to use weaposn, and we would certainly violate our impartiality if we became involved in the conflict.

An unnamed government spokesman, when informed of the message suggested that the NTR should [b]‘fire whoever they have in charge of foreign affairs’[/b] to prevent such an error from occurring again.”[/i]-Reporter

Regional Governor Grigori Ourumov transmits a private message to the government of New South Wales indicating his intention to represent the interests of the Vauleyo-Buryatian state. Without delay Ourumov sets of for New South Wales in a private government aircraft.

Mikhail Aliyevich, a member of the Liberation Army of East Siberia Executive Command, sends a private message to New South Wales, announcing his intention to represent the rebels at the negotiations. Aliyevich sets off from a private airstrip deep inside rebel territory and flies towards New South Wales. As soon as Mr. Aliyevich's aircraft took off, three MiG 31 Interceptors with Vauleyo-Buryatian markings began to tail him. The fighters followed Aliyevich's aircraft as it entered International Airspace. After several minutes, the aircraft broke off their pursuit and returned to base.
