The Constitution of The Confederation of Canada

Preamble,

Of Confederation,

Whereas Canada was founded on the principles that recognize the supremacy of equality and the rule of law and are recognized under the standards of; the National State, the Good Government and the Armed Forces.

Of Reformation,

Whereas the Canadian Reformation was founded on the principles that recognize the supremacy of equality, the rule of law and the natural order of civilizations.

Article I.

Of the State,

I.1. Citizenship Registration; Any Foreign Immigrant wishing to attain Canadian Citizenship must:

  • Change their alliance affiliation to "The Confederation of Canada"
  • Be free from any offensive wars, and must be free from war with another alliance
  • Switch their team colour to the white sphere (though, acceptable if not.)
  • Switch their national flag to the Canadian flag (though, acceptable if not.)
  • Not be a member of another alliance, or hold any obligations to another alliance.
  • Complete the Citizenship Registration Application.

Upon completion of the Citizenship Registration Application, Foreign Immigrants must wait until their application has been approved, upon approval they will be masked as a Respective Canadian Citizen. Approval of Citizenship Registration Applications is held by the Right Honourable Prime Minister. Respective Canadian Citizens can only attain the status of a Loyalist Canadian Citizen after fifty days of their Citizenship Registration Application having been approved.

I.2. The 'Canadianization' Program; Any Foreign Immigrant or Canadian Citizen who participates in the 'Canadianization' Program will be awarded with the Order of Confederation, Loyalist Canadian Citizen status (after fifty days of their Citizenship Registration Application having been approved, and if they aren't already a Loyalist Canadian Citizen) and the proper financial aid [iII.2.]. The 'Canadianization' Program requires the participant to:

  • Change their ruler name to a name with historical significance to Canada.
  • Change their nation name to compliment their new ruler name.
  • Propose a course of action as to why they have chosen to enrol in the program.

Before proceeding with the requirements, the participant must have filled out the 'Canadianization' Registration Application, and have it approved by the Right Honourable Prime Minister or the Honourable Minister of the State.

I.3. Education and Mentoring; All Canadian Citizens reserve the right to Public Education, and Foreign Immigrants therefore reserve the right to migrate to The Confederation of Canada without having to face an entrance examination. Mentoring and Public Education are made readily available to all Canadian Citizens, all documents regarding Public Education are managed and updated frequently by the Honourable Minister of the State, mentoring is also made available by the Right Honourable Prime Minister and the Honourable Minister of the State.

I.4. Civil Rights and Justice; "Whereas Canada was founded on the principles that recognize the supremacy of equality and the rule of law" it is within the Civil Rights of the Canadian Citizen that they may freely express their thoughts and affiliation, though this is limited by the discretion of the Right Honourable Prime Minister. Canadian Citizens reserve the right to appeal an Act of Legislation through a grouping [V.3.]. It is therefore the duty and privilege of every Canadian Citizen to respect and recognize the principles that recognize the supremacy of equality and the rule of law - themselves. Should this solemn oath and foundation be broken by a Canadian Citizen the following may result after the discretion of the Right Honourable Prime Minister or by any other designated channel:

  • Expulsion
  • Military Action

The House of Commons reserves the right to vote on such a discretion, and is therefore regarded as the only other designated channel of authority in such a matter.

Article II.

Of Foreign Affairs,

II.1. Ambassador Registration; Any Foreign Ambassador seeking to open up communications with The Confederation of Canada must complete the Ambassador Registration Application, in order for the application to be approved the following information must be detailed:

  • The Foreign Ambassador's alliance affiliation.
  • A list of the alliance's current government.
  • The Foreign Ambassador's status in the alliance.
  • The team colour sphere on which the alliance is based.
  • A list of their current treaties (though acceptable, if not.)

All Foreign Ambassadors are welcome to engage in communications with The Confederation of Canada, whatever the creed or nature of the communication may be. Upon approval of an Ambassador Registration Application, the proper, private Foreign Embassy will be created in which the Foreign Ambassador may seek out communication with the Right Honourable Prime Minister or the Honourable Minister of Foreign Affairs.

II.2. Foreign Embassies; With the aspect of a Foreign Embassy becoming a private and respected domain, the Right Honourable Prime Minister and the Honourable Minister of Foreign Affairs reserve the right to close the Foreign Embassy in question. This will take place after twenty-four hours of providing a notice to the designated Foreign Ambassador. Foreign Embassies will be treated with the utmost respect and will be home to acts of political communication only.

II.3. Foreign Policy; The Confederation of Canada maintains:

  • A strong stance on Trade and Commerce Protectionism.
  • A strong stance on Neutrality and anti-military.
  • A strong stance on anti-Dual Citizenship.

And as a result, Foreign Treaties will require both the signature of the Right Honourable Prime Minister as well as the Honourable Minister of Foreign Affairs for proof of collaboration and approval.

Article III.

Of Finances,

III.1. Financial Aid and Banking; The aspect of Financial Aid and Banking is given the discretion of the Right Honourable Prime Minister, the Honourable Minister of Finances and the House of Commons. Financial Aid can be defined as the act of a Canadian Citizen receiving or sending monetary support. Banking can be defined as the process of establishing banks, out of financially stable Canadian Citizens who are free to support others. Banks often provide the main economic backbone for The Confederation of Canada.

III.2. Types of Financial Aid; On the basis that The Confederation of Canada must secure its economy a Gross Distribution of $75,000,000.oo is the current limit, monthly. This is channelled through the following forms of Financial Aid:

  • Starter's Aid ~ $3,000,000.oo in limit, after twenty days of a Citizenship Registration Application having been accepted.
  • General Aid ~ $6,000,000.oo in limit (per request), used for development and stability, intervals of twenty-five days apply for General Aid.
  • War Aid ~ $6,000,000.oo in limit (per request), used for funding Canadian Citizens who are involved in hostilities, often going to - but not limited to those who are in anarchy, intervals of fifteen days apply for War Aid.
  • 'Canadianization' Aid ~ $9,000,000.oo in limit, used for funding Canadian Citizens who complete the 'Canadianization' Program, timing conditions may apply.
  • Stimulus Aid ~ $15,000,000.oo in limit, used after an Act of Legislation requires an economic stimulus, given to those that present a good cause and need for Stimulus Aid.

Acts of Legislation may amend the definition and process of the types of Financial Aid.

III.3. National Auditing and Analysis; To promote the development of Canadian Citizens, a monthly Status Form will be sent out on the basis of National Auditing. Audits will be completed by the Honourable Minister of Finance, and as such, should a Canadian Citizen receive a passing grade they will be highly considered for a Stimulus Aid. Should a Canadian Citizen receive a failing grade they will be granted $3,000,000.oo to improve their nation, and will take another National Audit within seven days - should they fail the second, they will be omitted from the next Stimulus Aid.

III.4. Trade and Commerce; Acts of Trade (resource trade) and Commerce (tech deals) provide a large margin for profit, Canadian Citizens are encouraged to take part in such acts. The Honourable Minister of Finances maintains and organizes stable matchings or groups on such Acts of Trade and Commerce. The Confederation of Canada maintains a strong National Policy in which Trade and Commerce Protectionism occur, in which Acts of Commerce are done within The Confederation of Canada at half the international rate ($3,000,000.oo for 50 tech.) A monthly Status Form will be sent out on the basis of Acts of Trade and Commerce.

Article IV.

Of the Armed Forces,

IV.1. The Canadian High Command; For the purpose of organization, discussion and stability, the Canadian High Command seats the Right Honourable Prime Minister, the Honourable Minister of the Armed Forces and the Decorated Major-Generals. The Canadian High Command collaborates on military issues and can enact its own War-Time Measures Acts. Currently, the Canadian High Command may enact:

  • A National Conscription in which Canadian Citizens who are not enlisted in the Armed Forces of Canada will be therefore implemented.
  • A Nuclear-First Strike during times of hostilities, providing all other channels have been exhausted.
  • A monthly Status Form on the basis of Military Roll Calls.

The Right Honourable Prime Minister and the Honourable Minister of the Armed Forces reserve the right to veto War-Time Measures Acts to enforce them, and veto their proposal and approval - bypassing the Canadian High Command. The Confederation of Canada maintains its stance on a Non-Nuclear Strike First Policy in the opening of hostilities. Declarations of War will be voted and collaborated upon by the Canadian High Command and the House of Commons, as such, should a declaration be passed the Honourable Minister of Foreign Affairs will deliver the declaration diligently and respectably to the declared.

IV.2. Divisions and Military Structuring; The professional Armed Forces of Canada will be maintained and structured as follows:

  • Five Divisions, each governed by a Decorated Major-General.
  • A maximum of four Brigades per Division.
  • A maximum of four Canadian Citizens per Brigade.

Decorated Major-Generals are therefore the source of stability and organization, linking important information from the Canadian High Command to Division Barracks located within the Valcartier Training Camp. Additionally, Decorated Major-Generals are responsible for monthly Status Forms being distributed on the basis of Military Roll Calls.

Article V.

Of Legislation and Parliament,

V.1. The House of Commons; The centre for Acts of Legislation, the House of Commons, is renowned for its decorum and functionality. Seat-holders within the House of Commons all reserve the right to propose Acts of Legislation and vote on Acts of Legislation. As such, all seat-holders within the House of Commons reserve their Civil Rights on the terms of freedom of speech and freedom of association - in discretion.

V.2. Seats in the House of Commons; The seats made available within the House of Commons are as follows:

  • The Right Honourable Prime Minister ~ who reserves the right to veto Acts of legislation to put them into effect, and veto their proposal and approval - bypassing the Canadian High Command, who reserves the right to veto and postpone an Act of Legislation, who reserves the right to dissolve the House of Commons, who reserves the right to appoint the Honourable Speakers of the House and Honourable Members of Parliament providing a census concludes that The Confederation of Canada is home to less than thirty Canadian Citizens.
  • The Honourable Speakers of the House [2] ~ who reserve the right to veto the termination of an Act of Legislation on the basis that they both agree to and who reserve the right to veto and postpone an Act of Legislation.
  • The Honourable Members of Parliament [4] ~ who reserve standard voting and proposal rights.

Should a census prove that The Confederation of Canada is home to more than thirty Canadian Citizens, a Parliamentary Election will take place rather than an appointment.

V.3. The Civil Assembly; Whereas the Canadian Citizens reserve, under their Civil Rights, the freedom of speech and the freedom of association, the Civil Assembly serves as a non-legislative political body in which Canadian Citizens can freely discuss internal and external politics. Additionally, Parliamentary Elections and Parliamentary Campaigns will take place within the Civil Assembly, should a census prove that over thirty Canadian Citizens reside within The Confederation of Canada. Furthermore, Canadian Citizens reserve the right to form their own Political System. And, in the event that an appeal be made against an Act of Legislation, the Act of Legislation will be terminated so long as the appeal holds twenty-five Canadian Citizen signatures and the signatures of at least three House of Commons or Cabinet Administration seat-holders.

V.4. Parliamentary Elections; On the basis that The Confederation of Canada provides a census concluding that over thirty Canadian Citizens reside within, Parliamentary Elections will occur every two terms (60 days). At the beginning of a Parliamentary Election, the first seven days will be put toward Parliamentary Campaigns, though, any Canadian Citizen engaging in Parliamentary Campaigns must have submitted the House of Commons Seat-Holder Registration Application and must have it approved. Registration continues throughout the first seven days, on the eighth day of the first term, the polls will open within the Civil Assembly, Canadian Citizens can now cast their votes anonymously. On the eleventh day of the first term, the poll results will be announced within the House of Commons and Civil Assembly. The top six seat-holders will then assume their seats and elect two Honourable Speakers of the House, the remaining four will then become Honourable Members of Parliament.

V.5. Political Systems and Parties; As Canadian Citizens reserve the Civil Right of freedom of association, they therefore reserve the right to their own Political System. A Political System is under the discretion of the Right Honourable Prime Minister so long as a census proves that The Confederation of Canada has a population less than thirty Canadian Citizens. In the event of the contrary, the discretion will be made by the House of Commons, though, any seat-holder claiming association to the Political System in question will be omitted from the vote. Political Systems must enforce decorum and must therefore hold a charter, made available in the House of Commons. Political Systems can be dissolved through the same means of approval.

Article VI.

Of the Cabinet Administration,

VI.1. The Central Bureaucracy; As The Confederation of Canada holds room for organization and stability, the Central Bureaucracy of Canada houses archived Acts of Legislation, Status Forms, the Constitution and so forth. Resided over by the Right Honourable Prime Minister - though, made readily available to the Cabinet Administration.

VI.2. Seats in the Cabinet Administration; To promote Good Government within The Confederation of Canada, the seat-holders within the Cabinet Administration compose:

  • The Right Honourable Prime Minister ~ who reserves the right to appoint and dismiss Honourable Ministers, who reserves the right to dissolve the Cabinet Administration and who reserves the right to declare Martial Law in the event of the dissolving of both the House of Commons and the Cabinet Administration. Who governs over the House of Commons, the Cabinet Administration, the Canadian High Command and all matters of the National State and Good Government. The Right Honourable Prime Minister is therefore, not subject to appointment or dismissal.
  • The Honourable Minister of the State ~ who governs over Immigrations, Public Education, Mentoring, Public Broadcasts, Civil Rights and Justice.
  • The Honourable Minister of Foreign Affairs ~ who governs over Foreign Relations, Foreign Embassies and Foreign Treaties.
  • The Honourable Minister of Finances ~ who governs over Financial Aid, Banking, National Auditing, Acts of Trade and Commerce.
  • The Honourable Minister of the Armed Forces ~ who governs over the Canadian High Command and the Armed Forces of Canada, and who can appoint and dismiss the Decorated Major-Generals.

Would I be able to get an exception from Article 1, section 1.1, subsection vi on that one? I'm not looking to leave Mushroom Kingdom at this current time.

I would like to echo this question. If I can get an exception from Article I, section 1.1, subsection vi. I would love to join :D
