  4. *** Republic of Transvaal Diplomatic Communication *** To Kerala Varma, Let me first begin by making it clear that the war waged by Greater Pacifica and the Kingdom of Cochin was entirely unethical, illegitimate and will permanently stain the history of both Pacifica and Cochin. Let me also make it clear that the war waged against Tahoe by the aggressive Pacific Allies did not destroy Tahoe. The Tahoe Republic had been rotting on the inside for years, one only needs to look at the dramatic political polarization, political violence and breakdown of government institutions, coupled with a total lack of trust in the government by the populace. The Pacific War only catalyzed the long standing domestic instabilities and led to widespread violence, revolution and utter despair. The more than one million Tahoans who fled, mostly to Germany and Transvaal can no longer call themselves Tahoan due to the shame in the dark days that led to the end of our former homeland. That all said, Tahoe is dead and will never return. I am the Chairman of the National Front of Transvaal, leader of provisional government and wholly Transvaler now. All citizens of Transvaal, no matter their national origin, feel the same way. On to business. A critical failing of the government of the first Republic of Transvaal, under the Staatspresident, was its isolationist foreign policy. However, a highly interventionist policy will not be taking its place. Transvaal knows its place in the world is precarious and foreign adventures will only exacerbate domestic instability at home: a key factor in the destruction of Tahoe. I would like to agree to a treaty with the Kingdom of Cochin, but before I answer, there are facts you should know. Transvaal does not presently have the ability to project military force throughout the world. Furthermore, we do not desire that ability. The military of Transvaal is a defense force, for keeping domestic peace and taking an active stance in neighboring nations. In the event of an attack on Cochin, our ability to do more than interdict sea lanes in the South Atlantic would be the most useful contribution we could make. We cannot promise massive air and sea transportation of troops and material around the world. Second, our economy is growing back stronger than ever and according to some projections will become one of the largest in the world and certainly in Africa. This is in no small part due to massive contributions by Cochinese investments and the economic ties between our nations continues to grow stronger than ever. This is good and should certainly be promoted in the future. However, as I illustrated, I have grave concerns over our ability to contribute as an equal partner in a military treaty.   11. The Transvaal Ministry of Defense requests the price (per unit and total) for 126 Jadayu Mark 1. Transvaal fulfilling the MMRCA component as submitted by Cochin. It also requests the price for 126 F/A-23 for the MMRCA component and 64 F/A-47-D 'Drake' Sino-Fighter for the AASA, both submitted by the United Federation of the East. The German offer to supply flight simulators and tactics and strategy specialists has been accepted. Before the German aircraft submissions are fully considered, the price and specifications (including images) of each is needed. The Air Force will make its decision following the submission of prices by the bidding nations.
  12. At this time the Republic of Transvaal does not have the military or economic capabilities to uphold a mutual defense treaty. We can only agree to an optional defense treaty at this time, though would certainly like to upgrade to a fully operation mutual defense pact in the future. We also invite the German Government to submit its bid in the Transvaal Ministry of Defense Arms Acquisition Program for fighter aircraft.

With the destruction of the Transvaal Air Force in recent months and the defection of most surviving combat aircraft to the Union of Arctica, the Ministry of Defense is looking to purchase three sets of aircraft. Medium Multi-Role Combat Aircraft (MMRCA), Advanced Air Superiority Aircraft (AASA) and finally Advanced Jet Trainer Aircraft (AJTA). Bidding will be open to all nations. Bidding contracts should include detailed specifications, combat history and price. The Ministry of Defense is looking to purchase the first flight of aircraft directly and the rest under license in Transvaal. [b]Medium Multi-Role Combat Aircraft[/b] Requirements: A medium (referring to cost and size), multiple role aircraft, preferably with multiple packages that can be configured based on air force needs. These aircraft should be capable of suppression of enemy air defense (SEAD), ground attack, and close air support (CAS) missions, while retaining the ability to adequately compete with enemy fighter aircraft in close combat. Bids should be of Generation 4 and higher. The MoD is looking to purchase 126 aircraft, the first 18 directly from the producer and the rest produced under license. [b]Advanced Air Superiority Aircraft[/b] Requirements: Advanced (generation 4.5 and up) air superiority combat aircraft used primarily to achieve local air superiority as well as an interceptor. May be of the same aircraft type as the MMRCA, but in a specific air-to-air combat package. The MoD is looking to purchase 64 aircraft with the first 10 being bought directly from the producer. [b]Advanced Jet Trainer[/b] Requirements: Advanced training aircraft for use by training squadrons that can adequately simulate combat and allow new pilots to get comfortable in air to air combat and flying high speed jet aircraft. 45 aircraft with the option for 25 more.

It currently dominates manufacturing in Transvaal, adding more value to the economy than any other sector and accounting for over half the jobs created by manufacturing as a whole. Diversification and capital injection have been identified as major necessities for the continued growth of the industry. However, much more is imported than exported. The government aims to address this imbalance with its recently introduced national industrial policy framework, which aims to boost the country's value-added exports. The local industry is biased towards an internationally competitive upstream sector, neglecting a downstream sector that has great potential for development. Reversing this bias would help the industry to increase beneficiation (or value-addition), exports and employment. Downstream production is more labour-intensive, and pulls in a larger number of smaller firms. Beneficiation is key to this strategy. Transvaal has a natural advantage in mineral feedstock, but most of these are exported in raw form. However, there are substantial opportunities to convert these materials, using local labour and capital, into value-added inorganic chemicals for export. The government and industry are also working together to find ways of exploiting untapped resources, such as large reserves of fluorine. FACT has been offered a first at the table contract, totaling more than 20 billion rand in projected net profits over the next 10 years after more than 10 billion rand in investments.
