Unless my understanding of the issue is flawed (I don't play TE) then the fact that you go through leaders like underwear isn't a problem, because once one leader is appointed then s/he can hand off the reins to anyone else without admin intervention. Admin just needs the current leader so that the alliance can be created game-side instead of user-side. That said there's still probably no issue with you appointing an alliance admin if that's what you want to do, so long as you can prove their position the way the people appointing their leaders are.

Yeah, I find it funny that the game is constantly bothering me to refer new members, but none of the people I would like to refer can even play, because we're roommates. The two seem to completely contradict each other. Obviously the game isn't growing from its natural appeal, word of mouth is the best way to do it, but our word of mouth ability is severely hampered.
