August’s Newsletter brushes over items of the public interest, including an update on NOIR and Black Team statistics, a little gaming competition, and an invitation to the greatest sphere on Planet Bob. NOIR now constitutes the largest bloc of alliances on the planet. We have more and more alliances approaching us for membership, and more and more joining our glorious sphere. We are also one of the few alliance blocs to have our own flag accessible for every nation to fly. Each day, we fill trade circles, set up technology ventures, and improve the economy of nations in the black sphere. We dedicate ourselves to promoting diplomacy in our sphere, vowing always to seek diplomatic solutions before acquiescing to the temptation of war. We vow never to attack nations of our own sphere. We vow to keep the black senate free. And we vow to make the black team the greatest of them all. Black Team Statistics To that end, you will notice that the Black Sphere now reigns supreme over every other color sphere. We hold the highest team score, boast the greatest number of nations, wield the most nation strength, and control the largest cache of nuclear weapons in all of the spheres. We also have the most popular player on the planet in our very own Tulak Hord. Entertainment Section Now for some entertainment! Anagrams: Simply discern the correct word(s) and number thereof, and post your ten answers in this thread. Each line is the name of a nation ruler or alliance. The prizes may be chosen from among the following: 3 million, 2000 soldiers, or 50 tech. There will be three (or fewer) winners. The first may choose any one prize. The second may choose from the remaining two prizes. The third winner will be awarded the final prize. The answers will be checked, and prizes negotiated, through Evey Jane of the Ether Alliance. Some may only sparingly frequent the main hub of Cyber Nations communications (this forum), and this may be about the only chance you have to learn about these alliances. Others perhaps post more often than you would like, but we're proud to offer their blurbs as well; suck it up! Immortals State of ImmortalityThe Immortals have surpassed the 2 million NS mark, while holding roughly 88 members, with an avg. NS bouncing between 24,000 and 25,000. TI loves their forums and values posting, so it's no real surprise that rumors have been swirling of skin trickery! Rumors state that the possiblity of switching everyone to a pinnapple theme could come around soon. This could be the doing of The Voice of the Pinnapple, a newly formed religion within The Immortals. After Caponism built The Fortress of Solitude it smashed its rival NFC(Nici Fan Club) and has since met no resistance. Can the Voice of the Pinnapple finally give them a run for their money? We'll see! MFO On March 19th, 2007, kaban of kabanstan "went to 'Specify other' and typed in 'MFO' as" his alliance affiliation. Agrappa of USSAg soon followed suit, stating: "That seemed like a damned fine idea, so I did the same!" At this point, MFO stood at a total NS of 4,248 with, as you might presume, an average nation strength of 2,124. Two members and only hours later, Bob_the_worm would exclaim, "We're growing fast!!" as MFO stood at an elite strength of 6,325. The next day, MFO would have her first eight members, though two more were there in spirit, as Durabo and JoshuaR were off at war fighting for the NPO. (It was a nasty war from the start, with Durabo muttering about 77 infra lost, over a third of his vast total! He was, however, lucky to receive $17k and 20 tech from "Green Acres, the rogue who declared on me and two other NPO'ers," making his venture thus a fat success.) Yet, JoshuaR observed that four MFO nations had less than 500 NS and less than 5 tech. He, somewhere around 3kNS, made the princely offer to purchase some technology from them. Yes, that's right, we were no Grämlins.Yet at the same time, we started learning quickly. Okay, maybe JoshuaR didn't, seeing as he continued to try to buy 20 tech for $140,000... Anyway, within six days, kaban began work on the first of MFO's contributions to Planet Bob, the Resource Calculator. Less than a month later, MFO would have published a couple guides and a couple calculators, with Hulabaloon noting that we came up 4th in the Google search for "cyber nations guides." We thought our success would increase exponentially from there. Alas, now here we are with only 24 members (about the same as then) and JoshuaR forgot his alliance's anniversary for the second time and is thus only now publishing it in a bloc newsletter months later. Meh, you thought you'd get a nice long story? The end. Oh, and yay NOIR. Blue Turtle Alliance The Blue Turtles are growing! But who cares? The more important thing right now is our name. Some people seem to think we should be on the blue team. Others say we are black turtles. Even others say that the BTA should be some mutant mix of Black and Blue to create an ultimate turtle. The truth is that we are Blue Turtles, who like the color black. Black is just awesome so why wouldn’t we want to be here? After all, once you go Black………people complain about your name more. Dark Fist The Darkness of the FistThe Darkest of Fists has been growing quickly after the conclusion of the Karma War, recouping lost pixels and surpassing it's previous nuclear warhead count in the month of August. Our DRILL sergeants have whipped many a new nations such as Viluin into shape. Much spam and prawns have been posted on our communication channels, leading to an investigation by Marcus Bellator to see if there was a spy in our midst. The investigation has confirmed that Marcus is in fact a spy, and he has been taken to Daikos' torture chamber, where he shall be subject to the bare arse of said Diarch all day long. In other news, the worldwide tech crisis deepens, as Dark Fist intercepts shipments of tech, stealing them for herself. Anti-Piracy efforts has thus far been unsuccessful, while the citizens of Dark Fist's nations enjoy playing Crysis on state-of-the-art computers. Reports coming in from HQ citing that Starcraftmazter has had to visit the hospital, after flatmates reported he was arguing with NSO in his sleep. His comrades are deeply worried about the state of his mental health...except Foxodi - that guy's an !@#$%^&. Meanwhile rumours have it, that Area 51 has developed a new weapon of mass seduction, which shall be employed by the alliance as soon as possible - for growth related purposes. "While some create and announce doctrines to do the 'right thing', Dark Fist does the right thing implicitly without them." - Snakebite 51:45. We are moving forward and looking ahead...to an apocalyptic showdown which we shall fight gloriously and until the end. Planet Express Planet Express delivers fifty pounds of stupidity to NOIR. NOIR Charter Amendment This is also a good time to notify all of you that we have amended the NOIR Charter. For my own viewing pleasure (not yours), I will post the new and updated charter. I challenge you to find the difference between this and our old charter. NOIRPreamble The name NOIR, literally translated as Black, is both an obvious and a subtle suggestion as to the intentions of the signatories. We, sovereign and noble alliances of black, sign this treaty to better our sphere through culture and trade, and better ourselves in the pursuit of furthering the interests of all black alliances and nations. Article I. La Legion Noire: Non-Aggression and War Section 1. Aggression, as defined by a declaration of war, aiding nations who are at war with or belong to an alliance which is at war with a signatory, or encouraging a declaration of war, is not permitted between signatories of this treaty. Section 2. Any nation(s) found to be in violation of Article I, Section 1 must cease hostilities immediately and offer reparations equal to or greater than the damages wrought. In the event that peace is not reached and reparations are not provided for damages, the offending nation shall be expelled from their alliance. Section 3. A declaration of war by a third party upon a signatory to this treaty shall serve as a casus belli for all other signatories. NOIR members are encouraged, but not required, to come to the defense and aid by any means possible. Section 4. No signatory shall raid Black Nations, aligned or unaligned. Article II. Film Noir: Intelligence Section 1. Signatories agree to share any and all information which they feel may be vital for the security of the undersigned. Section 2. Signatories must not engage in any kind espionage against another signatory, nor support such actions by a third party. Article III. Folk Noir: Hospitality Section 1. Signatories agree to support the growth of the black team by welcoming alliances to black and assisting, when possible, in the transition process. Article IV. La Roche-Noire: The Black Senate Section 1. Signatories agree to maintain a senate which is open to any candidate. Section 2. Signatories are encouraged to coordinate their votes in order to establish a stable and reliable senate. Section 3. Signatories represented directly by a senator agree to respond to sanction requests made by fellow signatories as though the requests were made by their own respective alliance. Article V. Tech Noire: The Black Market Section 1. Each signatory shall select at least one representative to serve as a Black Market Tradesman. Section 2. The Tradesmen are responsible for organizing trade circles as well as technology and donation deals. Section 3. Each signatory shall encourage their members to obtain trades as well as technology and donations deals through the Black Market in order to foster community and economic growth. Article VI. Montagne Noir: The Conclave Section 1. The enactment of this treaty is to be overseen by a council of two representatives from each signatory, forming the Upper Conclave. These members are to have the authority to speak on behalf of their respectful alliances in official matters. An alliance may choose to only mask one person in the Upper Conclave, but no alliance may mask more than two. Section 2. The Middle Conclave shall be an assembly of representatives from the governments of the signatories. These members are to be able to speak and vote on behalf of their respectful alliances on matters regarding the treaty and black economy. A signatory is allowed to determine the number of its own members that it deems necessary to be masked in the Middle Conclave. Section 3.a. The Middle Conclave shall render decisions by a seventy-two hour vote in which a two-thirds majority has been reached. Abstentions shall not be included in the final tally, and any alliance failing to cast its vote within the seventy-hour period shall forfeit its vote in that decision. All votes are final and cannot be altered after the 72 hour voting period. Section 3.b. The Middle Conclave shall not put the subject of a failed vote to second vote until 14 days after the closing of the initial vote. A third vote on the subject may be called 28 days after the conclusion of the second vote, if it too failed to pass. A fourth vote may be called 56 days following a third failed vote on the same subject. Additional votes on the same subject may be taken by the Middle Conclave 90 days from the closure of the previous vote. The waiting period between votes may only be waived by unanimous consent of the Middle Conclave. Section 4. The Upper Conclave members shall each hold administrative privileges on the NOIR forums to allow for their oversight. They are responsible for maintaining proper masks and the organization of the NOIR forums. Article VII. Pinot Noir: Membership Section 1. Any black alliance in good standing is encouraged to apply for membership. Membership is conferred by the Conclave. Section 2. If a signatory is found to violate this treaty, they may be expelled by the Conclave after being given a period of forty-eight hours during which they may respond to any accusations brought against them. Section 3. Any signatory may withdraw from this treaty after giving notice on the NOIR forums. They shall be considered a third party to this treaty seventy-two hours after notice was given, during which time they are still bound to articles I and II. Article VIII. Mondeuse Noire: Amendment Any proposed amendment may be adopted following a seventy-two hour vote by the Conclave in which all votes cast (excluding abstentions) approve the proposal. This has been a great journey for all alliances involved. It's been a pleasure working with the various alliance leaders who, in most circumstances, I would never have had the chance to work with. We're extremely proud to have been a founder of this bloc and will continue to work closely with all signatories to ensure Black team prosperity continues. Basically... I miss being apart of NOIR, as you all know, but I will always be loyal to the black team no matter what. I'm glad that I'm slowly adding to the collective strength of the team by slowly rebuilding and I can't wait until I rebuild back up to the 36k-ish I was at! I know we have seen some "brilliant political moves" from me in the past, but there are always good feelings for y'all in my heart and I hope there is a mutual feeling for me.
