It's seriously sad that an alliance with 1500 offensive war slots can only muster up the use of one. It's like that time during DH/NPO war when I had been eating nukes for 4 months but I had to fight a rogue for you because you guys couldn't get anyone to declare, and THEN, I couldn't get a drop of aid from one of your 3000 aid slots. I had to ask my alliance mates who just got done sending 7 Billion Dongs to GOONS to drop me some cash. Nut up already and declare war on his one 5k NS nation.
