"That being said it clearly looks like an internal issue for Bulgaria to resolve. If my government fell leaving my people to their own devices, this would be a tragic state of affairs. Far worst, if someone then slapped a protectorate on Malta, sent in troops, that would even be worst. I'd hunt and shoot every last collaborator scum who aided those people giving assistance to any foreign power who trifled in my home. I don't condone the actions of the Bulgarian Freedom Fighters, yet I empathize with their thirst to be free of outside influences. Again, Yugoslavia and Greece both need to pull out of Bulgaria before anything else is said and done. Once that is taken care of the matter of dealing with the resistance groups and the rest of them can be attended to."

"No offense to you, your majesty, but that would be imply that these terrorists were part of the former government. As is, there are no records to indicate that they are, they are simple citizens who believe rightfully in a free Bulgaria which is their right to do, what is not their right is going down the route of a terrorist to the point of killing the innocent civilians. They lost any and all pretense of a concerned citizen when they went about this."

"The Kingdom will not leave Bulgaria, and we will certainly not leave with such extremists running around in the region. Our goals in the region are now as follows: Supply the citizenship with all imaginable supplies to affected areas, repair the damage that the terrorists inflicted and get services back up and running for the citizens, and eliminate the Bulgarian Liberation Front due to the threat that they represent to their own citizens in spite of the Kingdom having not used any of the runways or general 'targets' that were aimed. In short, the Bulgarian Liberation Front has done far more to harm their own people on a wider scale than the Kingdom possibly could do to the innocents living in the region."

"That aim could still be satisfied under the auspices of a League negotiated cease fire. You simply must see it from our point of view, before Greece and Yugoslavia moved into Bulgaria, nary a peep was heard from them. It is both of you being there that launched this movement. You both pulling out is the sensible thing to do to contain them and then hunt them down and eliminate the perpetrators of crimes against persons. Have you even attempted to contact the leadership of this Freedom Organization? Have you even attempted to negotiate when you and Greece are in fact trespassing on the soil of Bulgarians? Not a single bit. If I was Bulgarian I'd be bayoneting the Fifth Columnists of Bulgarian freedom in their beds at night. Pull back, let the League negotiate with the BLTs, we'll get them to hand over their baby killers and what not in exchange for a reasonable settlement. A settlement made necessary by the outside involvement of Yugoslavia and Greece."

"The Imperium does not believe a negotiation with a terrorist organization would provide any fruitful end, if they wish to harm their people then they should be prevented from doing so by this organization. Most of those involved sat idle while genocides happened in Poland, the least we can do is not repeat the same mistakes."

"Malta was right there in the mix fighting to put an end to the attempted ethic cleansing in Poland. In our region of operations we engaged the White Army repeatedly and inflicted crippling losses on them. I say this because the situation in Bulgaria is entirely one of the making of Greece and Yugoslavia. Those Bulgarians fighting for their freedom are performing attacks that are unsavory to be sure, but wholly understandable. It would be to the better interests of all involved for them to pull back and allow a third party in to handle the problem rather than escalating it further. Mark my words, continued Yugoslavian and Greek presences in Bulgaria will lead to more death and violence."

The Greek representative narrowed her eyes. “We are getting ahead of ourselves here. We know several things about the situation. Firstly, that had Yugoslavia not invaded Bulgaria, these deaths would not have occurred. That cannot be denied. If not for the invasion, Greece would not be present. Have the Maltese observers examined the sites of the attacks? Greece's intelligence suggests that the strikes were aimed at cutting the Slavic supply lines, not at the Bulgarian civilians. Are we dealing with a case of terrorism, or the unfortunate truth of collateral damage in modern warfare? Does Yugoslavia believe that, when they engage in combat operations against the Bulgarian Armed Revolutionary Front, they will kill only those who are members of the organization, even if they are to fight in the streets of a Bulgarian city?”

She shook her head before continuing, “Greece wants nothing more than for Bulgaria to be liberated. We are ready, and willing, to withdraw from all Bulgarian territory the moment Yugoslavia begins its own withdrawal. What we are not willing to do is sit and watch as the entirety of our northern border, both Albania and Bulgaria, are invaded by Yugoslav forces. Nor are we willing to sit back while Yugoslavia openly declares war on the Bulgarian population that is resisting it, because they had the audacity to fight back, after they climbed up on their high horse here and claimed that, of course it was no invasion, as no Bulgarians were fighting back. I remind you,” she looked directly at the Yugoslavian representative, “that your words were, and I quote 'the Kingdom did not invade Bulgaria in any shape or fashion, otherwise the soldiers currently within the territory would be fighting rebels'.”

She stood, her hands shaking slightly, “So it is that, unfortunately, so long as Yugoslavia maintains their stance of open warfare upon the people of Bulgaria, Greece must declare a No Fly Zone over the Bulgarian territories. We are unwilling to see the devastation of bombardment campaigns brought to the Bulgarian people. And perhaps, in time, Yugoslavia will begin to consider the wellbeing of their neighbours, rather than their desired shape on a map.”

"The question comes to mind of course where did the Bulgarian Freedom Front gain their rather advanced weaponry? With that in mind, we will be sending an intelligence team to speak with these terrorists, or freedom fighters, depending on your perspective, perhaps we can gain insight as to their backing, and prevent whomever provided civilians with military weaponry from repeating that mistake."

"It does not surprise the Kingdom that Greece is willing to generalize the entirety of the Bulgarian population who did nothing except welcome its soldiers with open arms, and gleefully jump to the conclusion that simply because a terrorist group by the name of a 'Liberation Front' exists, the entire population of the region of Bulgaria must obviously support it. And yes, we are dealing with a case of terrorism. Terrorist groups work in such ways, demanding and committing terrors and tragedies to those who would stand against them and their extremism. his group is not a nation, they are not sovereign and perform terrorist acts in their misguided extremism and as such they are a terrorist organization, no ifs or buts about the definition."

"Do note, the Kingdom did not declare war on the Bulgarian population, we have set aside extensive supplies and funds from our own stores to assist those affected and will make sure that the extensive damage done by these terrorists be rectified by the Kingdom. We did however declare war on the terrorist organization by the name of the 'Bulgarian Liberation Front' and we will not leave our brothers and sisters to the whims of terrorists who use terror tactics in order to 'accomplish' their goals. This is not the first time that the Kingdom has gone to war with terrorists and criminal factions and it will not be last, that much the Kingdom knows for certain."

"The observers in Malta for the most part had to leave due to the situation that occurred in Galicia on the Iberian peninsula, there are still observers present from the Order of Hospitallars, mainly their Chaplains and national police from Malta, I believe. If Malta wishes to return, as from the beginning the offer is always open and present."

"In addition, the Kingdom will not respect such a 'No-Fly zone' designated by Greece, simply due to the fact that the Kingdom will need air support in its endeavor to route out these individuals from any possible hidden camps that they may be organizing or have already established in the countryside. Given that Bulgaria is a mountainous region with several peaks and mountains, it makes sense for these terrorists to hide out deep within these areas. However, we shall not be sending designated bomber in the area, simply those of helicopters, drones and aircraft capable of performing the task of Counter Insurgency specifically against members of the Bulgarian Liberation Front. If Greece wishes, they can observe and freely follow the Kingdom's aircraft to ensure that their trajectories and paths do not take them to any heavy population center."

"With regards to the cheeky and rather slanderous comments, the Kingdom once more repeats that it has no intention of annexing either Albania or Bulgaria to begin with, only to protect those we see as brothers and sisters. Any intent of either being brought into the fold of the Kingdom is on the onus of the local population living there, and if they wish to formally organize a national government, we shall do what is right and leave the territory while wishing them the best."

The following note has been sent to the League of Nations:

TO: League of Nations

FROM: Alvonian Foreign Ministry

SUBJ: Bulgarian No-Fly Zone

To whom it may concern,

The Alvonian Luftwaffe, in conjunction with Bundesanstalt Technisches Hilfswerk (THW), is undertaking a humanitarian mission to provide food, water, electricity and other such vital supplies to affected peoples in Bulgaria while also helping to repair and restore infrastructure that may have been damaged in the fighting. In addition to this mission that is being conducted by the civilian disaster relief agency, the Luftwaffe will assist Greek forces in enforcing a no-fly zone above Bulgaria and will not allow unauthorized planes from entering.

The Councilor from Yugoslavia stood still even as the other representatives verbally jabbed with one another, "Et tu, Brute," he muttered lowly to himself, echoing the infamous last words said by Julius Ceasar on the eve of his death at seeing his closest and dearest friend in the mob. His smartphone vibrated once more, the representative from Yugoslavia took it out and read the text that he had received, sizable that it was.

Dražen Cižek let out a sigh as he put his smartphone back into his pocket, clearing his throat and getting the attention of the other representatives. "It seems that my Kralj has decided on a course of action, for the Kingdom will withdraw from the region of Bulgaria fully. In addition to this and given the actions and statements by the government of the Hellenic Republic, the Kingdom will serve notice to the Hellenic Republic of its intent to withdraw from the Eastern Mediterranean Union."
