Yeah, ironically my own favorite dosen't work out well in 5 GRL unless you have radation cleanup, which may gimp your nation if you go out of the way to get. Atm, without cleanup SM (or god forbid a war wonder) is a sound choice over NRL.

I am a huge believer in the NRL because of improvement slots and its need for long term planning of WRC. Remeber those improvement slots can be used for war improvements as well and it is a scaleable wonder that grows in value with your nation. Just my two cents.
