There actually is a population boost for land (0.2 citizens, 0.5 with the agriculture wonder) but the effect isn't as beneficial unless you have an enormus amount of land.

You probably increased your bills by purchasing more improvements. Also, if you recently changed your government to monarchy you may have lost the 5% upkeep reduction on improvements as well. Swap out something for labor camps to bring your bills back down would be my recomendation. (Also not publicly posting that you spent your warchest would be a wise move ) Also just realized, your bills mostly went up because of the infra upkeep spike as outlined here: http://forums.cybernations.net/index.php?showtopic=843
