  1. Minister Rolan would allow the MidAmerican and CSA delegates to have a small photo op for official documentation to their officials back home. He posed with the delegates in front of the map with his aging face showing a slight smile while grasping the hand of the head of the delegates. Gregory Rolan wasn't blind to the unspoken emotions by anyone, the craft of being a statesman had honed his skill in spotting differences in human emotion where words would betray what their faces would say. He would walk up to Hanobel before leaving the room and spoke to her, "The Ohio question was a difficult situation for us to decide whom to give it to, I would not expect this road map of partition to be... a final deal in my opinion. This is definitely something between you and the Commonwealth to speak on further; however, we're very aware of the unsettling unrest developing in your region. It's a veiled formality for the conference to see the Ohio question to not be questioned by anyone else, since it's just between the three countries that we truly know. If your nation needs assistance, we're just a call away." _______________________________________________ Back in the conference room, the Secretary Collins approached Chancellor Welks and listened to his request. He nodded his head in agreement with Collins, replying, "You give a number and a location, we'll be there in as a sign of good faith between our government. We'll fund the construction of the base wherever you decide to place Federation forces, so that in the end, a fully functional base in northern Oklahoma can be transferred to your military when the time of departure is necessary." ________________________________________________ With everyone back into the room, Welks decided it was time to deal directly with Mr. Sullivan. He nodded to the newly arrived Chilean counterparts, he would not mention the what happened to the first South American delegates trying to gain entry into the conference, deciding that with the main agenda of the conference nearly complete, an open meet and greet was close at hand. Even so, only the Chileans were invited because by brought their own homemade chili with tortilla chips for a good snack. "So Mister Sullivan," spoke Welks, "What do you have in mind with your representation of various territories claiming to be on board to join this Republic of American States, so tell me again what areas support you?"
  2. The waiters would begin serving conference delegates drinks laced with soy sauce; however, even though the Federation delegates knew, they would partake in the joke together. Meanwhile, in the room with the established power with Minister Rolan, he laid out a map of North America on the table as the some of the delegates from CSA and MidAmerica entered the room. "Gentlemen," began Rolan, "Here is the final partition of... dear God pffft." Rolan coughed out his drink. "WAITER! What is this!" boomed Rolan, loud enough to obviously be heard out the door this time. However at this point, it was too late as various delegates most likely accepted some form of drink, even the water wasn't spared, since the tap water was exchanged for spiked sparkling water with a hint of vodka. After a couple minutes, Rolan regained his composure and began again with his equally irate guests, "Well, where were we? Oh yes, partition of North America. Without RAS the delegation in here, the Federation 'North America Territorial Division' in cooporation with Cascadia, Faraway and the American Commonwealth is as follows gentlemen." He pointed to the map as MidAmerica colored in grey stretched to the Continental Divide with Cascadia as far north as Oklahoma and Arkansas, virtually a straight lined northern border. To the CSA delegation, he pointed to the pink outlying the new nation encompassing territories east of the Mississippi as far north as the Ohio River and to the east to the Appalachians with their border to the American Commonwealth. "Gentlemen, the established nations of North America see fit to hand you this territory based on good faith, due to the low level of instability since we moved our forces in the old Mexican protectorate. In regards to initial aid, the Hudson Bay Federation is issuing $30 billion dollars in aid to both of your nations to be used as you see fit. My MidAmerican friends, Hudson Bay armed forces will withdrawal north by land towards the end of the month, unless you request otherwise. If you men don't mind, sign on this document here and your on your way to official recognition by the North American powers." Turning to the rest of the powers, Rolan began his approach to the rest of North America. "As we have agreed earlier, the Commonwealth is to have the Carolinas and Ohio annexed to them. Faraway will assume control of all territory lining the Great Lakes Region as we understood as Minnesota, Wisconsin, Illinois, Michigan and Indiana. This leaves us with the territory of the Upper Midwest that is under our oversight as the last remaining land without a nation, some of which the RAS delegation has spawned from. It is from here, I believe RAS could make home, but as we've said earlier, we make no concessions on our pre-arrangement." The map was rolled up and hidden away, along with the documents pertaining to the recognition of CSA and MidAmerica in Rolan's briefcase, which was handed over to a FSA agent for safekeeping downstairs in the security room. With that, that meeting in that room was finished.
  3. "We have no need to recess Mister Sullivan," sternly replied Welks. "Stopping the meeting for your signatures is premature due to our, well, my tight time schedule here good sir. We're moving forward with our proceedings." Minister Rolan and the Mexican delegates streamed out of the nearby room after the formal signing of their agreement of their recognized status by the Federation; however, signatures by Faraway, Oregon and the American Commonwealth were also signed on it beforehand at the Hudson Bay Embassy in Mexico City. "However, we do have drinks that can be served by our waiting staff here today, if you want to partake in the large selection of drinks or menu items available," stated Welks, "Carrying on, I welcome the Confederation of MidAmerica delegates here today." Chancellor Welks nodded a friendly head gesture to the delegation. "The question of Central America is laid to rest as we focus on the partition of rest of the old Mexican protectorate. Our initial projection for the lands west of the Continental Divide is slanted to Cascadia, in which, our government has no objections. But the Midwest and Southeastern region of Greater Florida is a bit muddled. I know the Commonwealth has seemingly strong support in the Carolinas while Faraway has oversaw the Great Lakes regions as a proxy steward." Meanwhile, Minister Rolan motioned aides from Cascadia, Faraway and the American Commonwealth into the next room over... One of the Federation's aides invited some of MidAmerican and CSA delegates through a door to a hallway that would lead to a room nearby. Lastly, another Federation aide invited the three new independent movements to another room where Assistant Minister Townsend would brief them.

Minister McDonald raised his eyebrows a bit at the suggestion of cooperation with the South Americans, deciding to speak once again, "South America is a bit of a reach for the current time, even then, that would most likely be optional thing between us. If we did come that point, we would have to have a long discussion on the ramifications of such an arrangement. I would not disagree that would be an ideal arrangement, but it's a long shot right now with our situation in North America at this time." McDonald turned to MInister Valmy, "I understand your reservations on these proposals, but I assure you that each country's sovereignty shall not be infringed upon, unless mutually agreed by the two parties. The focus of our discussion is establishing a vision and path for a defensive bloc for the nations of North America, which I am sure the newer nations will be met with at a later time to establish their eventual entry via a vetting process." "Folks, I have no authorization to put on paper to say anything more than basic economic and/or defensive cooperation measures for all of us. I hope more suggestions are suggested for what you want for this document and policy that will bind us together somewhat."

Minister McDonald continued, "I only speak for the behalf of the Federation, so we would like to see your thoughts on the possibility of entertaining a series of agreements that pave the way for greater diplomatic understanding between the established powers of North America in a more proactive approach when situations that call for all of us. Eventually, a defense bloc could be paved out of this, but this probably couldn't happen in the short term, unless something of significant magnitude drove each of our nations to that decision mutually. So what are your thoughts?"

Learn to read and please do not try to circumvent my version of the NSA, it will not end well. IC: Welks would speak again, "Well now send Mexico and Central America is dealt with... may I said that our officials at the embassy streamlined today's process well beforehand. It now comes to talk about the various partitions of the old Mexican protectorate. My administration has agreed to the Pacific Coast partition by Cascadia, but obviously we have most of our work cut out east of the Continental Divide and the East Coast. I would personally like to state my vision of things east of the Continental Divide at this time. Our established partners with Faraway and the American Commonwealth are great partners of ours in this crisis that broke out after Mexico fell... and now, understandably have some reservations with movements in our established security zones. Would I be wrong representatives from Faraway and the Commonwealth?" _____________________________ Arthur Sullivan would be allowed on a FSIA approved device to communicate with officials back in Missouri. It would be a basic laptop with email connectivity and access to some websites; however, access to any social media or media sites was particularly blocked. _______________________________ In the room next door with the Mexican delegation, Minister Rolan showed them the agreement that Hudson Bay agreed upon with Mexican officials just sometime before the conference. "Sorry for the delay gentlemen," spoke Rolan as he pulled out a shot of scotch, "Such are our formalities for getting things on paper and all. While Faraway and the Commonwealth haven't projected their forces this far, we thought it to be fair to send some folks down to see how bad it was. Thankfully, we like what we saw coming from the ashes." "So, sign down here and we're good to go," continued Rolan, "Your welcome to stay for the rest of the conference if you wish; however, by all means, you're free to go. We'll have our forces out by the end of the month."
  8. Foreign Minister Rolan grimly noted the escalated situation unfolding before the conference as he conferred with Welks in a ear whisper on the requests from Mexico. "Silence, representatives. Calm down the accusations before I eject both of you from the conference. Stay on subject," firmly stated Welks. "Mister Ramires, we have no objection from your humble requests and would like to invite your delegates behind closed doors with Minister Rolan here to finalize this mutual understanding." Minister Rolan rose from his seat and motioned the Mexican delegation to an adjoining door where a drafted document formalizing the formation of the new Mexico would be signed. Afterwards, the Mexicans were allowed to leave or stay as they desired. EDIT: Due to breach of electronic etiquette during a private, sensitive meeting, FSIA agents did cull the intended transmission of a message by hiding all wireless broadcast emissions by spoofing the any hardware device to not receive a signal. Only authorized messages to one's government officials supplied by FSIA hardware was only allow, as mention before entering the meeting area.
  9. :snip: Meanwhile, Hudson Bay Armed Force commanders in the southern sector of the Great Plains security sector would be expanding their CAP flights throughout the Mississippi River region as forces solidified holdings east of the Mississippi River. Contact would be made to various elements of American Commonwealth forces operating west of the Mississippi on closing further security gaps as needed.   10. Everyone arrived in Winnipeg and were driven well north of the capital to a lakeside resort at Lake Winnipeg. The security was disguised and very tight, the entire resort was booked by the government earlier to prevent more security concerns than there already were. When everyone finished mingling together, they all gathered in the conference room to begin their discussions. "Welcome everyone," started Minister McDonald. "Hope your journeys here were pleasant. Anyways, we do have much to discuss as were my instruction from Chancellor Welks on the matter of defensive inter-cooperation among the various establish American states in light of recent events playing out across the continent and trying to be resolved in Mexico City. This meeting folks is part of the two-fold initiative in shaping the future of the North American continent."

Efforts to stop the flow of weapons eastward would focus on a severe enforcement checkpoint on the Mississippi River within the Federation security sector, with checkpoints on all bridges coupled with gunboat and light helicopter patols. All cars would be randomly searched while x-ray camera checkpoints would be established on the most busy routes. Gun licenses would be checked as well as IDs to stave off any flow of illegal weapons transfer out of the Federation security sector. Further efforts to transfer weapons illegally would be met with harsher nonrecognition of local governance if support continued. OOC: Deal with it being here first?
  12. Mexico City was arguably a proxy entity of Hudson Bay for the time being since the new Mexican government was just forming and was not quite able to provide for full security of the city. While the full strength of Federation 2nd Marine Division was visibly present in Mexico City from where the meeting was, to major embassies and the airport. 15,000 Marines were tasked with various security issues including Port of Entry duty at the airport and military air traffic controllers controlled the main airport traffic. Several blocks around the National Palace was blocked and security cordons were placed on every street. Foot traffic was even checked and vetted with pat down searches. Counter sniper teams were quite visible and in the background were several special operations teams on standby. *Back in the meeting* "While we wait for the Confederation of MidAmerica delegates arrive, let's begin this meeting shall we," began Welks. "Since we have the new Mexican government delegates here, let's start with the formation and territorial claims of the new Mexican government. I apologize to the Mexican delegates for the large Federation troop presence; however, we're hoping that your proposal is reasonable with requesting the historic claim of Mexican territory. I do wish to hear." "I also welcome our delegates from Faraway and the American Commonwealth, a pleasure to see you here." "And lastly, all the rest of the delegates from various areas seeking independence, we'll hear you out as well."
  13. Shipments intercepted would consequently lead to the seizure of all armament and defense factories in the security sector and placed in standby mode. All staff would be paid on furlough until further notice from the Federation budget, thus completely stopping the flow of any large scale quantities of small arms. OOC: Kansas is part of the larger Federation Midwest security sector with over 100k troops operating in it before the declaration, deal with it.

Those requests for armaments would not be fulfilled or severely inhibited by the territory of Kansas due strict security checkpoints on large quantities of firearms in the Midwest security sector covered by the Hudson Bay Federation as part of the executive order underscoring the prevention of large scale formation of armed force.

  17. The Lyran Commonwealth diplomat would never actually set foot in the meeting in Mexico for very long as the plane with met with a squad of heavily armed Marines in armored vehicles with HMGs. They allowed the diplomat and his security team to stretch his legs near the plane as Federation Air Force personnel would refuel the plane and ordered it to depart with the diplomat inside. An invitation to the Lyran Commonwealth was never given as the proper audiences were announced privately to the appropriate parties. The conference had a specific focus and it didn't include South America at this time.

And with that, the signatures of the Chancellor and Minister Rolan were added to the treaty to seal the formality of the agreement.

IC: Public - MEXICO CITY, MEXICO - Today's top story is various delegations arriving in Mexico City today on how to proceed forward with the security of former Mexican territory after the recent collapse of the Mexican government. Top officials from various North American nations as well as local Mexican officials and other North American independent groups have arrived at Benito Juarez International Airport amid a heavy security presence by Hudson Bay Federation Marines occupying parts of the city that has largely been without a sizable security presence for sometime. The spread of various movements and wary officials from established nations have sparked the need of this meeting today in the heart of Mexico. Private - Chancellor Welks and Foreign Minister Rolan would arrive in Mexico City without much pomp and circumstance as their government Learjet touched down at the airport. The small convoy of armored SUVs would whisk them to the National Place, also an area with significant presence of security, but obviously more formal suits than regular solider uniforms were present. FSIA would be on hand to screen the room of bugs as well as screen all representatives of electronics before entering the meeting. Secure communications back anyone's respective government would be handled by FSIA. After a short meet and greet with all the delegates, Welks would begin. "Ladies and gentlemen, I wish the circumstances of our meeting were different; however, the fall of Mexico has pressed our nation's hand along with others. I hope our time here is productive and hopefully everyone here comes out with something they may like. We'll begin once all those that were specifically invited are here to being and we'll discuss."

Besides Minnesota, anything that is between the Mississippi River to the Continental Divide to parts of the northeastern extreme of Mexico (Anything within the Rio Grande watershed) will have Federation occupation for the time being. I will not deny claims, but they'll have to working with the Federation government for proper independence that won't be resolved until the meeting to be had. EDIT: I am not interested in holding this area indefinitely, but IC action spawned a rapid-fire IC action. I don't mind people making claims, but they do have to realize the IC actions of others that have been underway as they put down their DoEs.
  22. Official Hudson Bay Chancellor Press Conference "Ladies and gentlemen, Chancellor Welks," stated Press Secretary Henry Schall. "Greetings everyone. Citizens of the Federation and of North America, this press conference has been called due to the rapid developments on the ground regarding the former proper and protectorate territory of Mexico in the aftermath of the fall of the Mexican government. I am happy to announce that our security operation in cooperation with our mutual partners of the Oregon Republic, Faraway and the American Commonwealth has gone smoothly, apart from our own successful operation throughout the Great Plains and Rio Grande region to establish our security sector. Federation assets have been sent as far as Mexico City to assess various situations across Mexico that have been outside the normal grasp of other North American nations as we determine the future of the region for it's people and with local governments. Slowly, we have tasked to supply the continuation of basic supplies and goods to the region and have established sizable presence in Dallas, Denver, Oklahoma City, St. Louis, Fargo, Pierre, Lincoln City, Kansas City, and El Paso as key distribution centers of Federation aid and operation centers. In Mexico City, we have increased our operations ten-fold at our embassy as well temporarily taken a portion of the cargo terminals at the Benito Juárez International Airport for our operations in Central America. At this time, we have heard several movements of independence have sprung in our sector as well as a revived Mexican government; however, at this moment, our government will withhold recognition of all these movements until an appointed period of review time and talks have developed between our officials and these movement's officials. I am announcing that our security partners and independence movement officials meet in Mexico City to discuss the future of North America in the wake of the collapse of Mexico. It is only justified that if we talk about the importance of Mexico in Western Hemisphere relations in Mexico City. I look forward to seeing everyone there. May the Federation prosper, good day."

Classified Bases in southern Manitoba were mobilized into action for arguably the largest security operation that the Federation undertook, dwarfing recent operations in BC and Alberta as several divisions were tasked to move through the Dakotas southward to the Gulf of Mexico. The Federation Air Force swung into high gear as it strained to utilize whatever cargo aircraft to move troops and supplies to places far to the southern reaches of the planned security sector covering the Rio Grande watershed, Texas, Denver, St. Louis, Oklahoma City, etc. It would take several weeks before a sizable Federation presence would be established to the southern extremes of the sector, but anything above St. Louis were given to a couple light infantry divisions gifted with speedy mobility across the Northern Midwest. A few flights were directed to Mexico City to assess the situation from the former capital Mexico and reestablish diplomatic contact with local government officials there. There would be no direct effort to send any sizable forces this far south as the concern was to gain more relevant information on the ground there via buzzing activity at the Hudson Bay Embassy in Mexico City.
