The Federation Air Force has procured the first operational variants of the Falcon Aerospace commercial FL 800 to be part of the new class of reconnaissance aircraft, named the Reconnaissance Surveillance Aircraft 240 (RSC-240) to fulfill SIGINT, MASINT and other real time reconnaissance roles to improve the Federation's warfighting capabilities against potential adversaries. [b]RSC-240C Airseeker[/b] Designed to fulfill the FAF airborne SIGINT platform role, it's sensor suite is designed to allow the crew to detect, identify, and geolocate signals throughout the electromagnetic spectrum. The Airseeker's extensive communication suite can allow the crew to forward gathered information to a wide array of consumers through a wide variety of communication formats. Along with a cockpit crew, the RSC-240 C usually has electronic warfare officers, intelligence operators, and airborne systems maintenance personnel. The Federation Air Force plans to have 24 RSC-240Cs in service, operating as part of Air Combat Command, through the 60th Air Wing at Playgreen Lake AFB. All airframe and mission systems modifications are through Polar Communications, based in Gimli, Manitoba, under the oversight of FISA and Air Material Command. [b]RSC-240D Ghost Flyer[/b] The RSC-240D variant is designed to collect technical intelligence on adversary radar emitter systems. Data collected from this aircraft is then to develop new or upgraded radar warning receivers, jammers, decoys, anti-radiation missiles, and training simulators. There are antennae arrays on the nose, tail, and wingtips to distinguish it from other aircraft. Minimum crew consists of 2 pliots, 2 navigators, 3 system engineers, 10 electronic warfare officers, and 6 area specialists. There is a planned 6 RSC-240D to be built to be based at Playgreen Lake AFB. [b]RSC-240E Big Watcher[/b] Developed for the MASINT role, it is equipped with special electro-optical instruments designed to observe ballistic missiles flights at long range. Big Watcher monitors missile-associated signals and tracks missiles during boost and re-entry phases to provide reconnaissance for theather ballistic missile proliferation. Three RSC-240E are to be built and attached to the 60th Air Wing at Playgreen Lake AFB. ____________________________________________________________ Federation Space Command has finalize the design of the newest class of surveillance satellites to observe and track ballistic missiles. It is to be called SSR-200 Slient Sentry. In cooporation of the new Anti-Ballistic Missile Initiative, the SSR-200 will be the space component of the new Northern Shield Anti-Ballistic Missile System.

[b]Part 2 - The Destruction[/b] The Northern Imperium nuclear strike on Winnipeg would produce at combined blast area that spanned in a 10 mile radius to maximize destruction of the capital, while major burns radius varied from 15-18 miles out. Winnipeg and all it's outlying suburbs were severely destroyed in the wake of the strike. Very few buildings survived inside the blast radius except some of the most recent reinforced concrete buildings, underground structures at the international airport and hardened military structures holding aircraft, tanks and other supplies. With the Chancellor missing during the prompt evacuation, the response to the nuclear strike went slowly at first as the Federation's civilian chain of command was in disarray and the Hudson Bay Federal Emergency Coordination Agency main office and the civilian arm of the Federation Nuclear, Radiological, Biological and Chemical Weapons Rapid Incident Response office was wiped out in the blast. The only stroke of luck was the main command of the Hudson Bay Armed Forces escaped destruction entirely; however, assets near Winnipeg were out of contact and presumed a 100% lost. It wasn't the military who came first to aid whoever was left in Winnipeg, it was foolhardy, yet unsung heroes in the mere hours of the explosions. Police officers, firefighters, paramedics, off-duty Federation National Guardsmen, and courageous civilians from outlying communities, such as Brandon, Carman, and Winkler traveled any road leading them to the beleaguered capital and the lingering, deadly levels of radioactivity in the area. Police, fire, and ambulance sirens wailed on the prairie roads, which became increasingly filled with destroyed cars and other rubble as those people came closer. Many stopped toward the edges of city, well outside of the blast radius as the amount of debris blocking routes further in required heavy equipment to go any further. Make shift tent camps, or setting up abandoned hospitals or hardened structure appeared around the city as civilian emergency personnel began their short, yet important recovery work.

[b]Part One: The End[/b] Flight 475, Great Lakes Airlines, from Greenland to Winnipeg was making was it's destination landing checks with Winnipeg air traffic controllers when frantic messages started coming from the controllers to abort all landings at Winnipeg. The perplexed pilots didn't know how to quite respond to the messages, except the words nuclear missiles made them start to swing about. The aircraft team turned on all the safety precautions lights in the cabin. [i]"This is your pilot speaking, we've been ordered to divert away from Winnipeg for an unknown reason. All other flights have been diverted as well. Please fasten your seat belts as we attempt emergency landings to the nearest airport."[/i] The pilots would last see the sunny atmosphere above the stormy clouds of late Spring storm as the plane lost control from the EMP burst from the explosions. The seconds would pass by in a slow motion scene of the multiple flashes of light on the left side of the aircraft, the trio of mushroom clouds over the Winnipeg area... followed by the defying shock wave that shook the aircraft to it's very composite structured frame. The electrical components on the aircraft would be fried, which in turn powered off the engines. The aircraft jerked downward as the shock wave tumbled the fragile craft towards the ground. Inside, the oxygen mask deployed and those that didn't heed the warning flew about the cabin, most dying instantly. Luggage flew out of their overhead storage while people screamed in horror. The frame of the aircraft finally met the limits of it's engineered stress limits and started to break apart rather quickly. Seats, people, luggage ejected out as confetti from 10,000 feet over the Manitoba region northeast of Winnipeg. It would later be known by emergency personnel at that particular flight crash some six months later that all hands were lost.

[i]One hour and 30 minutes time to reach Downtown... shoot, got to go, now. [/i] He quickly closed the window and called his boss on speaker phone as he tied on his tie. "Hello, Jacob Harlow here." "Mornin' boss, just letting you know the 10 AM meeting is still on with the Polar Bear Conservatory Society, I have your files ready to go." "Excellent work Micheal. You're doing great son, see you when you arrive." *click* Michael stowed the phone into his right front pant pocket and descended the stairs. Ashley tapped her foot as he hurried in... "Almost running late again?" "Just the... " paused Michael as he savored the orange juice and bacon, "traffic is horrible." "Your excuse every time..." "Mhmm, what can I say, early doesn't cut it for me for them?" "What about me?" she questioned. "Always early for you..." as he leaned to give a firm kiss and squeezed her ass a bit." "Ooo!!! Hurry on now, you'll be late," she stated matter-of-factly "Way to ruin the moment dear..." as he pecked her one last time as he strolled outside to his awaiting car, a decent BMW 5-series warming up outside. He opened the driver door and tossed the briefcase in the front passenger seat and buckled up. The car revved up to life with it's six-speed manual transmission on the local streets until he reached the former Highway 1, Trans-Canada Highway and heading east towards Winnipeg. The latest Federation work on the interstate network was the development of Intelligent Transportation Systems (ITS) with real time sensors, traffic cameras and digital signage to change speed limits, inform of accidents and commute times which was implemented some time just after the birth of the Federation. Michael disregarded the marvels of ITS as a simple citizen on his way to work with his radio blaring some music, surrounded by stop-and-go traffic. There was very little warning to the impending doom that was at hand for the entire area and for Michael, he would be caught up in the middle of it. Mere minutes would pass as the Federation's Emergency Broadcast message overrode all media outlets with the message of the incoming nuclear strike. His ears would listen in disbelief as mass hysteria broke out on the mass parking lot that was the Trans-Canada Highway as people ran for the nearest shelter. He hear his phone rang in the madness unfolding before him, picking it up since it was his wife. He would utter the words "Love..." as the flashes of white light lit over the Winnipeg metropolitan area.

New projects that were being currently proposed for initial contract design and prototype development has been suspended as the Federation legislature has cut R&D portion of the 20XX budget due to fiscal constraints imposed by the massive cost being incurred in the cleanup and recovery of Winnipeg. Current projects would continue be funded as deemed of great importance to national security. There was one project that was approved in the wake of destruction of Winnipeg that would be approved through the legislative members that were part of the Armed Services Committee, which was the prompt development of an anti-ballistic missile shield system while other projects had their funding cut. OOC: Will be picking up the Winnipeg recovery thread this weekend, finally. _____________________________________________________ Federation Space Command has launched most of the satellites that they were ordered to send into orbit from Cape Canaveral Air Force Base to cap the first generation of communications, navigation, and surveillance satellites for military use to give Federation forces expanded continental mission capability. ______________________________________________________ Federation forces that were in Alaska have pulled back into the Yukon Territory region. Pre-war force deployments through the Federation has been issued and the large concentration of forces in Yellowknife have returned to pre-war levels.

A lone WC-154 Constant Phoenix aircraft flew over the skies of an destroyed Winnipeg, part of the 62nd Weather Recon Squadron. The crew of 12 were tasked with the initial detection of radioactive materials in the atmosphere as one of the first responses to the former capital. It lingered over the capital for about 30 minutes to collect it's samples and return back to it's base near Churchill. Air Force Weather Agency was receiving the real-time feed from the WC-154 which was relayed to the Chiefs of Staff at the Leaf Rapids Command Center in northern Manitoba. It wasn't time to deploy anyone yet, but mobilization was well underway from the military to respond.

Initial peacekeeping operations would begin in all populated settlements in the Yukon and mid-northern Alaska. Military investigators from Federation CRBN Rapid Response as well as civilian investigators from the Justice Ministry would head to suspected missile sites in the Imperium as a criminal investigation would be underway to bring those responsible to the full breadth of Federation law. 5 divisions that were scattered along the Prairie Union border and north-central Manitoba were ordered to minimize their presence along the border to focus on a rapidly coordinating internal emergency response on the destruction of Winnipeg. Army Corps of Engineers began their work on constructing FOBs on the outskirts of Winnipeg, coordinating with airborne NC-130 "CRBN detection" and Federation CRBN Rapid Response crews on placement of the FOBs in lightly radiated zones. The Air Force would contribute several E-10 J-ABMCS to coordinate communications traffic in the devastated region where most in-place communications infrastructure was destroyed in the blast. ______________________________________________________________________________ [b]Private[/b] Air Force pararescue teams were still on the hunt for the Chancellor's helicopter which never arrived at it's emergency evacuation point, a private airstrip 75 miles northwest of Winnipeg. They were told that recovery of the men onboard the aircraft would be of the upmost importance, as it carried the Federation's executive officials, the Chancellor, Vice Chancellor, National Security Advisor and other advisors. This information was currently deemed Top Secret. Governmental functions rested on the current Interior Minister, Douglas Hubertson, who was fortunately enjoying a vacation near Churchill at the time. Most government staff and higher officials were still unaccounted for and assumed dead.   17. The three missiles sent to Winnipeg would hit, destroying the capital outright into the smoldering inferno that would devastate the area for some time to come. However, military assets around the capital was light outside an Air Force base handling the chancellor's and other important officials and dignitaries air travel as well an Army base situation southwest of Winnipeg. Early estimates would put the death tolls at over 100,000 easily, but it was too early for emergency personnel to make a good assessment of the dead. [i]Classified[/i] Major military operations operated to the north of the political capital of the Federation to prevent such a catastrophic damage to the functions of the operations of the Federation, far enough away from even the fallout radius of the three blasts. Losses to four Army divisions and a two fighter squadrons would be tallied up in the aftermath. Meanwhile, the bulk of the troops massed on the border of the Imperium, royally pissed off to learn what occurred, promptly invaded the Imperium itself, joining Tianxian forces into the Yukon and to Fairbanks.

On the nearby desk, a red phone rang, where Vice Chancellor Dale Everett promptly went to pick it up. It only took a few seconds as Everett turned pale while dropping the phone. Meanwhile outside, the Chancellor's helicopter started up by the Marines alerted to the grave situation gripping the nation. "What's..." started Logan, cut off as Federation Detail Security (FDS) burst into the room grabbing Logan, Everett, Wallack, and Bronson outside to the helicopter. There was going be initial resistance to the sudden, brute actions by the FDS, but time was not with them by turn of events coming from Western Canada. The draft treaty flew out of Logan's hand and twirled to the floor. "Polar Bear and cubs moving out to the lawn, team three secure perimeter!" ordered the lead FDS agent. "Chancellor and Mister President this way!" shouted an FDS agent pulled the governmental officials towards the awaiting helicopters. The scene outside was semi-chaotic as FDS agents were running about, quickly ordering the departure of personnel and the heads of state. The primary modified UH-60 helicopter was nearing full power as Logan and the others were rushed to it. "What's the meaning of this!?!?" stammered Logan as he and fellow colleagues were tossed into the helicopter, the doors slammed shut and climbing to a nice cruising altitude northward well away from Executive Mansion, some 20 miles from Downtown Winnipeg. "Sir, forward radar sites near Yellowknife have detected several ICBM launches from known nuclear sites in the Northern Imperium provided by our intelligence gathering. AWACS operating in the region have also confirmed this, estimate three to five missiles heading into Federation territory," grimly stated Quintin Vol, National Security Advisor. "Chirst... yield potiential?" asked Logan. "Probably, 500 kilotons, not confirmed," replied Vol. "Evacuatations?" inquired Everett. "Warnings are out on the National Emergency Alert System and we've overridden the cellular network with texts, but this effort will be futile, we barely have time to probably get you folks out the blast area. Winnipeg is lost," said Vol, visible shaken. "Sorry, Mister Bronson that you had to get caught up this mess... those !@#$%^& Imperials will pay for this," firmly stated Logan. "Chancellor, we're evacuating to point about 75 miles northwest from Winnipeg to an awaiting private airstrip, we have an awaiting governmental Gulfstream there. Coordinating with the Air Force on this spot with our flight path," stated Vol. "Time to impact Vol?" questioned Wallack. "Very soo..." While the men couldn't see what was happening behind them, the UH-60 was reacting to what was left of Winnipeg as the helicopter was still inside the EMP danger zone as the helicopter lost power systems to the engines and eventually to the main controls. While the particular helicopter was built for such an event as this nuclear detonation, the EMP hardness levels weren't sufficient enough to protect the main operation of the helicopter for very long, but protected instead other CRBN survival equipment and basic emergency radio. Both pliots frantically tried to restart the power to the engines, while trying to control the spinning chopper to whatever controlled landing they could provide. "This is Marine One, mayday, mayday... altitude dropping rapidly, this is broadcast on emergency channel 10, mayday, mayday. Marine One is going down..." repeated the co-pliot. Logan could spot Lake Manitoba to his left as the helicopter twirled on it's rapid decent to the Earth's surface, occasionally see the three plumes of nuclear fire over parts of Winnipeg as the windows twisted into view of that area. The chopper hit the ground hard as it bounced up again, the rotor blades charring freely still into the nearby trees, snapping the blades while twisting the fuselage onto it's side, ripping the door open, exposing the occupants to the nuclear fallout occurring. Meanwhile, the Air Force personnel at the airstrip would start the rescue mission noting the non-arrival of their intended package.

Officials in Winnipeg didn't like how the Imperials holding out and desired a better stake in the post-conflict process that was bound to occur. While regular flights by Federation Air Force AWACS and E-10 J-ABMCS have been going on for weeks, they would be protected by an increased presence of F-22s in regular patrols, the possibility of an entry into the war required the FSIA and Air Force intelligence officials to begin deep penetration surveillance of the Northern Imperium via the use by U-2 aircraft, RQ-4 and RQ-170 UAVs and the new crop of imagery satellites that flew over the Imperium. Only the RQ-4s were equipped with special SIGINT hardware to help gather the Imperium's moves over their various communications networks as cryptoanalysis teams back at FSIA would work on breaking possible Imperium classified communications networks that was being transmitted to them. The combination of the work of U-2, RQ-4, RQ-170 and the Northern Watch imagery spy satellites would begin to successfully plot out Imperium defenses and deployments along the border and couple hundred miles inland to where Federation commanders in Yellowknife would enact proper battle operations and tactical forward deployments as Tianxian forces were being allowed in.

The Federation Security Intelligence Agency (FSIA) continued rolling out a nation-wide standardization of classified cryptographic equipment to all governmental departments as Chancellor Logan authorized FSIA control of all cryptographic standards, algorithm development, key issuance, hardware development, and security policies some months ago. The Defense Ministry in cooperation with the FSIA would construct to military intelligence gathering installations near Yellowknife and another east of Winnipeg. Along with that, other smaller axillary buildings and rooms would be built on many Federation bases to secure classified information work being conducted at those base as well being part of the base where cryptographic equipment handling classified data, voice, and network would be installed at to handle the SIPNet, JICN, DEZTN, and DSVN protocols. It would handle the 'middleman' operations between the internal classified base network to the classified WAN between other Federation bases throughout the nation. This construction would meet DEMES emanations certification standards against compromising emantions as well as FSIA security standards for classified information. Along with CSIB, all information deemed Top Secret would never be handled by one person, always with at least two people with the proper clearance and training on handling TS information. Maintenance of alarms will be weekly by SCIB facility members. - Any commercial electronic items will not be allowed beyond the SCIB entry area. - SCIB physical security will adhere to the minimum FSIA requirements, additional security will be determined by the base commander and a FSIA security liaison. - Minimum security requirements for initial entry - Alarms with fast response time - CCTVs with face recognition technology - Internally published Authorized Access List - Those not the list, who has a 'need to know', proper ID, and sufficient security clearance must be escorted by a SCIB member at all times who has the proper security clearance and authorized access that part of the SCIB. That person(s) will have to sign in and out on Federation Air Force Form 2902, Army Form 5738, Navy Form 2934 or FSIA Form 1959, variations of the [i]SCIB Visitor's Access Log[/i] - Armed Guards - Metal Detectors - FSIA approved door with automatic door closer, combination lock, and access control - Additional security measures would include retina scans, fingerprint scanners, weight measures, etc. - SCIB is deemed a restricted area on all Federation military installations, along with flight lines and command posts. Those attempting unauthorized access will be met with deadly force as like other restricted areas. - All equipment in a SCIB must be able to continually operation in all conditions to include the event of emergency, civil unrest or natural disaster. - SCIB personnel will have a plan to destroy classified information and equipment in light of an event of emergency, civil unrest or natural disaster. - SCIB vaults will be of Class "A" nature consisting of at least 12" reinforced concrete with steel doors with a duel combination lock - All SCIB personnel will not disclose SCIB level information outside an approved SCIB - SCIB facilities are compartmented with different SCIB work centers or rooms based on a particular SCIB personnel's job. As such, SCIB personnel will only enter particular work centers predetermined by their job and will be indicated by their badge where they have access to. They will only have the 'need to know' to particular classified information at the Top Secret level based on their job and 'need to know'. [/quote]
