The representatives would be led into a conference hall where all the CAN delegations from member and observer states had already gathered. Simon Eyvindsson, senior diplomat to the CAN from Greenland, stood up and greeted the men, welcoming them to the headquarters.

"Greetings. It's good to finally meet you all in person, we've been receiving reports about a possible independence movement in the CAN protectorate. We take these matters seriously in order to respect the will of the people, as well as ensure stable, effective governments can be formed inside of the protectorate.

Please tell me about the current movement, what you hope to achieve, and how you envision the possible new nation would be run."

"The independence movement, as you are most likely all well aware, has been ongoing in the CAN protectorate for several years now," Halford spoke, addressing the CAN representatives after dealing with the pleasantries. "The last referendum conducted on the issue of the territory's sovereignty, as overseen by local authorities and the CAN administration of the protectorate itself, showed that an overwhelming 94% of the population marked to be residents of the territories in question supported at the very least separation from the CAN in favour of self-determination and independence, with various different branches in opinion concerning decisions to follow. 68 per cent of those who voted in favour of independence also stated that they wished for a provisional government consisting of the leaders of the independence movement to lead and guide the newly independent nation until proper institutions and infrastructure were in place to support proper elections for government."

"As for what we wish to achieve," Kilmister spoke on. "That in itself, leading the nation to a point at which it is able to hold free elections, is our first goal, as this will secure a stable government whose decisions in the coming years will be supported by the people."

Ireland wishes to know why someone in the exact same geographic position as Manitoba doesn't qualify as an Arctic nation. Respectfully, of course.

Resolution II, the granting of independence to the select region of the CAN protectorate, has passed with unanimous approval from the CAN member nations. The Chairman of the Security Council will begin immediate withdrawal of peacekeepers from the region as you assume governance over the people in that region.

The Confederation of Arctic Nations looks forward to working with your nation and will provide any assistance that you require to maintain a fully functioning government for the welfare of the people. You are, of course, welcome to apply for observership or membership in the CAN if you so choose.

Resolution III, elevating Ireland to observer, is still being discussed and no final agreement has yet been reached.

Notice to CAN Members & Observers:

For more efficient and streamlined governance and oversight the CAN protectorate has been divided into three separate regions. Instead of having a force dedicated to protecting various islands over a span of thousands of kilometers, the new regions will allow for a more effective CAN peacekeeping operation inside the protectorate. To be clear, these areas will remain part of the greater CAN protectorate however they have been broken into these administrative regions.

The Resolution to make Ireland an observer has failed, and in addition to the recent instabilities in that region Ireland is not an observer in the CAN.

The Republic of Newfoundland has been automatically elevated to the status of a full member of the Confederation of Arctic Nations, with all the benefits and obligations given by such a designation. Newfoundland may now vote on CAN resolutions and contribute members to the CAN peacekeeping force in the CAN protectorate.

Greenland would like to propose the addition of the following paragraph to Article V of the CAN Charter:
