The American Forum

It was ironic, really. The Empire would be hosting such a forum for the nations of America, as undisputably the oldest nation in both continents. The location itself was also ironic. Ever since the fall of the old United Nations, the UN Building in New York had sat unused, but maintained, waiting for the day another gathering of nations looking to make the world a better place would grace her halls. That day would come today.

Vizier Leonard L. Church would preside over the meeting as mediator, while Secretary of Foreign Affairs Xavier Solomon would be the Empire's official representative to the meeting. The Potentate wasn't sure what to expect out of the meeting, though he would make a short speech once everyone had arrived before ducking out. The Empire felt their standing in the Americas would be improved, regardless of the outcome of the meeting, simply for hosting it.

Security measures would be of the utmost importance, as with any event where this many world dignitaries were gathering. Standard scans for weapons, chemical, biological, and nuclear agents were in place. Any security that the dignitaries brought with them would be asked to stay in an ajoining room. Imperial security forces would cover security inside the main meeting room, for the building itself, and outside. A no-fly zone was established around the old UN building, along with a naval quarentine. No weapons would be allowed in the main meeting room itself, and any private security personel would only be allowed to keep a single personal sidearm in the adjoining room.

Californian Secretary of State Kevin O'Malley left Austin, Texas after his meeting with Texan officials to New York to this conference of American nations. Secretary O'Malley never visited the Eastern US Seaboard and heard of the stories of Pravus Ingruo in school textbooks... "This is a moment in history I get to be a part of, I thought I would never live to see this day." O'Malley thought

He would arrive at a nearby airport one of California's Boeing 767s for state use. From there himself and his light security detail would be escorted by Pravus Ingruo security to the old UN building to where he would meet the multitude of nations that were set to arrive. O'Malley would be certain to run into nearly every delegate here, including the hosts.

"Greetings Vizier Church and Secretary Soloman. The name is Kevin O'Malley and I represent the Californian Republic. I thank you on the behalf of California to host such a momentous meeting. New York City is a city that cannot be told justly in textbooks." O'Malley said in a slight Irish accent.

At the same time to keep paying attention to whom he was talking to, he was scanning for some refreshments.

John Smith and his Lady Chancellor Amy Pond landed in New York and were pleased with the beautiful city. Smith was glad that someone will finally be making an attempt to unite these squabbling nations. They arrived in the old UN building and Smith wished Gallifrey rose to power to see such a thing as an internationally united force. Pond was excited to be on her first diplomatic event and was quite quiet the whole way there. Mr. Smith waved their U.N.I.T security guards into the adjoining room. Smith and Pond shook the hands of the representatives that would be in the room already. He finally took his seat and simply said "John Smith and Amy Pond in for Gallifrey thank you for being such gracious hosts thus far in this beautiful city New York." With that they sat back and awaited the meetings start.

President Wilmington himself would arrive with a small entourage that escorted him to the Forums & departed upon his entrance. The President turned to his wife & their two children, who would be staying with their mother in a New York hotel while he attended the gathering. Sharing goodbye's & a farewell hug, Wilmington readjusted his tie & made his way into the American Forum.

As the President made his rounds he exchanged a handshake with John Smith, Secretary of State O'Malley, Vizier Leonard L. Church, and Secretary Xavier Solomon, bowing his head as he greeted Lady Chancellor Amy Pond & the rest of the attendees.

He requested a cup of water as he awaited all arrivals. Looking about the room as the various American nations assembled he thought to himself, [i]"What America has been is dying. What she will be is to come of an amazing Renaissance that begins today."[/i]

[i]"Your drink Mr. President?"[/i] interrupted the antendant, offering a cool cup of water. [i]"Ah, yes."[/i] he replied as he rehydrated his mouth, [i]"Thank you."[/i]

The Pontiff was less than pleased. He remembered with bitterness the treatment his people had received at the hands of the arrogant government of the Empire of Pravus Ingruo in Cuba. That they were hosting a tremendous opportunity for the expansion of the Kuklosian petroleum industry – now owned and operated by Magister von Oberheer, part of the reason he was assigned to handle the Magisterium of Monies and Merchants. In order to make it clear that the Confederation was interested only in a trade agreement, it seemed appropriate that Oberheer should handle this “American Forum” gathering. Odinnson duly assigned him the task of preparing a delegation and sending them to New York City.

[b]Later[/b]
Adjutor of Monies and Merchants Henrik Graf von Erdstrom was a farmer by trade, despite his birth. His father, likewise, had been a farmer his whole life, the family having been disinherited from their original holdings some time in the 12th century. His return to nobility upon the arrival in the Americas was one he took with mixed vindication and disappointment—now he would be managing his estate in Erdstrom rather than doing the planting and growing he so enjoyed on his rather small farm in Germany. Nevertheless, it was undeniable that he had skill as a manager and administrator, and it was skill enough to impress the Pontiff and assign this son of an old comrade to a position of power.

Foreign Affairs, though, was a department in which the young man had no experience whatever, so he was baffled when Magister von Oberheer had instructed him to gather a delegation of nobles from each of the Confederation’s major industries – being farming, animal husbandry, logging, mining, and oil-drilling. The first and last of these were by far of the greatest importance, and Erdstrom knew this. He was a representative of the first – his fief outside of Aberdeen produced tremendous crop of corn and he had also adopted raising hogs as well. Unfortunately, the land was not his hoped-for fief along the Mississippi near Dubuque, but it was sufficient. Oberheer, however, wanted the interests of the Petroleum Fiefs in the Northwest of the Confederation represented strongly – there were high hopes of entering a cartel with other oil-trading nations to form what Oberheer had already termed the American Organisation of Petroleum Exporting Nations (AOPEN). Whether the name stuck in New York or not remained to be seen.

[b]In New York[/b]
The delegation under Adjutor von Erdstrom arrived in New York City shortly after midday. Von Erdstrom had arranged for cars to be waiting to take the delegation first to their hotel accommodations; the delegation and bodyguards had reserved a floor of the Plaza Hotel for their use. After they had done this and prepared for the trip to the UN Building. The delegates were all noblemen, but only two had taken vows in the Order, meaning with the exception of these two wearing their charcoal grey habits, the men arrived in military-style dress. Erdstrom’s white tunic was lined with gold buttons and black trim over black pants with a ride stripe down the side. His sash of black, gold, and green denoted membership of the Magisterium of Monies and Merchants. He was accompanied by two nobles wearing matching black uniforms of the former Niflungan Wotanssohne, with silver trim and the arms of the Confederation on their shoulders. They were representatives of the mining and oil industries, and had especially strong interest in a positive execution of the meeting. Erdstrom, however, would be doing most of the talking unless one of the two were specifically addressed.

The four delegates with Erdstrom were visibly unimpressed by the City, one remarking how filthy it appeared even from inside the limousine. “They could use some of our counter-metropolising measures here,” Erdstrom had said. The lot of them, of course, hid their general disdain of the place when they arrived at the old UN Building and entered escorted by Pravus security. While the uninitiated nobles took interest in the other delegates at the meeting, Erdstrom and the clerics were specifically interested in finding their place and getting to business. Erdstrom spotted from a photograph the Secretary of Foreign Affairs for the Empire and Vizier Church and sought them out.

“Your Excellencies,” he said with his soft, but nevertheless distinctly [i]German[/i] accent, “it is a pleasure to meet you; I am Henrik, the Duke of Erdstrom, and have arrived with my delegation. We very much hope it will be a very productive gathering for the interests of all involved.”

Jose Narino arrived at the old UN building in New York. He and his three body guards, carrying only side arms as was requested, entered the building. His security went to the adjoining room whilst he entered what would be the meeting room and took a seat waiting for the meeting to begin.

Both the Vizier and Secretary shook O'Malley's hand. "I had a rough go of it with someone named O'Malley once," said Church, with a slight chuckle and more than a hint of a Texas drawl. "!@#$%^& tried to steal my girlfriend... not that I'll hold that against you. Enjoy your stay."

"The pleasure is all ours, I assure you," said Secretary Solomon, with a clipped diction perfected by many years in the diplomatic corps, yet still somehow smooth to the ear. "With so many new nation popping up, they have better things to worry about than hosting conferences. We, luckily, already have the infrastructure in place."

The Vizier opened his mouth to say something, and Solomon noticed a glint in his eye and delivered a sharp elbow to his side. Church's mouth shut and a gracious nod followed. Solomon smiled and shook the man's hand. "I'm sure, by the end of the day, something will be accomplished by this conference."

Once the man and his delegation were well out of ear shot, Church turned to Solomon. "So what'd you elbow me for? Who was that guy?" Solomon merely rolled his eyes.

"Just the delegation of the guys we kicked out of Cuba. Like you didn't know. Ass."

Mara closed the enormous door of the Palace behind her, smirking a bit, remembering the fight it had taken to get Christian to stay home and mind the fort while she went to the summit in New York. [i]I know he means well, but really... I'm a grown woman, for Christ's sakes...[/i]

Shortly thereafter, her Jetstream 787 lifted off the runway at Illarion International, and as she looked down at the receding airport from a window on the banking jet... [i]Really ought to subsidize expansions and improvements to that place. Like more covered jetways. Hmm...[/i]

[b]In New York-[/b]

Finally arriving after a ten-hour flight, the Empress was eager to [i]get out[/i] of that blasted plane, sinfully comfortable as it was. A limousine was waiting for her and the four hand-picked Imperial Guards who would bring her to the old UN building.

The drive didn't take long, and she soon found herself looking up at the uninspired hunk of steel and concrete that was the UN building. Shaking her head slightly, she lowered her gaze back to street level and walked up to the doors of the building, and through them to the conference room, where several of the other leaders had already arrived.

Being relatively isolationist, the Winter Contingency had a system of determining which conferences it had to attend and those it could safely ignore. This grading system was based on a variety of factors, but two of the most important were proximity to the Contingency and potential to upset political balance. While Pravus Ingruo was further from the ex-Empire than it had been at any other point in history, the fact remained that when meetings were called, something was bound to happen. And so with an attitude of indifference tempered with the slightest bit of suspicion that permeates the attitude of diplomats worldwide, First Speaker Roxas made the journey to New York.

After a relatively uneventful flight from the (literal) polar opposite side of the world, the Speaker stepped down from the airplane escorted by his handler. The ancient UN building was one that he had never stepped foot into, nor expected to. Security was tight as always, which suited Roxas just fine. He signaled the guard to wait in the adjoining room provided and mounted the remaining stairs. At the end of his long journey, the Speaker finally stepped into the conference room. He took an instant to identify which delegation belonged to Pravus Ingruo and made his way over to them.

"Gentlemen," the Speaker began in English with the clipped Imperial tone, "what a pleasure to see Pravus Ingruo on the regional stage again."

Being a little late, or so I think, President Dominic Johnson, along with his wife and two kids, make it to NYC. He sends them to look and go sight-seeing around the city for a few hours, and go back to the near-by hotel when needed. Dominic would take a cab from the airport he arrived at to the UN building. As I got there, and entered the building, I shack hands with the reps. in it. "Hello good people of the Americas, sorry if if I'm late, my flight was delayed because of a snow-storm. But I am glade I finally made it to this beautiful city."

James adjusted his clothing as the vice president was led through the door into the conference room. He was ordered to remain behind, though he hated not knowing what would be going on. <i>All for the best, I suppose.</i>

Vice President Matthew Lindow glanced around the room for his reserved spot. He walked around the table and set his briefcase next to his chair. He looked over at the other delegates before walking over to the hosting officials to introduce himself. He waited for the current speaker, one with an unfamiliar accent, to finish speaking before introducing himself. As he spoke, he politely extended his right hand to the two men.

"Greetings, Vizier and Mister Secretary. I'm Matthew Lindow, vice president of the USVR. I would like to thank you for hosting such a momentous and historical meeting, and in New York, no less!"

King Simon was a bit uneasy about the meeting, but relunctantly agreed to come to the meeting, but arranged some plans beforehand. He arrived alone, with the exception of four bosyguards. He noticed that New York City was quit beautiful, if crowded. He saw John Smith there, and nodded in his direction. He would not say anything until the meeting started. That is what he had come for. As by custom of his nation. He would not sit down until the host had seated himself.

"Well he didn't seem very hopeful about things," Erdstrom commented to one of his delegation, "I hope others are somewhat more dedicated to the goal of the Forums."

He looked about and saw he was situation near Marie Littlewood of the Louisiana Federation, and approached her. "Madame President, it's a pleasure to finally meet you. I am Graf von Erdstrom, the Adjutor of Monies and Merchants for the Confederation of Kuklos. Magister Oberheer and Kahlstein have both spoken very highly of you. I hope we can accomplish much in the ways of trade cooperation here at the Forums."

President Harold Cheve himself was the delegate to the meeting, preaching to Parliament, boastfully, that "A meeting of such importance, requires a man of such importance."

Unfortunately, the pilot of his private jet did not consider either of much importance at all and arrived late into New York City. To only make matters worse, the driver of his personal limousine got lost in the crowded streets of New York City and dropped President Cheve and his wife Dana off an almost fifteen minutes off time. This was quite emberrassing to the Union, for it believes in on-the-dot arrival, but Mr. Cheve shook it off.

Harold Cheve had not bothered to bring a bodyguard, as he believed if anyone in New York was crazy enough to try and kill EA-U's leader they might as well come and try. Seeing no assasins making attempts on his life, the president simply strutted into the UN Building, arm and arm with his wife.

The first man he saw that wasn't a police officer of some sort was Dr. Church. Waddling over to the Pravus delegate, he firmly grasped the Doctor's hand and shook it warmly, a bit tad too warmly. "It's a wonderful pleasure to meet you fellows, haven't been out of South Carolina in thirteen years, mind aside the business meeting with the Georgian delegates. I forgot how cold it was in New York this time of year."

I always imagine Cheve as looking strikingly similar to Winston Churchill. If you want to picture him as I do, go ahead.

O'Malley laughed, "We O'Malley's are a tough bunch, I wouldn't hold it against ya. The Irish are known to swoop out a steal a bonnie lass every now and then. And thank you Mr. Church." His Irish heritage in full display during the discussion. So far he was pleased to see that the Pravus Ingruo hosts were quite hospitable. He moved into the main conference room he would direct his next talk to the Northern Imperium Empress Mara.

"Madam Empress, an honor to see you here at the forum. I hope we can discuss some things before we both leave New York on our relations. I regret that our relations have been strained in recent times. I hope we can find a way to amend it?"

After the brief chat with Empress Mara, O'Malley took another sip of water to speak to some of the newer nations in America. He realized he should pick up a name tag to signify who he was, thankfully enough there was a table for that too. He just happened to pass by Louisiana's President Littlewood and Graf von Erdstrom towards the end of their discussion.



"President Littlewood, Adjutor Erdstorm. Kevin O'Malley, Secretary of State of the Californian Republic. Pleasure of meeting representatives of your nations." He offered both representatives a hand shake and focused on President Littlewood first.

"California is glad to see a free Louisiana again against French aggression. I would like to set up a meeting to discuss further relations between us after the forum sometime. If you need anything, California is there for Louisiana. I hope we can make an appointment both we leave New York. Would that be acceptable to you?" questioned O'Malley, he pulled at his tie a bit to straighten it up.

Kevin turned to Erdstrom and gave him a puzzled look, "Adjutor Erdstorm, correct me if I'm wrong, you seem somewhat out of place here as being the Adjutor of Monies and Merchants amongst a forum filled with higher level dignitaries verse in foreign affairs while the Kuklos Confederation sends a trade minister..." O'Malley paused to let the thought sink into his head, "Very shrewd of the Confederation, while being unorthodox of an American nation. Regardless, if you represent Kuklos, I do represent California here and California is interested in whatever endeavors Kuklos is seeking both economically and diplomatically." Secretary O'Malley commented.



Afterwards, Secretary O'Malley walked over to President Wilmington to say his congratulations on his help to form this meeting.

"President Wilmington. Californian Secretary of State Kevin O'Malley. I must say an enormous congratulations is in order for forming this meeting on the behalf of all of us, no less from a nation out from the shadow of Pravus Ingruo. I suggest that we may have another formal, private meeting after this forum is concluded?" Kevin suggested.

Ignacio de Soto would arrive on short notice given the message took a bit of time to travel from Virginia to New Spain due to a slight malfunction in Spanish mailings. Ultimately however this only meant one thing, Ignacio would travel with only one suit and set of shoes instead of his customary weeks change of clothing. If anything it meant he would be forced to purchase some local clothing and by extension pick up an outfit or two for his wife as an early gift. "There's always a silver lining" he thought to himself as he walked into the renovated UN building in the heart of New York City. His intentions were high and he hope'd to make a headway into this conference by demonstrating the demagoguery being used to align powers against New Spain could be subdued through logic and reasoning... only time would tell.

I also want to give my opinions personally as i feel i could say it better than someone coming in place. Don't you agree?"

Marie Littlewood laughed. "I just hope that we can all show some unity through this conference. New Orleans is still being rebuilt but it is returning to some kind of normality."

The Californian delegation would recognize the New Spanish representative Ignacio de Soto as he entered the main conference room. O'Malley whispered into an aide's ear as to not distract from his conversation with President Wilmington, "You need to get me an audience with Mr. de Soto as soon as possible. Say Secretary of State Kevin O'Malley wishes to speak to you about Southern California and a possible deal to get it under Californian sovereignty; although don't mention that directly to him."


O'Malley turned to Wilmington smiling while patting the back of the aide to move towards de Soto, "Don't mind him, just need to talk to a few more people here after this discussion with you."

Meanwhile, the aide strolled up to Ignacio de Soto and greeted him in the most polite way possible, "Greetings Mr. de Soto, I am an aide to Californian Secretary of State Kevin O'Malley. Erdstrom spotted the New-Spanish delegate entering the room as he was in conversation with Littlewood; he did his best not to allow this minor distraction to show; he would, he thought, address the New-Spaniard after Littlewood, if he could sneak in the conversation before the Vizier officially opened the meeting. New Spain, he had been told, was of especial importance because of their location and their religion. The official Publishing Press of the University of St. John Chrysostom was interested in cooperating with the Archbishop of Mexico City for the publication of certain writings of Spanish and Central American saints who were in a similar mystical strain to the Patron of the University. He secretly hoped that the recent discussion of pilgrimage to New Spanish religious sites would induce Señor de Soto to approach him first after the latter's conversation with what appeared to be the Californians.

Wolfgang Rulfe, a high-ranking representative from the Canadian Ministry of Foreign Affairs, would arrive at New York City after a fairly-short flight from the Canadian federal capital of New Ottawa. Dressed up in a fairly modest suit, Rulfe would make his way to the UN building, where he would promptly enter the room where the meeting was to take place, greeting these already there.

Dominic has took notice of the Canadian. As close as they are, they could be a vital ally, that and the fact that we were both part of CAN. Dominic figured that he could go try to see what he could do. Tho, the others here, I wonder exactly what the universe has in store. I hope that all goes as well to ensure that we could have some formal lasting treaty between us two.
