Basically a "NSO will get involved in any war it feels like, on any side" 'treaty'. Obviously, if they don't feel like it, they stay uninvolved. Wiki is very out of date on TPF, a good portion of those alliance don't exist anymore. Probably because they don't matter. We will see about that later.
