Two separate ones; one for the exchange of territory, one for the treaty itself, unless several of the ComIntern members object. OOC: Didn't Frost move those into the territory east of Manchuria? We have had very little, if any, diplomatic contact with the government in Yamato so far and it is not possible to ascertain the type of leadership of Yamato or its policies regarding foreign affairs. Some of the public statements from the government of Yamato so far have us hesitant about establishing ties with the country. Instead we propose an evaluation of the possibility of the establishment of diplomatic ties between individual ComIntern members and Yamato.
