In a good way, of course. OOC commentary is welcome if you don't want to post ICly, just not too much of it, please. Oh, and if you're wonder - think Alysandra as a cross between Generalissimo and your typical seventeen-year-old. - = = = - It was royal law in Cyneriice Northan that the crown could be passed down to any willing blood relatives of Queen Cybil, should anything happen to her. The only reason her advisors had been taking the throne was because her parents - who were simple folk, and enjoyed a quiet life in the far north - had declined inheriting the throne from their daughter. Ever since her disappearance, her council members had been conducting an extensive genealogical search in secret, hoping to find someone to take crown. With Yuralria dead-set on her bear cavalry, and already scheming about importing penguins from Antarctica as infantry, the council had agreed they had to do something. Fast. And thus, Alysandra Lacroix, fourth cousin twice removed of the lost queen, was immediately shipped from the far end of the Arctic when she heard there was a throne waiting for her. Like her cousin - barely known, but sharing the same ambitions - she had always wanted a kingdom of her own for the people of Baffin Island. While the protectorate was good and all, Viniland itself...got more attention than its outlying lands. At least, in the opinion of the de Blanc family and co., who had had revolutionary tendencies for quite some time. Someone, somewhere in the great expanse of the world, had facepalmed at her announcements. Upon failing he turns to the messenger and asks, "Don't tell me you sent them some of the special "special" rice wine we had made up?" "I won't tell you then sir," replies the messenger. "I mean tell me you didn't," Ficai demands. "I didn't," replies the messenger. Ficai ponders committing the sin of killing the messenger. He really wants to, but decides against it. Even if the young fool did send the drugged rice wine the chances of it causing this sort of bizarre behavior were slim to none. He watches the messages again, snorts, and finally has an evil thought and laughs as he says, "Someone get me a notepad." I apologize for the seriousness of my tone, but an important issue has been brought to my attention by my advisors. Thus, considering the war in Europe - which has already sent a number of refugees my country's way via boats and planes - I hear by put into place this doctrine. The Conscientious Objector Doctrine1. What the Doctrine Covers The doctrine covers the issue of conscientious military objectors of the war seeking asylum in Cyneriice Northan when their country is called to war. This may apply to conscription forces only, as their enlistment is forced by law and without their willing consent. 2. What This Doctrine States A conscientious objector of warfare may seek asylum in Cyneriice Northan for the duration of their country's war, as long as they meet the following criteria: - They are not wanted or currently being charged for war and/or military crimes (sans desertion) - Their reasons are legitimate for objecting to the war (e.g., human rights violations by their commanders, a psychological condition that has been ignored by their military, etc.) - They have no criminal record and/or have a clean record in regards to human rights during their conduct in past and present battles - They are proven not to be spies, bounty hunters, or anything of the sort, for it seen as meant to bring harm to Cyneriice Northan and its people - They do not attempt to leave the country, unless they are lawfully deported from Cyneriice Northan - They follow all laws of Cyneriice Northan made in the present and future, including past laws which may be re-established 3. What Benefits Objectors May Be Given Objectors who seek asylum in Cyneriice Northan will be given a safe place to stay, a temporary passport, and may be protected by Cyneriice Northan from harassment by their former country. After the conflict the objector(s) country(ies) are in is over, they may apply for full citizenship or dual citizenship, and be freely allowed to return to their country whenever they wish after the conflict is over. As stated above, they may not leave the country, to prevent spies from taking advantage of Cyneriice Northan. They may not take government positions or participate in public services (as doctors, police forces, firefighters, etc.), and upon breaking any of Cyneriice Northan's laws of considerable consequence, they will be deported back to their home country. 4. Concerning Deporation of Objectors Cyneriice Northan will willingly deport any objectors who go beyond their given benefits, and who break any of the criteria that allows them to live in our country. If the home country of the objector(s) gives evidence of any information unknown to Northanic officials concerning breaking of the criteria of any objector(s), then Cyneriice Northan will deport the objector(s). If an objector is seen as a threat to Cyneriice Northan and/or the CAN, Cyneriice Northan will deport the objector(s). If there is severe threat of invasion, Cyneriice Northan will deport objector(s), unless another country, not involved in the conflict and with a clean human rights record, takes them. 5. Doctrine Edits The doctrine may be edited at any time, for any reason, and all edits shall take full effect afterwards. However, it didn't mean she wouldn't support her. The fact that someone much like her former self had come to the throne of this relatively stable artic country wouldn't concern her much. Regardless, the Foreign Affairs Ministry wanted her stance on things. She gave it to them. "Send them a basket with sake and rice, and offer an invitation to meet with one another." *Public* While the new leader of this nation can be considered 'strange and eccentric', this does not mean she is unfit for rule. Such rulers have come forward in the past, and some have been bad, some have been good. The course this takes shall be decided in time. Regardless, we hereby invite the Queen to visit the Japanese Empire and meet with Empress Suzumiya. Any civilian serving in the Imperial Army, Navy, or Air Force will not be allowed to use the 'Conscientious Objector Doctrine' to their advantage, however, shall be charged with treason and sentenced to execution by firing squad. Civilians will be allowed to leave the country under the doctrine, but only after going through the proper government exit procedures. But clearly, this new monarch seems to have the behavior of a teenage girl, a far cry from Queen Cybil, who was apparently a wise, fair, and just ruler.
