Rooman is just like the bad alliance leaders from 2008 and before. If we wanted CN to be really entertaining again we would let a bunch of people like Rooman run it. It woudl be like League and Aegis vs Initiative all over again.

Cerrdiwyn is right. If you sign treaties (or for that matter if you declare an aggressive war) you're not neutral. Rooman is one of the most flat out annoying leaders in CN history, but I'll go ahead and give you some honest advice anyway. GOP should be dropping the pretense of neutrality and upgrading with VE to an MDoAP. The fact that they stood up for you as much as they did shows that they are worthy of your respect in this fashion, and as far as I and anyone else watching is concerned you are in no way a neutral alliance anyway. To be honest the protectorate treaty itself was a violation of neutrality. Neutrals don't sign treaties. As far as Pax Corvus is concerned, there's no way I'd consider attacking them aggressively. Why? Because I see a number of quality members of other alliances there. If Han Fei Zei formerly of the Gremlins has decided to go sit in Pax Corvus, they must be alright. I see others I remember as well. TDO has never done anything in its history (despite having much better opportunities to than even GOP had here), and I didn't see a single redeeming member in TDO. Just a bunch of unknowns and zero casualty nations. And the grand punishment of Allarchon, to face 1 week's worth of war? Hahahaha. Most CN alliances that ever meant anything spent over 6 months at war in their history. TDO couldn't even build massively impressive nations like WTF or GPA with (almost) complete peace for 5 years (and for that matter, WTF has actually showed up and participated in live wargames before, I remember fighting a very excellent WTF fighter in 2011 in one of these). If you're going to be neutral, import tech and build up big warchests. No one will ever attack you (unless you start attacking others or whatever). It shows you are competent, and everyone respects competence. If you want to not be neutral (like GOP) sign treaties. I for one am looking forward to a long overdue upgrade of GOP with VE. Hopefully Rooman posts less walls of text the next time he goes to war, no one wants to read that.
