Sure but that doesn't mean we should say "Hey you, disband" just because they're boring or don't have a defining characteristic as you say.

This list serves less purpose than my grocery list. Tell me, what exactly has NSO done that puts them on the "stays" list except being your own alliance? ODN are followers but IRON stays? Does that even make sense?

Not too bad I suppose. Getting the signatory alliances to follow through would be difficult I imagine. Especially if someone expelled from the signatory/goes rogue etc joins the safe haven and then they're safe. Overall, I wouldn't side with it. Not really sure it would work in this game.
