The Philippines

Any members of the relief force are welcome to meet with the transitional government at the time best suited for the representative. The transitional government is always willing to listen to those that have helped our nation in its time of distress. As for the police force do not worry. The armed forces of the Philippines can take over security positions until the police force is ready. As for the destroyed city of Manila it will not be rebuilt as the other two cities struck by nuclear fire will be instead it will stand as an eternal monument to the destructive power and danger of nuclear weapons.

"Whether or not you rebuild the city of Manila, the refugee population requires housing, hospitals, schools, jobs, and public services. We are working to rebuild those services as quickly as possible. As soon as your military forces are in place to relieve our Marines, we will start rotating them out. Our Special Forces Trainers can stay longer if you so desire to finish the training of your police.

I direct your attention to the following bids of International Support...."

"The Union of the Southern Cross pledges to continue its efforts to provide humanitarian relief and law and order within the Philippines, and are ready to stand committed to continued operations to keep the Philippines stabilized. Especially while international aid is dispersed.

The decision to maintain SCDF forces in the Philippines archipelago until these operations are deemed fulfilled is up to the newly-revitalized Philippine state, and we will gladly follow any directive, so as to respect the sanctity of their sovereignty."

The Confederacy of Brazil officially recognizes the Philippine transitional government as the successor to the previous Philippine government, and as such, the first and foremost legitimate authority of the Philippine people, islands, and their inhabitants.

The transitional government asks that any forces remaining in the Philippines please work with the Philippines military in providing security for citizens and all aid workers in the mainland. We ask that any movements be coordinated with local Philippine commanders to avoid raising any tensions or causing any unfortunate incidents.

The transitional government thanks the Confederacy of Brazil for their recognition of our authority.

The security situation was well in hand across the nation with only the refugee camps needing the extra man power required to keep the peace and bring a swift halt to any subversive or criminal elements trying to take advantage of the refugees. Regular foot and mounted patrols was enough to keep trouble makers under control and select teams would be tasked with raiding any areas identified as having connections to crime. The result of this was numerous arrests of low level members of the criminal gangs who had decided to try and make some money off of the survivors distress.

With the return of the Filipino Military, the 1st and 2nd Marines are ordered to immediately begin returning to the Kingdom via ship and air. The two WASP class landing ships are reloaded and Rogue Flights begin flying the Marines back to their home country. The 4th Marines are left in place to provide security for the remaining Kingdom Special Forces detachment from the 4th Special Forces Group.

As the medical intensity of the relief operation is falling drastically, the priority for treating Filipino citizens in the Kingdom is no long as urgent. Local hospitals and foreign hospital ships are more than able to handle the workload. The long term care cases are left in Kingdom hospitals while the ambulatory patients are returned to the Philippines and placed in native care facilities. As the long term care patients are matched with treatment facilities in the Philippines they will be quickly flown to them via Kingdom Air Transport, which is predicted a process taking no longer than a month or two.

The Pinoy Air Charter Company handed over to the Philippine government. This will give them 18 Caribou Twin Engine transports and another 23 Mi-8 Helicopters. Included in this are the pilots, crews, ground crews, and stores of parts and fuel. As Marine Air units begin to pack up to return to the Kingdom, they are ordered to turn over stores of equipment to the Pinoy Air Charter company that include more fuel, more parts, and other items that are deemed not worth freight cost of shipping home, but are in first rate condition.

The Special Forces Detachment is busy concluding the training of the first group of Manila Police Department trainees. With the announcement that Manila will not be rebuilt, the trainees are issued certificates of completion for the course along with a detailed list of what they've been trained in and are given temporary positions as police officers patrolling Kingdom hospitals, Kingdom controlled refugee camps, and securing other Kingdom sites. Once Kingdom forces have left entirely, these men will be given references and a decent severance package to go along with their certificates of completion.

Once the Special Forces Detachment finishes their training duties, they will depart.

Engineering teams no longer having to worry about rebuilding the once beautiful and proud capitol of the Philippines begin winding down their operations and likewise begin packing up to return home. More focus is put on assisting the injured and homeless to find placements and new homes and far less is put on rebuilding what has sadly been written off. While the Marines and Engineers of the Kingdom are somewhat confused by the decision of the Philippine government to not rebuild their capitol, they are more than willing to return to their own families.

The Engineering teams from Axum would be given a request to put their decision to leave on hold and would be asked to help provide assistance in building a new capital of the Philippines. This would explain why Manila was not being rebuilt, it would be revealed that two nuclear power generators had been built to power the old capital of Manila and the nuclear weapon had cracked their reactor seals and they were leaking such high concentrations of radioactive emissions even nuclear protected suits would not be enough. It was estimated that the city of Manila would be a radioactive wasteland for at least one hundred years if not a lot longer. Hopefully the Axum engineers would agree to the request and would stay to help their Philippine counterparts in building the new capital.

"The Principality of Tikal has the technology to seal and decontaminate the city of Manila and the nuclear reactors. We'd only need to ship the appropriate material and worker teams and robots in.

Should the Philippines want us to do that, we'll begin with the operation post-haste."

The Philippines will allow the Principality of Tikal to begin such an operation however, before the operation does begin we would prefer if you explained the process to our own engineers so that they will know exactly what is being undertaken. If that is acceptable then please begin transport of all necessary materials and personnel when ready.

"Naturally. The first step would be to use mobile, heavily insulated platforms such as autonomous robots or our manned Zaku walkers to work on sealing up the damaged reactors. This would only be a temporary measure to massively reduce leaked radiation. Once complete, the same teams would then begin to clear the most heavily irradiated regions of Manila, working their way towards less radioactive areas further from the point of detonation and the reactors. The material gathered in the process would be sealed in heavy leaden containers and later sent to Tikal where we'll dispose of it.

"Considering the size of Manila and the small amount of clean-up teams we would be able to provide, we expect the process to take some years. Further, the ground water might experience more radiation than usual, though we believe that it would still be safe to drink after filtering. For this purpose, we would suggest that if Manila is rebuilt at some point in time, ground water should be harnessed only by state-sponsored filter facilities. But that's in the far future for now."

Philippine Air Force invests in drone technology and launches first spy satellite

The Philippine Air Force has decided to invest in drone technology for both defensive and offensive measures at home and abroad. Testing on the first MQ-1 Predator drone model has began at the Air Force's primary research and development base on the mainland. If successful, and it is expected that tests will be, full development will be undertaken to form whole wings of MQ-1 drones. In other news the first spy satellite has been launched into orbit over the mainland. Under the control of the Air Force this satellite will observe the Philippine mainland and local area to help provide detection of hostile forces.

Protests against the new anti-extremism law to go ahead

Protests from the minority Islamic population in the Philippines are to go ahead this weekend. These protests are aimed at the government in opposition of the newly implemented anti-extremism law which the Islamic religious leaders state is against their right of free speech. So far the government has made no comment on the protests or attempted to have them halted. Local police units will be on hand to ensure no trouble breaks out.

"With the resumption of effective governance in the Philippines, the Union of the Southern Cross has effectively begun a pull out of its stabilization forces duties, and will continue to do so over the next week. The SCDF Naval Forces and auxiliary units of the Air Forces will both be engaged in the effort, while humanitarian aid will flow into Manila, Davao, and Cebu as needed, to ensure continued stability in the region.

The Valor Carrier Battle Group has been shifted to the Celebes Sea to support the safe transit of military and auxiliary transports, whilst a small surface action group has dispatched for international seaway patrol in the Java Sea."

Large crowds have gathered outside of the government parliament building in the newly designated capital city in protest against the ultimatum delivered to Hawaii. These protesters currently number of one thousand people but many more are still arriving and smaller protests are happening around the nation. Many of the protesters are decrying the threat of force from Tikal and are calling them war mongers and tyrants. Some protesters when interviewed were asked about reports of Hawaiian movements in South America. They responded mostly by saying that they only had to be ordered out of the territory they had taken and that threatening destruction was going too far. So far the protests are staying peaceful but the protesters are making repeated shouts and demands for the Philippine government to actively denounce the Tikal government and the more hot headed among them are even calling for some sort of sanctions against Tikal.

Sanctions are of course unlikely due to the Tikal lead efforts in cleaning up manila in the wake of the nuclear attacks however, many protesters seem to have forgotten this fact in their support of Hawaii.

Despite the protests, clean-up teams in Manila and the people of the hospital ship Salvation continued their work, slowly but surely removing radioactive material. One of the two reactors had already been sealed up, and efforts were being made to ready it for transportation.

Philippine recon teams would stay under cover as best as they could, blending into crowds and other workers whilst they carried out their missions. These missions would be to use high powered and high definition cameras to snap pictures of the Tikal Zakus in action as they worked. These photos would be taken in as much secret as possible before being sent to the Philippine military research and development division.
