EDIT For clarification, by aggressor I mean the one who declared war, not the one who started the conflict itself.

Likewise, you have quite the obtuse understanding of the word "strategy". strat·e·gy/ˈstratəjē/ Noun: A plan of action or policy designed to achieve a major or overall aim. The art of planning and directing overall military operations and movements in a war or battle. I didn't realize that preemption/immediately entering a war were the [i]only[/i] two viable strategies in CN (protip: they're not).
