It has failed on both accounts. It is now reaping the consequence of its foolishness. The Great Council recognizes a state of war between the Bailiwick of Conti and Louisiana, in support of our allies of the Iberian Pact. All branches of the military have been placed on maximum alert. Full deployment of Conti’s Expeditionary Force of 42000 men is expected to be completed within the next 10 days. It is our view imperative that this mission succeeds. We pride ourselves for always honouring our treaty obligations and standing by our partners. This will be no exception. Should Scotland request any military assistance in securing peace in the former Kingdom of Spain, the Bailiwick will be happy to oblige.   7. PRC’s decision paves the way to a full recognition of Palentine independence. That is the breakthrough the Bailiwick has been waiting for. In response to Premier Rorschach’s invitation we have appointed Cllr de Villiers, member of the MJC, to lead the talks on the future of Hong Kong on behalf of the Bailiwick. We now await Palintine's response to this invitation. The Council of Ten Cllr de Villiers' first declaration released shortly the announcement of his nomination: [...] "Conti’s proposals have already been made public. It is too early to know if they will be accepted as a basis for negotiations. We hope to find out shortly. In any case we are confident an agreement will be reached that will be fully satisfactory to Palentine, the PRC and Conti".

Conti regards PRC’s intervention in Palintine following the fall of the local government in November as legitimate and necessary to prevent the total collapse of the country and its descent into anarchy. We believe that the strategic objectives underpinning the intervention have been fulfilled. 2. It is Conti’s view that the Palintine people’s rights to self-government and self-determination are inalienable. 3. It is also Conti's view that the rebirth of Palintine as a sovereign nation should be welcomed and acknowledged. It appears that the status of Hong Kong remains the main sticking point. We would like to submit the following proposal to clear this last hurdle on the way to a complete normalisation of relations between all parties involved: The inclusion of Palintine into the Treaty of Hong Kong and a tripartite administration of the Hong Kong International Settlement (HKIS). Amendments to the actual treaty would be made, primarily to the composition of the Municipal Joint Council. PRC and Conti currently hold 6 seats each. Under the new proposal each country would be awarded 4 seats. The proposal would have the advantage of safeguarding Hong Kong’s unique constitutional status while permitting Palintine to have its government seat and government services centered in the city. Although it must be reaffirmed that the government of Hong Kong will solely remain the prerogative of the Municipal Joint Council. The above statement does not seem to take into account, the Bailiwick of Conti's joint administration of Hong Kong as per the terms of the Treaty of Hong Kong signed on the 12th November 2009 between the PRC and Conti establishing the International Settlement. That said, Conti holds sympathetic views to Palintine's desire of becoming a sovereign nation once again. The Council of Ten, Conti's executive governing body, is therefore calling for private discussions with your leaders on this question with the aim of reaching an agreement satisfying to all parties involved.

Official Gazette of Conti Regarding the Hong Kong International Settlement (see below) - The commercial nature of the enterprise appeared all the more obvious after the Great Council had introduced the legislative mechanism by which Conti’s 6 representatives at the 12 men strong Municipal Joint Council (MJC) will now be selected every 5 years, in compliance with article 2 of the treaty establishing a joint PRC/Conti administration of Hong Kong. As the result of these deliberations it was resolved that the Great Council will directly appoint 3 members, the East India Company which had for years strongly lobbied the Council of Ten to set up a permanent trading outpost in the far-east, 2 and the Lord-Mayor of Saint-Malo, whose city owes much of its considerable wealth to international trade, 1.   15. Although the Council of Ten (the Ten) has repeatedly stated that the Bailiwick did not have a habit of commenting on other nations' choice of political regime, several influential members of the Great Council have voiced their delight at 'this extremely positive development'.

  19. Conti, The 13th November 2009 Archives Ident. 2009/011 As the world knows by now, Nantes fell prey to an act of sheer destructive madness. Obliterated by a nuclear explosion. How the VSSR managed to launch the devastating nuclear strike despite having its entire population wiped out remains unclear. At the stroke of 12:00 today, sirens went on across Conti and a two-minute silent was held in memory of the martyr city. Nantes was not in Brittany it thus did not belong to Conti, yet everybody is mindful of the ripple effect the murderous attack is having on the Bailiwick. And its grief sincere. Predictably the Brittany Company’s stock price immediately plunged; loosing over 65% of its value only a few minutes into the day’s trading. Before long, trading of the company’s shares had to be suspended and is not expected to resume before next week. Meanwhile the Great Council has approved emergency legislation drafted by the Controller-General of Finances that will see the state take a 15% share in the company and holding key voting rights, instantly becoming the biggest individual shareholder. Authorities had no credible alternative if they want to prevent the total collapse of the company they entrusted with the administration of Brittany upon the acquisition of the province in June. Restoring investor confidence in the viability of the company will be an uphill struggle as it appears clear Brittany itself was the real target of the attack. However the Council of Ten and the Councillor of State for War have already dismissed rumours of retaliation as baseless, the offender having already been plunged into oblivion and utter irrelevance. OOC: I repeat: Nantes is not in Brittany and thus doesn't even belong to Conti - See map below and the World Map.For the record Conti's capital is... Conti on RL Jersey (Channel Islands). Bottom line: Conti has not suffered any casualty in this attack.

Preamble Sharing the belief that international commerce and openness are key drivers of economic growth and acknowledging that the city of Hong Kong’s pre-eminent role as a major global commercial hub is vital to the protection and pursuit of our common economic interests, the People’s Republic of China (PRC) and the Bailiwick of Conti, hereinafter referred to as the Signatory Powers, have agreed to the following articles establishing a joint administration of the city and of the Port of Hong Kong. Article 1 The present treaty establishes the Hong Kong International Settlement (HKIS). Article 2 The present treaty establishes the Municipal Joint Council (MJC), the governing body of the HKIS in charge of the day to day administration of the city and of the port. The Signatory Powers will appoint six representatives each (referred to as councillors) to the MJC. Article 3 A total of 1000 soldiers, 500 from the PRC, 500 from Conti, shall be permanently stationed in Hong Kong. Article 4 The flag of the Hong Kong International Settlement (below) is to be flown alongside the flags of the PRC and Conti on all public buildings. Conti, The 11th November 2009Archives Ident 2009/010 In a public statement released today the Council of Ten expressed regret and concern at the continent's recurrent inability to address disputes by diplomatic means. The Bailiwick of Conti will once more stand by its policy of non-involvement and cautious neutrality in European affairs.
  22. The Bailiwick of Conti acknowledges Monbassa's sovereignty over the territories ceded by Viniland. Our congratulations to the people of Monbassa for achieving nationhood.
