I announce to you, nations of Digiterra, The Swedish Empire, a new resident of the Black Sphere. Also this. However, planning was abandoned due to the Second Unjust War, and not taken back up until early May. Some of the planners of the Seleucid Empire had strangely vanished, their nations disappearing from the face of Bob, and the leaders not seen anywhere except in the realms beyond Digiterra. The government proposed for The Seleucid Empire was scrapped in favor of a more defined, structured, and representative one. The charter was written, and agreed upon. A flag was made. Forums were constructed. A protector was gained, and The Swedish Empire came closer to reality. We encountered minor problems in the process, but ultimately powered through each one. Now, we're here. And without further ado, let me present the Swedish Imperial Charter. [quote]Article I. Membership Section A. Applying Any nation may apply to the Swedish Empire, provided they… 1. Are not on any ZI, PZI, or EZI list 2. Are not at war with any nation 3. Are not in debt to another alliance 4. Have an appropriate ruler and nation name 5. Fill out the application format properly 6. Is not on the No Entry List of the Empire Section B. Activity All nations in the Empire are required to post at least one time every week. Failure to do so the first time will result in a warning; failure to do so a second week will result in suspension of voting privileges; failure to do so a third week may result in expulsion from the Empire. These penalties will be waived if the member posts a Notification of Absence, citing a valid reason for future activity. If an emergency occurred, the member may inform the government of the emergency after the inactivity, and should post evidence, if available. Article II. Government The Imperial government shall be divided into three groups; the Noble Council, the Grand Council, and the Imperial Court. Section A. Imperial Court The Imperial Court is the highest body of the Empire, consisting of the Emperor, Chancellor, and Imperial Adviser. A1. Emperor The Emperor (or Empress) is the name of the monarch and overall ruler of the alliance. He or she is authorized to propose bills, charter changes, treaties, and war. War cannot be declared and treaties cannot be signed without the Emperor’s consent. He or she can also authorize the ZI or PZI of a nation. The Emperor can also veto other proposals, but may be overridden by a 75% vote from the Noble Council. During times of crisis, the Emperor may be vested with Emergency Powers by a 75% vote by the Noble Council. The Emergency Powers allows the Emperor to suspend the Noble Council for a period of up to one month, and act as the only authority of the Empire. The Emperor will rule until death or until abdication. In the event that the Emperor resigns, he is to select his successor. Should the Emperor suddenly vanish for an extended period of time, the membership may vote on a new Emperor. Should the old Emperor return within one week of the election’s result, he may choose to return to power. The Emperor may be removed by an 80% vote directly from the members of the alliance. A2. Chancellor The Chancellor is the secondary authority of the Empire. He or she is the individual that will assume the role of the Emperor during temporary absences. When the emperor is present, the Chancellor may propose bills, charter changes, and treaties. In the absence of the emperor, the Chancellor will assume all of the Emperor’s powers, but may not request Emergency Powers, and any decrees he makes can be overturned by the Emperor upon return. In the event of the Emperor’s sudden, extended disappearance, the Chancellor will act as Emperor while the election is held. The Chancellor is appointed by the Emperor, and serves until the Emperor relieves him, resignation, or death. The Chancellor may be removed by a 75% direct membership vote. A3. Imperial Adviser The Imperial Adviser is a purely honorific position. The Adviser holds absolutely no power, but may view the same things as the Chancellor. He or she is appointed by the Emperor, and will serve until death or resignation. This is a position of great honor, and will only be filled when the Emperor deems a citizen to be loyal enough to be trusted with the information. The Adviser will weigh in on all situations, and may exercise the basic member right to propose charter changes, but has no authority whatsoever. Section B. Grand Council The Grand Council are the department heads of the Empire. They are in charge of certain fields in the alliance. Each Chairman may appoint one deputy. The Chairmen are appointed by the Emperor, but must undergo a confirmation from the Noble Council to assume their duties. They may be relieved at any time by the Emperor. B1. Chairman of Foreign Affairs The Chairman of Foreign Affairs is charged with managing inter-alliance relations, maintaining the Diplomatic Corps, Q&As, and representing the foreign interests of the alliance in absence of the Emperor and Chancellor. The CoFA may propose treaties B2. Chairman of Finance The Chairman of Finance is charged with managing the economic wing of the Empire. This includes finding trade circles for members, alliance-wide tech deals, aid programs, and the banking system. The CoF may propose economic agreements, such as mass tech deals. B3. Chairman of the Interior The Chairman of the Interior is charged with managing various internal factors of the alliance. He or she is to maintain lists of the members of the Houses, manage and forward complaints, managing the Academy, and ensuring the good behavior of the alliance in public settings. The CoI is also in charge of the alliance's judiciary system; the Chairman will act as the judge, and the Chancellor and Chairman will both agree on five jurors from the membership body. A majority of the jury must agree for the citizen to be convicted. The Chairman will then propose a sentence, which will be submitted to the Emperor for review, then carried out. B3. Chairman of Defense The Chairman of Defense is charged with managing the alliance’s military. In times of peace, he or she must organize squads, deal with rogues, ensure the carrying out of ZI sentences, and ensure military readiness. The CoD may appoint Captains in lieu of a deputy. The Captains are in charge of the military wing of each House. Section C. Noble Council The Noble Council is elected by members of their House once every four months. Houses are divided up by nation strength. Each House elects one Noble Councilor, or Prince. The Princes are to represent their House’s wishes during government discussions. The Noble Council collectively vote on certain issues. The Council votes on treaties, bills, and charter changes. A 66% majority is required to pass a treaty, bill, or charter change. The Noble Council will not be enacted until The Swedish Empire exceeds 45 members; until then, the Grand Council shall act as the de facto Noble Council. Section D. Membership Body The basic citizens of the Empire are allowed to vote directly on certain issues specified in other parts of the charter, and may propose bills and charter changes. Article III. Foreign Processes Certain foreign processes have prerequisites to take effect. Section A. Treaties Treaties require a 66% vote by the Noble Council and the support of the Emperor. Section B. War War may only be declared with a simple majority from the Noble Council and the support of the Emperor. War can only be proposed by the government. In the event of a direct assault on an MDP ally of the Empire, this process does not apply. In the event that an ally of the Empire is attacked for honoring their own treaty obligations, or if an ODP partner is attacked, the process still applies. Article IV. Charter Amendments Any citizen may propose an amendment to the charter. Charter amendments require a 66% Noble Council vote and the support of the Emperor. The Emperor may veto charter amendments, but the veto can be overruled by a 75% direct membership vote. We've got mutual allies, similar cultures, and we're geographically close." He paused to light a cigar and puff on it thoughtfully. "What sort of treaty are you looking for? MDP? MDoAP?" James opened the case of cigars towards Nikita.

  12. The stairs led upwards to the second floor, where the conference rooms were. Higher up were offices, housing, and departments. The butler led the way to the last room on the hall, with the Slavic Federal Seal on the door, signifying the emperors' conference room. The butler held the door open, waiting for the emperor and president to enter, then approaching the bar, assembling a tray of drinks, and setting it on the table. That done, he exited, closing the doors. James poured himself a glass of palinka, and proffered some to Nikita. "While you're visiting, you may as well have something from our heartland," he said, indicating the palinka. "It's strong, but good." James sat in a high-backed chair at the edge of the table. "Down to business. Emperor Alec sends his regrets for not being able to join us, but his district is undergoing a wide-scale improvement, so he's busy with the organization." He paused to sip at his palinka. "As I said in my message to you, I'm quite disturbed at the lack of cooperation between our nations, despite the many bonds we hold; location, culture, allies, and policies, for a few. While one cannot call the Greeks a Slavic culture, they also cannot deny the close Greco-Slavic bonds. Cooperation between our nations seems to be an idea to strive for."

  16. I vaguely remember Jarheads doing the same thing, except with a YouTube video encouraging people from RuneScape instead of a forum post encouraging people from Facepunch. Maxed out at around 300 members, then steadily declined as people got bored. A little over a year later, there's 3 left, probably people who just like the US Marines. I think FA will do the same thing over the next month or two.

The Marines in the force included 300 Caucasus Guardsmen, who put their guerrilla skills to use scouting the areas around the Slavic-Slavorussian army. They ensured that the High Command was safe in Volgograd, at which point the Slavic commanding officers joined the High Command to decide when, where, and how the Slavic troops could be used. The officers in charge were Major General Boleslav Z. Misi, SFMC, Major General Anton S. Ognyan, SFGF, and Lieutenant General Oleksandr G. Taras, SFGF, each veterans of one campaign or another. Major General Misi had been one of the regimental commanders during the first phase of Operation Pacific Star II, as a brigadier general. He'd led the Marines in support of the Northern Republican forces on the Federal American front, and was shipped home to assist in the activation of a reserve division. He'd later been promoted and put in charge of the First Marine Division. Major General Ognyan had fought in the Caucasian Civil War, as a Lieutenant Colonel charged with a battalion at the frontline. It was his defense that had ensured the failure of the early Pretender attack. It was he that proposed a sea invasion of the pretender capital in Kazakhstan, via the Caspian, and he that was in charge of the logistics. Although they failed to reach the capital before pro-Caucasian citizens seized it, Lt. Col. Ognyan was promoted for his flawless logistical movements. Afterwards, he'd been promoted to brigadier, and later major general. Ognyan's primary flaw is that, early on, he was a major opponent of Slavorussia, and parts of his anti-Slavorussian attitude still linger. Lieutenant General Taras was the most senior of the trio. His very first service was in the Caucasian Royal Army, as a second lieutenant. He didn't see battle as a platoon leader, but his ability to ensure his platoon's full readiness at all hours of the clock was noticed by the promotion board, and he was quickly advanced to Captain and given a company. During his time as a captain of the CRA, he fought in the first HRE-EU Conflict, engaging briefly with Holy Roman forces before a ceasefire was reached. He was then sent with his company to the Netherlands, where his company showed exceptional service against the Dranaggian forces, earning him a promotion to major. During the peace afterward, he was raised to the rank of colonel, and then brigadier general when the second EU-HRE Conflict began. Further service in the Caucasian Civil War found him promoted to major general, and shortly after James II's ascent to the throne, he became a lieutenant general, and is currently the highest probability for promotion to full general within the next year, which would afford him command of an Army in the Ground Forces. The three presented themselves to the Slavorussian High Command, asking where their forces would best fit, and holding back suggestions until hearing from the local 'experts.'   21. "It wasn't my idea," James said as the guardsman closed the door and moved to the front of the limo. "It was Colonel Khajag Hovhannes, the deputy commanding officer of the Liberty Guard. Good man, but he's a bit...paranoid sometimes." He rolled the window down slightly and lit a long, black cigar, offering her one. "Worry not. The Federation hasn't been physically terrorized for fifteen years. We're not Buryatia." He puffed on the cigar, blowing the smoke out the window. The car traveled for ten minutes, reaching the large, spacious Imperial Palace. The convoy passed through the wrought iron gates and pulled up at the front of the palace. A stone roof extended out over a cobblestone walkway, covered in the center by a royal blue carpet. Liberty Guardsmen in dress blacks were positioned at the front of the walkway and at the door. As the airport escort exited their vehicles and walked with the Emperor and Athenian president towards the palace, the men at the end of the walkway turned in a crisp, formal manner and joined the escort, stopping at the door and exchanging salutes with the door's guards. When the procession entered the palace, the end's guards turned and headed back to their positions. Inside an officer flanked by two senior noncoms saluted the Emperor as they entered; James returned it crisply. "Major, is the conference room prepped?" The officer nodded. "Yes, sir. I even had the liquor cabinets and refrigerator restocked." "Good man. Dismissed." "Yes, sir," the major said. He and the noncoms saluted and marched towards the eastern portion of the palace. A butler appeared, hands behind his back. Without a word he began walking up the staircase to the left. James waved his hand to dismiss the escort, then motioned for Nikita to come with him and the butler.

James motioned for Nikita to follow him. "You'll notice," he said as he walked, "that there's extra security on the convoy. This is simply because about...I believe 15 years ago?...my father, King James I of Caucasia, was nearly assassinated. Twice. The Liberty Guardsmen decided that, from that point on, all Caucasian kings, and, by extension, all Slavic emperors, should be better-protected." He stopped as they reached the front of the airport. "Ah..." A limousine sat by the curb, with a Liberty Guardsman in dress blacks standing with the back door open. Two Humvees were in front of the limo, and two more behind. At the very back was an IFV. James frowned and looked at the lieutenant. "Lieutenant, might I ask why there's an IFV in my convoy?" The lieutenant shrugged. "Sir, Colonel Hovhannes thought it would be a good idea, considering that both the Athenian president and Slavic emperor would be together, sir." "Ah...Khajag. I should remind him that downtown Tbilisi is not a warzone." James saluted the guardsman holding the door open and entered, motioning for Nikita to do likewise.

While I'd like to have him work with us, I'm not sure he'll accept. Perhaps we should offer his friend a position, such as Minister of the Interior, or something to that effect." James paused to take a cigar case from his sports jacket; it had a cannabis leaf on it. "Wrong one," he muttered to himself, sticking it back into his jacket and taking out another, plain and black. He took out a long, black cigar, stuck it in his mouth, and lit it. He took a puff and blew a smoke ring, watching it expand and disappear. "Hmm...why do I have a feeling he'll view this as arrogant and capitalist?" he asked, taking another puff. He looked over at the door as Karasov reentered, and offered him a pack of cigarettes. "I roll these myself. You looked like you need something to steady your nerves."
  24. Hellenic Air One would be received at Tbilisi International Airport by Emperor James II, six Liberty Guardsmen, and James's personal aircraft ground crew. Upon landing, the plane would be directed by the crew and refueled while James took the president and her guards to the Imperial Palace. "Welcome, Ms. Akhatov, to our humble nation," James said, spreading his arms graciously as the Athenian president exited the plane. "I trust your flight was a good one?"

He picked up his phone and started to dial the number to his co-Emperor's office, but happened to glance out the window. A small caravan, bearing the flags of Novistrana, was entering the Palace gates. James broke into a smile and put the phone down. Emperor Alec had already taken care of it. James rose from his chair and exited his office, passing by two Liberty Guardsmen, who started to rise. "Keep your seat, Gunny," he said to the senior of the two. "I think I can walk down the hallway without getting assassinated." "Yes, sir," the gunnery sergeant said, sitting back down and motioning for the other to do likewise. James walked across the building towards Alec's office, intending simply to observe. He let himself in, nodded curtly towards Alec, and seated himself in the corner, crossing his arms and leaning back.
