Bilbao, Euzkadi

Jose Aizpurua looked down at the floor in contemplation, a youthful looking man of 50 years and economist by training he had little inkling that his life would lead him to this point, from his seat behind the podium he gazed uneasily at the assembled packs of press while noticing the various suited Scottish security agents mixed in among the journalists. Silence descended upon the room as the local Scottish military official, General Alexander, approached the microphone;

''Welcome'' uttered the military man in his distinct Scottish accent ''as many of you are no doubt aware talks have been ongoing between representatives of the local Basque population and the Scottish government regarding the future of the Basque country'' the Generals monotone voice still commanded the attention of the various journalists ''so to elaborate further on this agreement I present the supreme representative of the Basque national council; Jose Aizpurua''

Jose rose to his feet and quickly moved shake the General’s hand in a tight grip as he approached the podium

''many thanks General Alexander'' Jose voice remained calm disguising the nervousness he felt ''as of today the Basque National Council, known In our language as the Euzkadi'ko Batzar Nagusia have reached an accord with the Scottish authorities in order to establish an independent Basque nation, Euskadi''

upon uttering the word independence Jose noticed a ripple of murmurs among the journalists

''the borders will encompass the Basque lands formerly under Scottish rule with elections due to take place after an initial transition period''

The furious cribbling of pens was the only discernable sound as Jose continued..

The Scottish armed forces and Police will also be maintaining a presence in the interim while the National council organizes the formation of our own Armed forces and Security services.The generosity of the Scots is to be commended and it is the intention of Euskadi to repay this by supporting Scottish interests in the Iberian peninsular as well honoring existing Scottish economic interests within our newly independent country''

Jose paused for breath glancing behind briefly at the assembled Scottish and Basque dignitaries..

''while no doubt you have many questions to ask you however I must hand you over to my press secretary who will be happy to take your questions, please forgive me but as you no doubt understand both my peers and I have much work ahead of us to secure our nations future, I hope the world will look favorably upon the our small nation and its newly acquired independence''

Jose backed away from the mic as his Press secretary moved towards the fore, taking a seat he wiped his sweaty brow as he contemplated the long hard nights ahead of him.

Geography

Euzkadi is formed of 7 provinces within two regions collectively known as the ‘Laurak Bat’, the southern province form ‘Hegoalde’ while north of the Pyrenees the northern provinces form ‘Iparralde’. In popular thought the nation is also affectionately called the ‘Zazpiak Bat’ which means ‘The seven (provinces) that are one’’.

Hegoalde consists of the provinces of Araba (Alava), Bizkaia (Biscay), Gipuzkoa (Guipuzcoa) and Nafarroa (Navarra).

While Iparralde consists of the provinces of Behe Nafarroa (Lower Navarra), Lapurdi (Labourd) and Zuberoa (Soule).

History.

The Basque people (known as the Euskaldun) are thought by some to be the remnants of a pre Indo-European presence in mainland Europe, since Roman times the Basques have remained in their misty hills straddling the western reaches of the Pyrenees [reserving their culture and unique non Indo-European language.

In recent times as the Iberian peninsular became the playthings of foreign powers with the Basques remaining indifferent on a political and social level however a renaissance of Basque culture in recent decades has led a far more peaceful form of Basque nationalism than the examples of nationalism from its past.

Demographics

Over the last decades in which the Basque country remained under foreign occupation and Basque society quietly underwent a period of isolation in which Basque culture and language flourished like never before. This had the result of eroding the use of Castilian (Spanish), however Castilian remains widely spoken despite its lack of official status, which has become a source of discontent for the Non-Basque (i.e non Basque speaking, largely Spanish speaking descendants of Castilian and Andalucían migrants) section of the population who are estimated to form 35% of the population

The Basque language, Euskera, has become in recent years the medium of education and with the unveiling of independence will become the language of administration. Some 50% of the population identifies itself as Basque according to a recent survey carried out by the Basque groups under the auspices of the Scottish government.

French speakers can be found in the northern provinces, in total they form around 10% of the total population, like the Castilian speaking segment of the population their native language is not officially recognized under Basque law which is a source of discontent.

Political structure

At present an interim administration headed by the Euzkadi'ko Batzar Nagusia (Basque national council) will oversee the initial independence period in order to establish the various branches of government. Jose Aizpurua, the chairman of the national council has been declared the first Lehendakari (President) but will relinquish the position once the first national elections take place.

The government (known as the Eusko Jaurlaritza) will consist of an elected assembly; Eusko Legebiltzarra, It is composed of seventy-five deputies representing citizens from the various provinces that form Euskadi. The Parliament will elect the Lehendakari who forms a government following regular parliamentary procedures. The proposed constitution will be staunchly secular in nature, with strict separation of faith and state.

Armed forces

The armed forces or Eusko Gudarostea are still in the process of creation with recruitment ongoing and training of an officer corp currently taking place in Scottish military academies. It is expected that the interim government will be announcing the detials regarding the Armed Forces structure in the coming days.

Security

Like the Military the police force of Euskadi; Ertzaintza (Peoples Guard) is still in the process of being raised.

In addition to the normal rank and file the Ertzaintza will also possess notable special operation groups:

• Beltzak - ("The Blacks") The black-clad riot police.

• Berrozi - Erzaintza Special Forces (SWAT).

Economy

In the 19th century the Basque country was famous for its industry most notably the production of Steel and shipbuilding, however these days the processing of metals and more importantly uranium has provided a new industrial age for the small nation.

In addition a thriving agricultural sector has become renowned for its high quality Cheese, Wine and Seafood produce. Scottish investments in the region are extensive and economists expect the Scottish and Basque economies to be closely linked for some time.

OOC: I will of course flesh out more stuff in the coming days and weeks, and needless to say Euskadi will be very pro-Scottish for the immediate future :D

The Republic of France welcomes the establishment of our new neighbour to the south, and invites the government of Euzkadi to visit Paris for closer diplomatic ties. We propose an agenda including such mutually desirable items as non-aggression pacts and economic treaties.

The Kingdom of Cochin welcomes the Republic of Euzkadi to the world stage.

The republic of Euzkadi is grateful for the well wishes form the Kingdom of Cochin. In addition we would interested in establishing embassies throughout all nations including Cochin, in order cultivate better ties between Euzkadi and the rest of the world.

The Republic of France welcomes the establishment of our new neighbour to the south, and invites the government of Euzkadi to visit Paris for closer diplomatic ties. We propose an agenda including such mutually desirable items as non-aggression pacts and economic treaties.

Euskadi welcomes the salutations of our northern neighbour and is honored to dispatch a diplomatic team immediatly for Paris, we look forward to forging a mutually beneficial relationship between our respective nations. The team will be headed by Belasco Aguirre and will have the remit to discuss and agree on a NAP and economic pact.

Tech: Ok seems i have a first world nation due to my tech level, however as a newly emerging nation i shall stagger the implementation of first world capabilities.

This is most satisfactory. French airspace have been be opened to the the Euskadi diplomatic team and necessary preparations for their reception made in Paris. We shall eagerly await the arrival of Mr Aguirre.

Many thanks, we shall dispach a diplomatic mission forthwith, it will be headed by Juan Andoni Imaz.

The Scottish Empire is pleased to grant independence to the Basque Country, and hope to retain close ties with our former protectorate.

Rest assured the Basque people are grateful to Scotland and will remain dedicated to maintaining the ties between our respective nations.

Sverige recognizes Euzkadi and sends it best ambassador, Viktor Hegstrom, to establish the first contact.

We are eternally grateful to Sverige for its recognition of our independence. We will eagerly await Mr Hegstrom's arrival and will dispatch our own ambassador to Sverige, Basajaun Oriola.
