We let GI know, which they seemed not to know before, that GOONS was not a particularly popular chap, and that if any part of this mess of a treaty were real, it could cause them problems diplomatically. Especially as members of the Goon Order Of Neutral Shoving are flying "Protected by the Galactic Imperium" in their AA as they attack ODN members.
