    We have an academy and a stringent testing phase before provisionals can become full members, we just keep our applicants/provos on the same AA rather than having a TDO Applicant AA, hence the fluctuation that you see from us sometimes if we go through a recruiting boom etc

    What PJ said really, the majority of us are simply playing a different game to the rest of you. We build our nations, chat on our forums, debate legislation and amuse ourselves while keeping out of trouble. We never aimed for a sanction, sure having an ingame flag is a bonus but its no biggie
