In any case, it didn't matter to him. The Queen had specified they weren't signing the MDP clause.

king of cochin
The Kingdom of Cochin reiterates its willingness to sign Non aggression and economic clauses, which would not mean that we do not reserve our right to defend any Asian nation that calls for help. Even though we would not sign the Mutual Defense clause, we may intervene in the defense of our fellow Asian nations.

That being said, I don't understand what is such a stretch about defending the region from hostile invasion?' "I do not believe this time to have been wasted. Even if the vast majority of nations are entering at NAP level, these debates have been necessary to define the MDP level. As stated by several other nations thus far, trust between nations is something that must grow to have a firm base, which is why there is a possibility to 'upgrade' a signatory from NAP to MDP level if they so wish. For this reason as well as our personal opinion, we feel the creation of a third ODP level is redundant and therefore unnecessary." "As for Zargathia, given that we have active MDP treaties with various other signatories alongside this treaty, we shall sign at NAP level. Though an MDP would be preferred, we feel we would be logistically unable to live up to the duties it holds should conflict indeed break out. As a White Cross signatory however, aid of a different nature will be all but guaranteed."
Ray Matveyev
"I believe no time was lost with this defense clause. We do not sign it because we don't have the resources to do so on such a large scale. In due time when the nations of Asia develop further - through pan-Asian economic cooperation - then the resources for a large defensive force become available. Once that is achieved, then you will see nations stepping up to the defense clause. It's shallow and pessimistic to declare it a 'waste of time'"

I believe this is what Cochin is saying and Selenarctos would be willing to sign at the ODP level too. The Kingdom of Cochin is in no way encouraging an ODP Clause. According to our foreign policy we do not recognize the necessity of Optional Defense Pact. Every nation always has the sovereign option to defend another nation, even if there is no treaty involved. Thus, even if an ODP tier is promulgated we would not sign it. We merely maintain our position that our involvement in the defense of a fellow Asian nation cannot be ruled out even if an obligatory treaty is absent. Acca Dacca
The Treaty of Bangkok Article I: Preamble In the interest of unifying the Asian and Oceanic continents through friendship, but not to create a hegemonic bloc that will extend its control to any other continents, Asian and Oceanic representatives have come together to create a suitable working treaty to provide mutual friendship to each other, respect for their neighbor's sovereignty, mutual defense and respect in economic trade. Article II: Sovereignty Sovereignty is defined as a nations supreme power over all their affairs, i.e. their military, their economy, and their people, and no nation will be permitted to interfere with said right of any signatory. Article III: Non Aggression As we are coming together as two continents in friendship, the idea of being able to attack our neighbors goes against all principles of this treaty and therefore, all Asian and Oceanic nations that sign this treaty swear that they will not commit any acts of outward aggression toward their neighbors as open territorial expansion through military might, nor covert aggression in the case of espionage and puppeteering as was done with the Dragon Empire. We are a family, we should learn to act like one. Article IV: Mutual Defense Coming together in friendship also means the ability to defend your friend. As two continents united in friendship, any act of aggression on members of this pact by either an Asian or Oceanic power or a completely foreign power will result in all possible retaliation from this alliance. However, as this is a treaty of unity for Asia and Oceania, non-continuous territories (Ecuador, as an example), will not be under the aegis of required defense. Does this mean that Asian and Oceanic countries cannot aid the Rebel Army in Ecuador? No, it just means it is not covered in this treaty. Only continuous territory in Asia and Oceania apply. Island possessions that can be directly accessed via sea routes that do not violate another nation's maritime possessions are considered continuous for purposes of this treaty. Article V: Trade Rights As a family, we should desire to help each other out economically as well. We have the benefit of having some of the strongest powers in the world on these continents as well as hopeful advancing nations and in light of that, should want to create a fair playing field for all economic growth. This being said, a reduction of tariffs should take place to lessen the burden of inter-Asian/Oceanic trade, strengthening our economic and political ties with one another and bringing the continents closer together through trading of resources. In addition making competition stronger and in our favor between our continents and the other continents of the world. Article VI: Expulsion and Exiting Family takes time and may not always be agreed by all parties. As such, all countries have the ability and the right to leave this treaty after a seventy two hour notice(RL), to all members of this treaty. As to Expulsion, any nation that breaks one of the previous article will be expelled indefinitely after notice and evidence of article breaking, and with the approval of at least 2/3 of all signatory nations. Article VII: Amendment to the Charter Amendments to this document must be approved unanimously by all current members. Article VIII: Voting For purposes of streamlining decisions and preventing unnecessary delay, abstentions are not counted as part of the total in any vote. Any nation that fails to cast their vote on a critical issue (expulsion or charter amendment) within 72 (OOC/RL/OOC) hours is considered to have abstained from said vote. Biohazard
Takeo looked around the room, a look of disgust plaguing his expression. He'd sat idly by, while the nations who made up Asia and Oceania bickered, proving to him that only a few intellectual people still existed within their corner of the world. Typing up something quickly on his terminal, to Haruhi's PDA, to notify her of his actions, he stood, addressing the gathered leaders. "Queen Ava, I would like to thank you for your hospitality; a hospitality that few within the room, even now, deserve. The goal you have expressed is, currently, far too much over the heads of many of the people gathered here. They are nothing more than imperialists, malevolent, hellbent on proving that their way of existence, that their culture, is the right culture, that they are in the right, and that you, figuratively, are in the wrong. Time and time again, the super powers of Asia, corrupt as they are imperialist, continue to attempt to discern unity, to shatter the fragile peace, the fragile hope of working together, and proceeding to grind it into a fine dust, blown to the wind, so that it may never again be found. Nations such as the Kingdom of Cochin, or Vauleo-Buryatia, both of which, have impeded upon, more Buryatia than the Kingdom, the advancement of unity, and have instead initiated the promotion of division. However far apart the cultures of Asia and Oceania may be, I have always regarded us better than the Europeans, whose very livelihood follows in the wake of war, of guns, and violence, better than the Americans, wishing nothing more than to keep foreigners out, to impose their hypocrisy upon those who might do them wrong, better than the Africans, who are lost, shattered, fragmented into a few cohesive nations, with the rest barely scraping the mark. I have reserved a faint, dying hope in my heart, that we could rise above such petty differences, walking hand in hand, spreading the unity, peacefully, diplomatically, methodically, to the rest of the world, for Asia and Oceania to become bastions of good and light, North Stars, in a dark, chaotic, and frightening world. In the time we've spent bickering, over useless tidbits, over nations not getting their way, refusing to compromise, to compensate, to unite, my flicker of hope has been been shattered, fragmented into millions of tiny pieces, scattered amongst the winds, forever gone from me. The pitch black of the dark has been swept over us, over every nation, over every breathing heart that makes the world go round. Towers of fortitude, of solidness, beacons of light and hope, dot the world, mixed as it is. Nations such as the Hansa, Rebel Army, Acca Dacca, Zargathia, and the Australians, nations that do not seek to become the best, to become the singular power, the singular nation, but seek to bring us together, so that we all may bask in our unity. As it stands, the nations of Oceania and Asia are not ready, and, I believe I have always known that, in the far reaches of my mind, infinite as any mind may be, that we would not succeed, we would not rise above the rest, to take our places; we would crumble, shatter, fragment and dissolve, broken down by petty disagreements and mistrust, no matter how much I attempted to rationalize it." He turned to the young queen of Acca Dacca, and bowed deeply, respecting her. "Once more, you have shown us all such kindness and hospitality, so much that it will probably never be reciprocated by many of the nations in the room, mistrustful and corrupt as they are, but once more, I can hope. I thank you, Queen Ava Jones. You are truly a magnificent person. With that announcement, I would like to notify you all of my resignation of Emperor of Dai Etania Teikoku, and that the merger is over - there is no merged nation, joined together, mocked by some as if it were an obscene abomination; there is a singular nation, a nation of Japanese people, and I do believe, no matter how far Asia and Oceania will descend into chaos, they will continue to survive, to thrive, and move on, carrying on their ancient and powerful legacy, for many ages to come, far surpassing all of us in our minute lifespans. I take my leave. Good day." Takeo stood, opening his jacket and pulling out an orange soda. He took a swig of it, and then left the conference room, soda in hand, taking his private laptop terminal, and notifying Haruhi that he was keeping one private jet, to carry him around the world. He'd make sure to spend the rest of his time, in solitude, away from the vile nations of the world. king of cochin
KP Varma looked up at the mention of the Kingdom and listened to some more of a useless ideological rant. At the very moment of its conception one of the potential signatories has decided quit. How shameful. It was considering these unstable tin pot nations that the Kingdom refused to commit its forces. Just because they could not get their way, they quit. He wished well for Haruhi, during the days of Cochin base in Vladivostok he had met her and found her interesting. Now without the Furion half of the merger, DET was bound to be weaker. So KP Varma made his statement, "The Kingdom wishes best of luck in your travels, Mr. Takeo." As he spoke KP Varma made another tick mark on his notepad again wondering what indeed did this man have between his legs? An anatomical structure or a refrigerator? The guy has been dispensing sodas all day from between his legs!! Perhaps that is the reason for this divorce. KP Varma chuckled at the thought. Elrich von Richt
Haruhi watched Takeo as he walked out the door, knowing they'd never meet for awhile. She sighed, but such could happen. The marriage was more political than it had been 'loving' anyway. Since his departure as Emperor, she was now the sole Empress of all DET territory. With the new restructuring into the past and the return of 'Japan', she had high hopes for the future. She stood up for a brief minute to make a speech. "Ladies and gentlemen despite this, I assure you that the nation is intact. We may have lost the Emperor, but I still remain. As long as I do, the territory of the DET will remain under my reign as the territory of one is jointly the territory of another per my initial agreement with Japan. As such, all territory carries over and with my recent announcement we've returned the traditional name to 'Etania', that is, 'Japan'. All treaties carry over, yada yada, and so forth. The only portion of the treaty we are willing to sign at this point is the economic section and NAP."

Imperator Azenquor
Lady Sharova chuckled for a minute before replying: “According to the gentleman who spoke before me(OOC:Takeo), my country has ‘impeded upon the advance of unity’ by seeking to ensure that our interests and concerns factor into the text of the treaty. Had we simply signed a blank document we would no doubt be walking headlong into an organization that would not necessarily be beneficial to us or to Asia or Oceana as a whole. As a representative of the people of Vauleyo-Buryatia I am expected to represent the concerns of the people of my country at this meeting. Should I fail to do so, and simply agree to everything like a satellite state, then I would have no right to call myself a representative. I will not apologize for negotiating, and I will not apologize for the stances that we have taken regarding certain issues. We have not, shall not, and will never sign a document that is incompatible with our own laws and our own Constitution. We find it laughable to be called ‘corrupt and imperialist’. How are we imperialist? Have we advanced our borders by annexing and squashing smaller, weaker nations? No we have not. Have we sought to expand our nation rapidly in all directions? We have not. Secondly, how are we corrupt? Does the gentleman have some insight into the government of Vauleyo-Buryatia that its members and officials do not? I doubt it. The points illustrated by the gentleman show precisely the reason why it is not an easy path to Asian and Oceanic unity. They have illustrated that some officials are misinformed and are harboring incorrect ideas regarding some of their neighbors in the region. When have we shattered the fragile peace? We had thought that such petty insults were above the leaders of Dai Etania Teikoku, clearly we are mistaken. We are committed to unity in the Asian and Oceanic regions; however unity for unity’s sake shall never stand. We will continue to advocate for a responsible union, that respects nation’s sovereignty and their own individual laws. Unity that recognizes that each country is different, has a different culture, and different priorities, but nonetheless has some common goals and interests. While we understand that the treaty as presented does not represent the unity that was intended, it is an important first step that can not be belittled. United organizations are not created overnight, and after one meeting. True unity is obtained after building a strong diplomatic relationship between members, and after earning mutual trust.”-Lady Sharova
Elrich von Richt
Haruhi nodded as Sharova spoke. "I hope you'll not take the words of my former husband into context, and understand that per my stance I understand exactly what you say. My view is that if we work together on a smaller level, such as the NAP and Economic clauses of this treaty, we shall one day be able to achieve something higher in the form of 'Asiatic Unity'. As you've said, it is not born in one night and exists over time through strong relationships and the people who work to build them." Amyante
"Zargathia will sign the document, with the omission of Article IV, 'Mutual Defense'. We wish to reiterate that this is not due to a lack of faith in your respective nations, but the recent disaster relief efforts in Dragonisia have confirmed the suspicions we had had after our work in Furon and Michuraza was done. As a relatively young nation, our reach is a limited one, and any military operation to aid a country that does not directly border us would degrade into working as autonomous cells rather than a united whole. While this would work in terms of relief squads similar to the separate 'cells' that had been formed during prior operations, you are all no doubt aware that this would be disastrous from a military point of view." "This, in combination with the fact that Zargathia has virtually no naval forces should hopefully clarify our position that we simply cannot follow up on a possible Mutual Defense clause with most of the Oceanic nations, and a considerable part of Asian nations. Should the day come that we can successfully and efficiently lend our military assistance to all signatories of this document we shall hold a national referendum on the inclusion of Article IV. Until that time has come, we feel signing a Mutual Defense clause of this magnitude would be too much for us to handle, and subsequently be unfair to the signatories that would expect us to live up to our obligations." Acca Dacca
Ava was still absorbing everything that was said by Takeo. Others had spoken, but Takeo spoke with authority and direction to all of them. She didnt know if he was right, but she wanted to set her own opinion on the table. Takeo had already departed, and the faces around the room had mixed expressions upon them. Ava stood up, and began to pace around the room. She did not put an eye on any of the representatives, rather, her focus was set on each of the flags that were placed around the room. Some looked, others didnt, and Ava finally stopped when she got to Acca Dacca's flag. I hung these flags up to show this is one room with many different nations present. Its a sight, really, to have such an organized meeting. Its an even bigger sight to see such a flimzy peace of paper hold together order and balance as well as general unity on these continents. Was all of this necessary to simply be nice to your neighbor? What ever your opinion may be on that subject, we are here, at this table working for something that is impossible to work out in years. We are attempting to unify our kingdoms and empires and democratic countries under one piece of paper. There are two simple and easy things we could have easily discussed once we have finished this treaty. A flag, and a name. I do not want that. For however united we may be in the next coming months and years, no matter how hard we will try, we have different ideas and opinions. We are attempting to be united not because we are united, because we must be strong, and there are far greater threats out there to be afraid of then your neighbor. No more do I want to hear of Imperialism. It is not something we will consider in this court. I say that none of you are imperialists, but for those that have ocuntries for new nations that desire to sprout up in your land, you must be prepared to have them represent themselves as a nation, and if they prove to be stable and peaceful, to be apart of this court. God help you if you kick any of them down. As for my mistrust and hospitality that some of you should not have recieved, your passed aggressions are noted, but are not held against you. We look to a brighter future where this treaty will hold weight. Yet, hear my words, for if you betray my trust then I, myself, will join my fellow soldiers in battle to rid your government so fast, you'll be but a skidmark on history. If you wish to kill your fellow Asian or Pacifican brothers, you best come to this meetings with a valid CB that we will all stand behind you with. Unity is preserved best by its members, not by the words on this treaty. Work together, trust one another. For those of you who wish, I hope to work together to set up a AsianPride. Any international sport events can also be organized within Asia and Oceania solely, and I would hope one of you would wish to host it. Any other ideas and these ideas can be discussed next meeting, where I will contact one of you to hopefully accept the responsibility to host the next meeting. Each meeting will have thier own agenda, and will not remain stagnant, as I wish for each country to have a chance to host meetings. " She sat back down, looked to the remainder of representatives still present at her table. "When your signatures are applied, you may take your leave. We accomplished more than has ever been accomplished. Let us see if it means anything to any of you. Please, go, and may peace be with you." She dragged her hands from a double facepalm, through her hair, down to her neck, her eyes closing for a brief moment, then opening.. She sighed and put on a smile.
