HIPACOM urges the Philippines military to abandon Wake Island, which was once the territory of the United States and stationed by US Pacific Command. As Hawaii Pacific Command is the direct descendent of USPACOM, it is our responsibility to safeguard the island, the surrounding ocean and the abundant native flora and ecological diversity. In addition, the island would be extremely useful as a HIPACOM logistical forward operating base in assisting with Philippine relief efforts and in assisting refugees who have relatives in the Hawaiian Islands. In light of the increasing need for Philippine forces to be redeployed elsewhere, Hawaii is ready to assist in redeployment efforts and ensuring a smooth transition and change of command between the Philippine and Hawaiian armed forces. Manila

 

The 4th Marines are joined by the 1st and the 2nd Marines. The three regiments put a total of 13,500 Kingdom Marines upwind of Manila, but not too close given it was just nuked. Rogue Flights are arriving hourly all over the Philippines and deposit food, medicine, clothing, and tools for the Filipinos to distribute as they see fit.

 

Notices are posted:

 

 

Wanted, pilots capable of piloting the F-16 Fighting Falcon Aircraft. Good wages will be paid for experienced pilots and likewise ground crew members. Short term contracts on offer for service in the defense of the Philippine Islands. 

 

 

 

Wanted, construction workers for rebuilding projects. Apply directly to Mpesa Ltd. Offices. Fair wages paid.

 

 

 

Wanted, experienced soldiers to fill the ranks of a Filipino staffed and Filipino led Paramilitary Division for service around Manila. Fair wages paid and bonuses for veterans who can prove prior service. 

 

 

Recruitment stations are established through out the growing relief centers. While the tents are still going up, the ground work is being laid for a highly economical and somewhat legendary form of housing. Numerous prior service Legionnaires would either curse the memories of their barracks or laud them as being economical and efficient. Yet, despite the economical aspects of what is come, they would be easy to place, easier to hook up to public services, and easier still to maintain.

 

On the decks of container ships are hundreds of containers, packed with relief supplies. These aren't your average containers, they've been retrofitted by LegionWorks. The outlines of windows, water intake valves, and other necessary items are etched onto the outside of the containers. The inside have floors that contain all the piping and electrical apparatus for a fully functional home. Fold down furniture is attached to the walls. Once the cargo inside the containers, relief supplies, are removed the empty container will be trucked to its future home. Once there it will be put on a concrete pad and fitted with windows and doors. Next to it a locally fabricated steel staircase will be installed as the next container will go on top of the first. Within hours, an entire city town will be created providing hundreds of homes for those so recently and cruelly made homeless.

 

Once the new tenants have moved in, they'll find Filipino Paramilitary troops, paid by the Kingdom to keep watch over them. They'll find locally hired workers to keep the lights on, the water flowing, and the toilets working. It certainly won't be pretty, but it'll have all the extremely minimal comforts of home that an entire refugee family could want. 

 

Until then, the Marines will continue expanding their relief efforts. The Engineers will continue building the necessary infrastructure and preparing for the soon to arrive prefabricated housing units. The other projects, notably the base needed to provide missile defense, are going at full steam ahead as well. 

 

The bickering about the Indian base is of no concern to the Kingdom, in fact:

Manila

 

The first wave of container ships arrive and begin offloading. Locally hired trucks have containers craned directly off the ships and onto them. The trucks are escorted, in convoy, by a heavily armed Kingdom Marine company to their destination. Once there the containers would be open, the supplies placed into depots. The depots themselves are often large open areas cordoned off with razor wire and guarded by Kingdom Marines. Of every 50 containers, 5 are left unloaded, and sent along with the other 45 with their contents left inside. 

 

Once the majority of the containers are unloaded, they are taken to their next destination, in groups of 50. Upon arrival, a swarm of Engineers, Legionworks reps, and Mpesa workers begin unloading them, placing them, cutting out the doors, windows, and connecting water, power, and sewer lines. The five containers that aren't unloaded are opened and packages of cooking utensils and other items necessary for living are found inside. The containers are stacked five high, given a steel tube staircase that has pierced steel stairs, and their services packs are taken from the rear wall where they were duct taped before shipping and installed on the outside of the unit. 

 

Mpesa, give the task of spearheading the local rebuilding effort, organizes itself into three distinct entities. Each entity is given a engineering company and a unit of veteran administrators who are well experienced with working overseas and in disaster areas. Numerous are prior service members of Legion Special Forces Civil Action teams. Each of the three entities are in a frenzy of hiring, assigning responsibilities, surveying the damage, and preparing work schedules. The first of the three entities are Triple R, or roads/rails/runways, whose responsibilities are fairly self-explanatory. The next, is Shady Acres Utilities, whose responsibilities are ensuring water and power utilities are brought back online and kept online. Last, is Craptopia, whose responsibilities are to handle the sewer utilities. 

 

Most of the workers haven't been dispatched to their formal jobsites just yet as the process of unloading the containers, setting up tents, pouring slabs for future container sites, digging trenches for water lines, digging sewer lines, and the dozens of other details necessary for creating the viable infrastructure necessary for the refugees new homes needs to be done. Once the container dwellings are in place, the work of the three Mpesa departments, the training of the Paramilitary, the pilots, and so forth will begin. 

 

While all of this is going on the Rogue flights are still underway as they shuttle in supplies and manpower. The 48 F-16s selected for equipping the soon to be hired squadrons of the Pinoy Air Charter Company are being carefully checked over and refurbish as most have been sitting in the boneyard for quite a few years. As they were carefully prepped for storage not much needs to be done other than washing them off, installing their engines, upgrading their electronics, and rearming them. Once the pilots and ground crews are hired for the Pinoy Air Charter Company, they planes will be sent over by ship and handed over to their Filipino crews. 

 

Special Forces companies will soon arrive and will be given the task of training, supervising, and handling the soon to be formed Manila Police Force. With them will come uniforms, equipment, training tools, vehicles, and other items necessary for the rebuilding of a badly needed police department.

HIGHLY CLASSIFIED:

 

After the successful completion of Joint-Base Homonhon Island, the Ministry of Defense would order Carrier Strike Group 5, Carrier Strike Group 7, and Expeditionary Strike Group 3 (already near the Philippines) to begin delivering aid to the surrounding villages. The new airfield would begin clearing civilian flights to land at the base to deliver additional humanitarian aid from India. One Infantry Division would be deployed to the joint base along with One Marine Expeditionary Force. Tier 1 and Tier 2 SPECOPS operators would arrive, although the type and number would remain secret. The Air Force would deploy military transports to the base to begin medical evacuations of Filipino citizens severely injured to be flown to the St. Teresa Military Hospital in Sri Lanka. Premier of Holy Pacific Imperium Prince Sahir has appointed ADM Naresh Amin as the commander of the joint base.

The Empire of Babylon is presently in control of an airbase through a military agreement in which military assets of the Empire are based. As such, until we have left the island and removed our hardware, the Phillipines is to be left alone by all parties with the exception of civilian aid.

 

India is to remove its military base at once and without question. All humanitarian aid can be flown in and shipped in to other civilian ports un affected. India needs no military facility to do so.

 

We will enforce this requirement with force if required. We also extend an official request to the Southern Cross to deploy peacekeepers to the islands to maintain law, order and stability as a major power in the Pacific region unaffected by the Nuclear attacks.

Why does India have to provide peace and security when the Union of the Southern Cross is a lot closer and has been ASKED by other nations to watch over the Phillipines they didn't just show up.

Hawaii hereby gives notice to all countries, Imperialist or otherwise who are involved like so many carrion birds in the Philippines that Wake Island is hereby protected from Imperialism. Filipino forces have entirely defected to SOCSOV following communications between HIPACOM and Philippine forces who had essentially been abandoned on the island. Much of the forces represent the cream of the crop of the former Philippines military and will be integrated into the Hawaiian Social Kingdom.

 

The first resupply ship has arrived with food and medical supplies from Midway Island. Footage of the defection has been broadcast throughout the Pacific through SOCSOV anti-imperialist television channel Sovereignty Now.

"The movements of large formations of troops to a single base does not preclude a humanitarian operation, the Union of the Southern Cross questions why such large formations are being moved to a single base, instead of being dispersed. The fact of the matter remains that the reasoning for such large formations being moved into the region without dispersal as part of a wider humanitarian mission, makes them seem more suspicious. The Union of the Southern Cross recognizes the reasons behind Cascadia's concern as this being movement to potentially use the situation to secure basing rights for power projection into the Pacific.

 

Peace and security in the region would be best sustained by ensuring that these constructions are temporary, and not permanent, as these movements are unsettling to partners in the region. The Kingdom of India has to understand that every nation is entitled to feel threatened by moves of others, for whatever reason. Cascadia has brought up credible points to keep in mind, and it would do India well to keep in mind how its actions can effect other nations.

 

If India is so interested in an organized international humanitarian response to events in the Philippines, the Constellation Council urges the Kingdom of India to make contact with SCDF assets moving into the region. The SCDF is taking a leading role in response to the fall of the Philippine government, under the auspices of the International Stabilization Force - Philippines. It would be useful for our units if Indian units could integrate themselves into the chain of command, and work alongside elements of the SCDF Ground Forces that are beginning to arrive in the Philippines as we speak."

As efforts to stabilize the situation are ongoing in the Philippines, the SCDF Ground Forces have doled out assignments for its units, which will form the core strength of regional units of the ISFP.

  • Task Force Faith - 2nd Battalion, Australian Scottish Regiment - Mindoro

  • Task Force Justice - 1st Battalion, Queensland Rifles Regiment - Cebu

Additionally, sub-units have been assigned for smaller islands of the Philippine archipelago, and have been appropriated for deployment as soon as possible;

  • "Jay Force" - D Co./6th Btln./Royal Australian Regiment - Masbate

Several units have been assigned support and logistics formations to help make their mission easier. Several of these support formations include liaison units, military police, field and construction engineers, medical support and evacuation, army aviation elements, and special reconnaissance teams. All of these units are integrated under battalion headquarters control, to essentially form battalion task force teams that can cover wide areas of responsibility and effectively coordinate with local security forces. Elements of these units are beginning to arrive via air transport, but the balance of several units will be sealifted into position, whilst being covered by the various elements of the [i]Valor[/i] and [i]Victory[/i] carrier battle groups.

In the interest of sustaining Indy-Asian diplomatic relations, and to ease concerns of regional powers, King Kanaka Palan has decided to close the military base after Indian humanitarian assistance is no longer needed. Any Indian resources, whether civilian or military in nature that the SCDF may deem necessary please inform us so that we may accommodate your needs.

Manila

 

The newly hired and rapidly growing Manila Police Department was able to reform around the remains the survivors of the former agency. The new hires and the survivors alike are subjected to a thorough vetting to weed out any problem cases and more than a few are quietly removed from the training program and transferred to one of Mpesa's three organizations. Those that remain are put into a training program to teach new skills, polish old ones, and to weed out the incompetent. 

 

It suffices to say. the fifty percent drop out rate of the trainees proves the point that not everyone is fit to serve as a police officer.

 

The container homes are going in at 150 a day. Each and every day, 150 families gets a new home that is connected to clean drinking water, has flushing toilets, and electricity. They certainly aren't the most comfortable of homes, but they do the job required of them far better than a Legion Issue General Purpose Large tent or a shack made out of tin and tar paper. The shanty towns are quickly moved into Legionnaire Tents as soon as space opens up for them with the departing of Filipinos to a newly laid container home of a repaired native built domicile. This allows the Kingdom Engineers, in conjunction with Kingdom Medical advisers, to quickly relocate the Shanty Town dwellers and then raze the shantytowns and purify them with flame throwers.

 

Sewer services aren't yet connected to the main grid given the damage to Manila's infrastructure. The local sewer collection points are pumped out daily and the waste trucked to a main purification plant that came through the attack intact. Two more major waste treatment plants are slated for repair and another three more for construction. For now, the holding pools repurposed from large metal water tanks, will do the job asked of them so long as the "crap" trucks keep on rolling. The drivers of said "poop" mobiles earn wages nearly three times the going rate of a driver, which makes the jobs the most loved and yet most universally hated by the locals. 

 

And the perfect security job for a Kingdom Marine who is sweating out a punishment detail. The hot sun, the endless laughs, and the ribald jokes of a Marine's messmates after the returning hero stumbles back into his barracks to a welcoming torrent of bars of soap hurled at him with screams for him to not to return till he's showered twice and burnt his uniform. 

 

The Mpessa Triple R company has finally gotten to work. Their job being roads, runways, and railways is not a small one. They start with the smaller networks connecting the refugee camps to the rest of the country. Using bulldozers they being clearing roads and laying the foundations for proceeding into Manila once the radiation levels are determined to be safe. This mostly consists of training Mpesa employees in how to properly work in a nuclear environment using the appropriate safety techniques and protective equipment. It also means stockpiling equipment, organizing working groups to maintain equipment, and formally creating the necessary internal divisions that such a company would need to have in order to be efficient and profitable. 

 

The same is true for the other two Mpesa divisions. Both are hard at work locally connecting the refugee camps, local communities, and cargo container camps to utilities and services. Both have a large demand for equipment, vehicles, and manpower that are slowly being addressed by Mpesa's upper administration who by their own admission are feeling somewhat overwhelmed even with their teams being made up of Legionnaires who have decades of experience in relief operations all over Africa in often what are described as highly challenging conditions. Even with these problems, the evidence that progress is being made, is visible to all as the container villages start springing up and Filipino homes are being repaired and families returned to those homes.

 

The Pinoy Air Force is scrapped for now given the complete and total collapse of the Philippine government. Rather than equipping them with F-16s as the plan had been, they are given a number of twin engine transports and crews for handling local cargo and medical missions. The venerable Dehavilland Caribou is selected to fill the local transport role along with a number of Mi-8 Helicopters. With these aircraft doled out to their crews, the Pinoy Air Charter services will hopefully grow quickly enough to provide the Philippines with their own local transport capabilities for the Manila region. 

 

Medical relief efforts are still going full tilt with hundreds of patients being checked, given aid, and either sent home or transported onward for further treatment. The Kingdom's hospitals are full to the capacity as returning Rogue flights bring new patients with them. Medical supplies, doctors, and nurses are dispatched to hospitals in the Manila region along with teams of Marines and locally hired doctors and nurses to begin rationalizing the medical services of the region through a single unified committee and to hopefully take the strain off the Kingdom's own medical system.

 

If everything goes as plans, and admittedly rarely anything ever goes as planned, the Kingdom Marines will begin departing within a month and be fully pulled out within three to six months. By then the Mpesa companies will be signed over to local investment groups or the newly formed government of Manila and the Kingdom Special Forces teams will have finished organizing and training the Manila Police department. The long term issue of the Philippines will be a tricky one but given the determination of the average Filipino to rebuild their homes and get on with life, it is expected they'll be just fine given enough time and a "little" bit of help.

The transitional government would like to thank everyone who has stepped forward in these trying times to lend aid to our battered nation. Thanks to your efforts many lives have been saved and many of our citizens are in much better conditions than one would expect after such a disaster. However, changing times mean changing priorities and that is why we the transitional government of the Philippines must ask that any deal made with the old government for establishing military bases of permanent residence on the island be declared null and void. All of those effected by this must vacate these bases as soon as possible. To clarify this is only for permanent bases any temporary bases are acceptable as long as they will be removed once they are no longer required.  

 

In addition any reports of Wake Island having sided with the nation of Hawaii are false and is certainly propaganda made in an attempt to steal the island away from the Philippines. Our forces stationed on the island have reported that they remain loyal to the Philippines and will always remain so. Any attempt to remove them will be counted as a hostile act.

 

Luckily the Philippine military stationed on the mainland had not agreed to the Axum request for scrapping their equipment and had instead only moved them into storage. With the transitional government having reestablished themselves the Philippine military brought all their equipment out and put it back on to active status ready to defend the mainland when needed.

There is a highly detailed transition plan in place for the speedy withdrawal of Kingdom Forces from the Philippines. Once the Manila Police Department and other regional police forces have their manpower levels brought up enough to provide security for the population of Manila, the Kingdom will start sending our troops home. The first class of graduates is expected to take to the streets and join their new commands within a week and a half.
