The Chairmen runs the CANJSF, but the Operations Commander is the Head of all military matters. so who is the one in charge during times of war. The draft puts this in favour with the Operational Commander but doesn't take into account The Chairmen's control over the whole of the CANJSF, then again the CANJSF is chiefly a military force, so any if all matters are military any way? This needs a little clarification.
A question that also needs to be answered is whether this is purely a reaction force? An enemy attack and they respond, or do we give them the green light to attack first?
Can I also add that after we solve this problem we are faced with another and that is political restrictions of these positions. Dose this mean that the mean and women of these positions can declare war on other nations or alliances without consulting the CAN? How about the use of chemical or nuclear weapons? We have in this charter no fall backs.
