Almost joined your ranks over a year and a half ago when The Darwin Alliance merged into you.
Congrats on the milestone.
Optional all around ... What more to expect .. Can't say I'm surprised.
What will surprise me is if they actually take up that optional rather than hiding behind OUT.
Someone just pointed it out for me. I have tanks. Sending out 50 tech would drop me below the required 10. No problem here anymore. This can be locked and dismissed.
As expected from Ivan, a very well written document full of truths.
Some of the points that stuck out most to me. Some of which I've echoed in various conversations with allies over the past months.
I've spent the vast majority of my CN career in Foreign Affairs, I've seen so many treaties stamped out in the heat of war. Allies purged, herded or setup to fall. The entire 'Verse could most definetly use a 'reset button' on it's existing treaties. More time needs to be put into them. Friendships, goals and the paths to achieve these goals need to be examined harder. Make sure what you do fits with who you are.

Maybe you don't pick your friends - but everyone else does. The respect is earned along the way.
Wether or not they deserve to hear it, is irrelevant. However, you (referring to government who has an explicit responsibility to their alliance) don't want to be left standing beside someone whom you no longer feel you should be just because you didn't want to tell them things have changed over the months. Regardless of love and respect for that 'friend', the ultimate responsibility of any Government, is to their own people. Hard decisions have to be made. It's commendable to make the decision ahead of time.
New governments, new people, new opinions, new feelings, new truths. Just because 'A' signed with 'B' yesterday, doesn't mean that 2 mths or 2 years down the road the new 'A' and new 'B' are going to be just as compatible.
But that doesn't mean I allow us to be walked on or pushed around either. There's a time to be 'diplomatic' and a time to stand steady. I'd be a poor leader if I didn't stand up for what was best for us as a whole.
