After realizing the fate of Pearl Harbor, Task Force 141 would stay with special operators to conduct field tests and seek the plausibility of rendering the base operable. The First and Second Fleets (5 Carrier Strike Groups and 3 Expeditionary Strike Groups) would be ordered to form an immediate naval blockade around the Hawaiian islands. Naval warships from Tikal would be permitted to assist in the operation. Any foreign warship who comes within 200 miles of Hawaii must identify themselves and ask for permission to pass. Any that refuse to recognize this blockade will be issued one verbal warning on an open frequency. If the unidentified ships refuse to turn around, they will be dealt with enough naval firepower to no longer a threat to US and coalition forces. Hawaiian airspace would continued to be closed to unallied aircraft and patrolled by bombers, fighters, AWACS, and aerial refuelers. 100 F-35A fighters would be deployed to Honolulu Int. Airport to conduct future military operations.

Operation "Cantique des Hommes Colère"

No Ukrainian, Bulgarian, or Belorussian vessels will be allowed, by the French Navy in the Pacific, to approach any islands formerly occupied by the nation of Hawaii. All of the islands in the South Pacific which neighbor French holdings are being taken, immediately, under French protection and troops are being moved to occupy the areas against aggression. France will not allow any government to claim authority over any of these islands until one which is home-grown can be established, this is despite the seeming circumstances in which the populations of them have been vacated.

 

The Aircraft carriers Foch and Ney, as well as their constituent fleet are being moved throughout the area to prevent approach from hostile ships, and aerial patrols are being conducted across the entirety of the South Pacific to prevent passage by the named nations. France requests as well that the Japanese navy close the Straits of Malacca to their naval shipping to prevent their unwarranted, hostile actions.

The protectorate claim by the nation of Ukraine is not recognized, henceforth, by the French Empire.

Task Force Mildly Impressive Hammer

 

In Northern Somalia, the Legions of the King receive orders to prepare for possible Anti-shipping strikes. They do so with their usual efficiency. A picket line of four corvettes is ordered to deploy across the mouth of the Red Sea. While useful, the picket line is more of a visual deterrence as any shipping passing out of the Red Sea does so under the combined guns of two Kingdom Battle Groups and dozens of ASM batteries within the old Legion Coastal Forts.

The US Third Fleet (4 Carrier Strike Groups and 2 expeditionary Strike Groups) has been ordered to sail from Naval Base San Diego to Hawaii in order to assist with naval blockade operations and marine logistics support for those on the ground. Since this will take some time, the following Army units have been ordered to Hawaii to work with their Texan and Tikal counterparts:

Maui- 1 Infantry Brigade Combat Team, 1 Stryker Brigade Combat Team

The American Navy would be quickly notified that the Texas National Guardsmen flying under the Plains Federation flag were here to assist the Principality of Tikal, the Plains Federation's closest ally, in protecting the Hawaiian islands, handing out humanitarian aid to civilians, and preventing any conflict from foreign powers.

 

The Plains Federation is considered part of this coalition and therefore will be permitted to conduct their operations.

The full force of the East African navy entered the Pacific from the Indian Ocean. The fleet, flush with carriers, cruisers, destroyers, and landing craft, greeted any French vessels that came near them, and continued into the South West Pacific. East African troops were deployed to Fiji, with temporary bases being thrown up along the islands' ports. Communications relays and fuel depots were key priorities, and soon enough a forward operating position was laid down for the Republic.

The following message is broadcast to the actors within the Pacific Ocean.
"All former Hawaiin holdings within the South Pacific are under the protection and jurisdiction of the Great Lakes Republic until such a time as the nature of the extermination of their citizens has been concluded. East African observers will be deployed to former Hawaiian holdings in the South Pacific in order to investigate this mass extermination."

A further message was broadcast only to the French naval forces within the region.
"The Republic requests the assistance of France in investigating the nature of the Hawaiian destruction. We would be grateful for French escort and cooperation within the South Pacific so as to ensure that no crimes against humanity have been committed by Tikal."

A final message was broadcast only to Tikal, from the Republican capital of Nairobi.
"The Republic does not condone the destruction and occupation of the Hawaiian nation at the hands of Tikal. Republican observers will be investigating, and should any crime against humanity have been committed against the citizens of Hawaii, the Republic will wage war against the Principality. Should Tikal have no crimes to hide, the Republic expects open cooperation in determining the true nature of the mass disappearance of the Hawaiin citizens."

*The Hungarian sailor who has been assigned to the sonar station, who was only briefly shown how to operate it, is quite jumpy, nervous, and tense, after hearing warnings from two different ships.  Ten minutes after the warnings have been given, he mistakenly believes that he heard sonar noises that indicate that their ship is being attacked.*

 

Sailor:  S..sir! Sonar indicates that we are under fire! Repeat, we are under fire!

 

*The ship's captain does not yet tell the ship's officers to return fire, but reports the possible attack on the ship over secure radio channel back to the naval base.*

France will neither cooperate nor impede the movements of the Republic, but we will ensure that no harm comes of any vessel flying your flag while in our patrol zone. We urge that the highest restraint and caution must be exercised from here onwards.

The ten Texas corvettes would assist the Americans in maintaining an active blockade around the Hawaiian islands. They would remain outside of Pearl Harbor unless a foreign vessel or group of vessels would be approaching the islands in which the Texas ships would head towards that area of the American blockade to provide support and, if necessary, additional fire power.

 

The Guardsmen in Honolulu would unload thousands of gallons of fresh bottled water and begin distributing it to locals who were now economically cut off from the outside world. Fresh food, while more scarce, would also be distributed. An active supply line would be made from Tikal to continue to bring food and water from the Plains Federation. Power stations and water treatment plants on the islands which the Texas National Guard was present at would be occupied by soldiers and kept in running order to ensure the security of the islands. Ferry terminals would also be lightly staffed with soldiers to watch and see who was going between the islands.

I also have 5 full divisions, ~50,000 men, spread over the Hawaiian Islands. 2 divisions are on Hawai'i, the main island.

With Hawaii practically gone, the fleet going to Chile was recalled, not that it had moved very much yet. It would take only a short time to reach the Hawaiian Islands. The fleet sent to Hawaii's southwest pacific possessions was recalled, as well.

The entire fleet of Tikal would be near Hawaii very soon.

Amongst others, 9 carriers, 14 modernised Kirov cruisers, 14 destroyers, 14 cruisers.

111 ships in total, the single largest fleet in the world.

Attack submarines were spread out towards the southwest to act as early warning of approaching fleets.

 

Transport vessels were arriving at Kiribati to unload ground troops to establish control of the islands.

With Hawaii apparently depopulated, Hawaiian and Polynesian expatriates from all over the world were invited to get people back onto the islands.
The call was answered by hundreds of thousands, public records being held of people immigrating to the islands while the Great Lakes were attempting to posture.

Roughly 68% of the people immigrating were Hawaiian or Polynesian. 24% were Tikalian, and the other 8% were various people from all over the world. These immigrations would of course not be done in days, but take place over the course of months, perhaps even years. It'd depend on how the Hawaiian situation was resolved.


In the meantime, Tikal's forces were accessing Hawaii's systems, easily hacking them to go through top secret files. What they discovered was disturbing.

A public announcement was made.

"The Principality of Tikal has made a disturbing discovery.

"Amongst other things, Hawaii has attempted to create a virus targeting specific ethnic groups. To our knowledge, they have not succeeded with this, but we will keep our eyes open just in case.

What Hawaii did succeed with is weaponising Anthrax. Bioweapons are utterly reprehensible. This alone would have been a valid casus belli to utterly annhilate Hawaii's ruling government and remove it. Hawaii was actively planning to target civilian populations with biochem weapons.

 

"Hawaii was ready to use chemical weapons and nerve agents against enemy forces. [OOC: Last sentences]

 

"Hawaii had an active eugenics programme They believed in a 'superior hawaiian race', akin to the national socialist 'Ubermensch'. Further mention of a eugenics programme can be found here and here.

The vessel would come to a stop outside the blockaded zone, and await contact from Tikal in order to transfer its observer teams into Tikal's custody for the duration of the investigation.

The vessel would be permitted passage to Hawaii, and escorted by a Tikalian destroyer.
Of course, before passage, Tikal's allies would be advised on the situation, so the African vessel doesn't get sunk.

PUBLIC INFORMATION

 

Upon the arrival of US Naval Forces in Hawaii, it was immediately clear that Naval Base Pearl Harbor was now covered in nuclear waste. Task Force 141, a specialized NBC naval contingent with special forces, has remained in the vicinity of Pearl Harbor while the rest of the Naval Force set up a blockade around the islands of Hawaii. Reports indicate that the evaluation process of the site has been finished and determined that the nuclear waste is not a severe as once believed. The commander of Task Force 141 has said that the base can be reconstructed and cleaned up within a certain amount if time (exact is classified). Army NBC teams along with members from JSOC are on the ground providing security and clean up duties, and isolation.

President Heller has appointed ADM Nathaniel Rhodes Commander of all US Forces in Hawaii and the Pacific. ADM Rhodes has set up a temporary civil/military headquarters in the governor's mansion in Honolulu to coordinate all US and coalition efforts in the region.

With little to no need for armed forces to be on the island beyond securing empty ruins, Tikal decided to withdraw forces over time, down to a garrison of 20,000 men and 50 tanks as ground forces. Five air squadrons would be stationed on the islands, as well.

 

Tikal would request for its allies to begin removal of their forces as well, though the USA and Plains Federation were both offered a base each that would be able to house up to 2,000 personnel and a supporting Air Squadron. These bases would have to be newly built; no previously existing base would be permitted for use.

 

Pearl Harbor, though at the time a radioactive ruin, would quickly become part of extensive clean-up efforts, similar to what Tikal was doing in the Philippines' capital of Manila. Zaku mobile suits and wire-controlled robots would be used to clear the radioactive material and prepare it for shipping to Tikal over the course of a few months. These teams would be far more efficient than the NBC and JSOC troops appointed by the US in actual removal, though less so in keeping civilians and non-involved personnel away from the radioactive material. Cooperation would naturally happen.

 

Concerning civilian structures, things on the islands were somewhat more advanced than the world-average, though it was more than evident that Hawaii's claims of 'cyberpunk' were exaggeration or propaganda. Still, things were looking well. Even as the first immigrants arrived, basic needs such as warm water, plumbing and electricity were being restored. New power plants had to be built, but that was a relatively trivial effort.

 

All stores of bioweapons would be disposed of by shooting them into the sun, chemical weapons as well. Remnants of nuclear weapons or fuel from outdated nuclear fission reactors similarly would be shot into the sun. Tikal had the capabilities for that.

Of course, the material from Pearl Harbor would be disposed of in the same way. If you had what amounted to laser-supported railguns that could fire any amount of material into space given enough time, you used it.

 

By the time 2 weeks had passed, nearly 35,000 civilians had travelled to the Hawaiian islands.

Admiral Edward Teach, commander and admiral of all Plains Federation military forces in the Pacific, would graciously accept Tikal's offer to have a military facility somewhere on the Hawaiian islands. He stressed that first he needed to contact officials back home in North America, but that the preferred location would be disclosed later. The Admiral also confirmed that the Plains Federation would be able to afford to build the facility themselves and ship the materials and labor needed for the job.
