The ones who do have enough to return to their original strengths also have enough to aid massive amounts on top of it. Also keep in mind that we're 92 nations fewer than this time last year. Fewer nations means fewer to rebuild. Do not underestimate our economy.

  20. It happened a long time ago on IRC, but back during the Holy War of Farkistan, I mediated a deal between Fark and Gen[m]ay where the RIA would cover the 21M in reparations demanded by [m]. Simply because RIA Farkistan.
  21. My apologies to my last wave of NoR opponents, real life happened. D: I would've been all "buy infra, send nukes, win GAs with 300 soldiers, marvel at the warchests! and again!" if I had had the time, but while update was happening, I was driving and doing heavy lifting.

I have designs for an elite-style alliance that would remain politically neutral except possibly for a temporary protectorate agreement with a larger alliance. I believe that the certainty of ease of management far outweighs the possibility for morale issues, especially with the model I have created.
