  1. Previous Mexican holdings of Natal and Tierra Del Fuego would be allowed to be absorbed by their South American counterparts. A single ship from Churchill carrying scientists and a handful of civilians would sail to South Georgia Island to lay claim of a bio preserve on the chain for national research and international environmental preserve. The Federation Chiefs of Staff authorized the additional title of 'Commander of Joint Latin American Operations (JLAO)' and a new command structure of Federation liaison officers to coordination efforts with allied commanders.   3. Operation Everlasting Tequlia is underway in Latin America involving at least 200,000 personnel total from all the services. Imprisoned RAS officials have officially been transferred to a more permanent, underground FIA facility in a remote part of central Northwest Territories above the Arctic Circle.

The Hudson Bay Federation embassy in Mexico City wired on it's classified diplomatic channel back to Winnipeg that the Mexican authorities that Hudson Bay negotiated with for the newest incarnation of the Mexican state had not governed in official capacity for awhile. Air Mobility Command was once again fully mobilized for the forthcoming operation, codenamed 'Everlasting Tequlia'. The soldiers would have a chuckle at the briefing rooms as pre-operation moves began within the last 48 hours of the diplomatic cable. The temporary base in Oklahoma in use by Federation forces would be the major movement point as C-5s and C-17s from the Upper Midwest began to move over MidAmerican airspace in large numbers to send in the first initial wave of troops and supplies to targeted cities in both Mexico proper and it's protectorates. The Confederation of MidAmerica would be notified of the large uptick of Federation airlift activity just only 12 hours prior to the operation starting. The base in Oklahoma would only host aerial tankers to help top off the cargo planes' and fighter jets' gas tanks en-route to their final destination. The Athens Federation Mississippi River delta controlled region would be notified of a large uptick in air traffic flowing south as the operation was underway, passing close to their air space areas. As the conflict over the Great Plains was over, this freed up Federation assets to increase the presence of Federation troops over a larger swath of Latin America and Cuba than last time. The Federation Armed Forces Chiefs of Staff would commit to about 200,000 troops to Latin America, similar numbers posted during the last upheaval in the Great Plains region. However, that entire ramp up would take a couple months; however, the operation would attempt to airlift 50,000 people and supplies over the next several days. ____________________________________________________________________________ Several dozen commercial ships would be tasked with bring more equipment south to Havana on the Atlantic Ocean side and Puerto Vallerta on the Pacific Ocean side to sustain operations to the south. Chancellor Welks would brief the nation and the world as the first group of paratroopers exited aircraft over Havana, Cuba. Mexico City would once again be occupied by Federation forces in just over a year, although the contingent to the capitol would roughly increase to about 40,000 from 15,000 last time. Once Mexico City was re-secured, regional operations was a top priority to set up to resume flights to the south to San Jose in Costa Rica, extending Federation protection as far south as the Panama Canal. _____________________________________________________________________________ Official Announcement from the Chancellor "Citizens of the Federation, ladies and gentlemen of the press and the world. We are dismayed to see the booming tequila industry... err, various industries to be set into turmoil as a result and have moved appropriate forces into the region. As we speak, paratroopers from the 66th Airborne Division are back in action, this time over Havana, Cuba to secure assets there and overview the security situation in the regional capital and the island itself. We have airlifted Federation Marines back into Mexico City, a city in turmoil not long ago. Ships with aid are inbound as we speak from our northern ports en-route to facilities on both the Pacific and Atlantic coast. At this time, we are committing up to an eventually deployment of 200,000 troops to the region to ensure a peaceful transfer of power to the local populace when the need arises. The Federation is committed to the well-being of the people of Latin America and with providing security, we must also committed to the cause of maintaining well-being and increasing the livelihood of the people. Therefore, we are preparing a $200 billion economic aid package to keep the people of Latin America on the right track economically, educationally and socially. While this is a primary endeavor of the Federation, we'll be actively discussing with our allies on this issue greatly. Thank you and good night."

The Winnipeg legislative building they just drove past was originally built in the early 1920s, although destroyed in the nuclear explosions, it was rebuilt brick by brick to the original structural diagrams. The golden statue on top of the Dome that depicted the God, Mercury was even replicated. Brady replied to Patton's inquiry, "Winnipeg has well recovered from the nuclear holocaust caused by the Northern Imperium; however, as you can see, the scars of the conflict linger here and there around the capitol, it's just not as visible as it use to be. As for the nation as a whole, by large we have exceeded economic growth projections for the last couple years. The Federation has kept to itself for the most part until recently with the collapse of Mexico, making our ascendancy to the world stage bolt ever quicker." The convoy of cars arrived at the Winnipeg National Memorial Park. Chancellor Douglas Welks and a couple FDSA agents waited nearby. The occupants would be allowed to exit as Welks came to greet President Patton. Behind Welks laid what was an area untouched in the aftermath of the nuclear destruction. Comprised of several city blocks, the rubble-filled neighborhood near the City Center was a grave reminder of the power of nuclear weaponry and its destructive power. "Greetings, President Patton. A pleasure to have you here in the Federation. I hope our time is well-spent and has a productive outcome for both of us," beamed Welks as he shook the President's hand.
  6. It was the twilight of summer on the Great Plains and yet the sun shown brightly as ever on the flatness of the Great Plains just outside of Calgary, Alberta. A large stage with two huge projector screens flanked the screen among the rolling hills of the plains. A large gathering of nearly 20,000 had turned out to listen to several bands rock out in the grasslands; however, Chancellor Welks was set to arrive as well to give a speech to part of his Midwestern Canadian constitutes. The speech would be broadcasted live as Welks took to the stage, replaying some of his youth with some of the band members still on stage, with it's mess of cords and instruments. He wore informal blue jeans with a nice dark blue polo as he began to speak. "Folks, today, as this beautiful fall weather breaks out among us during these festive times, I'm here to say today that the status of the Federation has never been stronger!" started Welks. The crowd cheered to the upbeat message as he let the crowd settle down some before continuing on. "We have, as a nation, improved since the dark days of nuclear holocaust on Winnipeg. Striving to achieve the best and honor the fallen, we have met that call and then some. Under my watch, we have grown to the focal voice of a budding continent, and in the light of the fall of last, great Mexican administration, I'm bring the Federation into a new light on the world stage. We cannot be isolated any longer to the daily changes that shape this world. While our influence is light outside of the Western Hemisphere, I pledge to exercise prudent judgement of maintaining a new phase for North America. One, where the barriers of distrust and stubbornness is tore down! My administration has worked tirelessly since the fall of Mexico to bring a semblance of order to a chaotic and isolated North America. We're expanding diplomatically where we can, both economically and militarily, that is mutually beneficial to ourselves and others. Today, I am announcing the latest step forward in my initiative to move North America forward..." The projection screen switched to a logo, emblazoned with 'Hudson Bay Economic Cooperative'. The next slide showed North America with each nation's respective border. "The Hudson Bay Economic Cooperative is the latest initiative bring existing economic partners and new ones into a structured outlines of forwarding economic goals between them and us. Whether that be negotiations with tariffs, collaboration on port of entry processes, work on passport/visa requirements, general economic aid to certain industries, modernization efforts, etc. We will help blaze a path of guiding to optimal best practices with our nation." The next slide showed the globe. Welks continued, "In the end, our initiative isn't limited to whom we work with our immediate neighbors, I welcome the world community and global companies to seek out the opportunities that Hudson Bay offers. Thank you folks and enjoy the rest of the show!" The applaud to the speech was quite loud and Welks left the stage, he stayed behind the stage for a bit as the music began to play again. The ball was out of his hands now he thought as evening began to break.
  7. Air Mobility Command has been issued to maximum readiness in Midwestern bases pending. Several Airborne Divisions have been called to standby as well for upcoming operations.

While not the perfect replacement, our approach is more pro-active than most governments on the continent. We obviously govern a large swath of land that spreads over Northern North America, leaving us as the largest nation on the continent.   9. The arrival in Austin, TX was quite uneventful beside the F-16 escort inbound. The tour around the capital was a nice touch to the introduction to a region that was ever so briefly occupied by Federation forces only so long ago. Minister Brady would listen to Secretary Collins as they went about Austin seeing the government offices and such, especially the capitol building in a typical dome fashion with unique architectural touches linked to the region. Arriving in Collin's office, was Miss Candy, obviously easy on the eyes when Minister Brady was introduced and flashed his signature smile and greeted her with simple pleasantries. He nodded when Miss Candy was not an option of Collin's 'anything you like' comment and noted that for later. "Pleasure of having some great refreshments Secretary Collins, it is indeed great to see the hospitality of the South does not disappoint," replied Brady as he asked for scotch on the rocks and took a simple scone for now. After taking a quick sip and a bit of the scone, before replying to Collin's offer to speak first,"Secretary Collins, I must first say, thank you for taking the time to meet me for the couple days I am down here to discussed the issues facing us. Obviously, defense and long-term future relations are definitely top concerns on my agenda as well. The Welks administration also is concerned with long-term territorial holdings in the Upper Midwest regarding all lands south of the Missouri River under our control so far, although we've taken a position along the Platte River officially. Then lastly, possible trade slash economic considerations your government may have with us and vice versa."
  10. Hudson Bay Federation Foreign Affairs Dispatch: Our government is dismayed at the turn of events leading to conflict once again in South America. The reasons of the conflict is unclear for us at the moment and as to why our Tianxia partners with the Athens Federation to fire the opening salvo once again from the past Colombian conflict. We refrain from extending judgement; however, the apparent lack of diplomacy disappoints us. Our ambassador in Beijing will call on Tianxian officials for official clarification on this matter. Jordan Brady Minister of Foreign Affairs The Foreign Affairs office has put travel restrictions to the South American nations at war and a general travel advisory to the rest of continent. ____________________________________________________________________ The Ministry of Defense would sent, unofficially, some agents into South America to observe the war first-hand from the ground. No effort would be made to contact the governments at this time and would fly in commercially.
  11. Federation Strategic Missile Forces have been ramped up to DEFCON 3 after the detection of ICBM launches were detected. The outbreak of conflict in South America has raised Federation forces to continue a heighten state of readiness since the conclusion of the North American Midwest Conflict.

  13. Secretary McDonald has issued that a major force and organizational restructuring process is to be unveiled privately across the armed forces soon. It will increase force preparedness, reactionary ability to situations, redundancy to existing systems and enhance OPSEC. SARM I is about to begin within the next month to reduce Federation strategic missile capabilities by 15%.
  14. "As I see it, we need to focus on the increased defensive and limited offensive capabilities that our nation's can bring to the table. We need to stay focused on addressing this concern and the optimal structure that would benefit all of us. Everything else is beyond the scope of this meeting, especially relations with South America and trade," continued McDonald. "Obviously, we'll be the founding member states and with the conclusion of the Mexico City conference, we're likely to see the new nations to look to join this mutual understanding between us. The review of new nations will be later as we'll focus on the details of our American Defense Coalition Counsel (ADCC), unless we have a better name." "My nation is committed to maintaining the sovereignty of each of your nations as long as your governments remain legitimate, up to the escalation of the use of force. We must acknowledge that we maybe called into offensive operations that require our combined power as the situation over Mexico portrayed all too well. Our appointees will discuss the options and reasons for offensive options, but we will seek to restrain from using force for diplomacy if possible. We should agree on new statue of forces agreements between all of us and host nation law requirements for future joint cross-training and possibility of stationing of troops. We should also consider cooperation on mutual Laws of Armed Conflict and Rules of Engagement when mutual operations are in effect. We should also consider future agreements on military hardware sales and transfer of military technology. All these thing we must consider as the possibility to bind ourselves together for the mutual security of North America for the foreseeable future."
  15. "Well, gentlemen and ladies... that was an interesting turn of events there," mused Chancellor Welks. "Problem solved and we definitely can't stand to see state-supported terrorism in North America be allowed to stand," chimed in Vice Chancellor Everett. The official statement to the conference attendees was the obvious charge of terrorism. However, Welks and other Federation officials present would not disclosed where they were heading. In reality, only Vice Chancellor Dale Everett knew, while Chancellor Welks knew some of the rumors surrounding FIA black projects included secret prisons, a project started by the previous chancellor. "With no remaining successor to the Midwest, our holdings will be reduced appropriately to see MidAmerica and Faraway greater territorial leeway in the Missouri River watershed. Our intention is to fall back behind the Platte and Upper Missouri region from Omaha to the northwest. We deem Faraway competent enough to oversee things east of the Missouri River and MidAmerica to claim sovereignty of lands south of the Platte, west and south of the Missouri River. We find these boundaries acceptable to the final piece to our time here," concluded Welks. There was no turning back now, the territorial map, finally filled in for the last time, completing the entire partition and control of North America among the attendees. The 't's were crossed and 'i's dotted as the final document sealing the fate of North American sovereignty for the forseeable future. "A pleasure folks for all your attendance, even among the chaos that happened," as Welks dismissed himself for the final farewell meet and greet.
  16. The Federation Intelligence Agency (FIA) was the main external intelligence arm of the Federation intelligence community. News of the detainment of all the RAS delegates in attendance prompted a flurry of activity to send special planes to Dalles, the southernmost operating facility being used by the Federation military at the moment. They would be easily classed into a regular air mobility flight for the FAF; however, several special features were installed on FIA jetliners to enhance further security. Meanwhile in Mexico City, the heavily armored convoy carrying the former RAS delegation arrived at the airport, directly waved onto the flight line where several C-17s sat. It was deemed that four of the aircraft were to carry the detainees and guards on board, handpicked for excelling in hand-to-hand combat and sidearms were locked away on board. Each detainee was seated, handcuffed with hands and feet locked nearly close together to restrict all movement. Another four other cargo jets, acting as decoys and six F-15Ds would be tasked with aerial escort duty to Dallas for the next transfer. One AWACS aircraft would assist in the transport coverage. Federation Diplomatic Security Agents and Marines searched all the detainees patting them down for any foreign items, including electronics before leaving the plane. The Marine medics would finish their work tending to the kneecap wounds and be on their way. The back cargo doors closed and the array of planes were tasked for priority takeoff to Dallas. ____________________________________________________ At Dallas, the detainees were head-bagged to prevent seeing their location as they were handed over to the FIA. FIA once again patted down the detainees, although more thoroughly this time around. They were moved into a windowless building, divided by gender and issued new clothes, although the FIA agents would handle that issue. The old clothes were taken outside and burned. The FIA agents would not say much to their captives and carried on their work. After that, they were finally loaded onto the FIA planes. It carried it's own ECM jammer to prevent all electronic communication except for the pilot's on a varying frequency to prevent unauthorized emissions to the outside world, regardless of their wireless medium. The body of the plane itself was lightly coated with lead to ensure minimal transmission escape. The cost was more weight, but Falcon Aerospace fitted the modified FC-240-400 with bigger engines. The plane even had a regular Federation Air Force call sign of a cargo plane, although the pilot's log was always to unclassified bases. The several hour layover at Dallas was over and they flew northward into the Federation, refueled several times by aerial tankers to a classified military facility near the Arctic Circle in the remote central NW Territories region...
  17. Federation Field Units in the Midwest would be lowering their alert status as the situation at Madison, Wisconsin concluded. Upon the final decisions of the future of the Upper Midwest sovereignty questions resolved, Federation units were tasked to process through Cheyenne or Omaha for post-conflict stand down processing. The Chiefs of Staff have closed both Operation Vigilant Watch and Goalkeeper with the successful conclusion to the future of the North American continent. Three divisions and an Air Combat Wing remained in central Oklahoma pending discussions with MidAmerican officials on establishing host nation rules and a status of forces agreement.

The Federation forces that had gathered at Madison, shocked at the turn of events, eventually departed to the west back into the Dakotas as the Federation's task mission codenamed 'Operation Goalkeeper' came to a close. Federation personnel would thank their counterparts for their assistance and would be out of the Madison region in a couple weeks.
  19. Operation Vigilant Watch (Continuation) The new orders would be executed swiftly to all urban areas under Federation control. Movement by civilians would be severely curtailed as martial law was declared. Open demonstrations by any RAS supporters would be met by Federation troops with the intent to break up such protests and rounded up. Security measures at munition facilities and other defense capable physical facility assets would be stepped up to prevent the chance of an armed citizenry uprising to occur that had unfolded in Madison. Commanders awaited further situational development to help shape a proper escalation of response as per the loose ROEs issued.
  20. One of the many official government photographers would snap shots of the group assembled the terminal. The press was further back behind a cordoned area with their cameras and bright lights jostling for the best position, no questions would be given here except a prepared statement issued by a Federation spokesman to the group. "Great to hear that Mr. President. Your visit comes a great time for decent weather to see things as we travel to the official meeting place," replied Everett. "Right this way to the limousine," motioned Minister Brady. Inside the airport, little devices placed at various regular intervals could be seen on some of the supporting roof pillars, atmospheric radiation collectors, these were the silent workhorses in the aftermath of Winnipeg, placed throughout the affected region to be collected at a central database on the outskirts of the city. Outside the terminal was slightly noisy due to the aircraft traffic and music of horns of taxis and cars at the passengers arrivals and departures fighting for position. Further outside past the fence line was an array of construction vehicles with an array of men in white hazmat suits. While Winnipeg looked mostly recovered, many odds and end work remained throughout the area to remove radiated topsoil deemed too dangerous for human safety. The Federation officials didn't mention it, but if asked they would reply to their work. The group entered a modest convoy of black SUVs and the armored stretch limousine. The sun was slowly making it's way to the west as the vehicles turned onto the Trans-Federation Highway 205 (TF-205) running in a loop fashion around the City Center, heading southeast. The glistening towers of glass that made the downtown skyline reflected the sun in an great yellow-orange hue was to their right. Eventually, they turned onto the TF-1 running directly through the City Center in a general, quick sightseeing tour. Work on the new Trans-Federation Maglev line was quite evident from the left side of the TF-1 as concrete pillars rose high next to the freeway with construction cranes dotting the length of the line, partially completed. The FDSA drivers took a downtown exit that would past near the great open spaces that surrounded the legislative building; however, the rendezvous was to be the nearby Winnipeg National Memorial Park, where Chancellor Douglas Welks would be waiting...
  21. Jordan Brady left his office the following day to catch the reserved government plane to Austin, Texas to meet with MidAmerican officials. The FC-240 airliner by Falcon Aerospace cruised high over the Great Plain en-route to Austin. A fine selection of refreshments would be served to the Minister Brady and his small entourage on board to Austin. Soon, they would arrive over the Confederation of MidAmerica and the new nation that started to blossom in the Southern Midwest.
  22. "The organizational proposal sounds reasonable to address our needs to ensure the security of our nations. The situation that has engulfed North America has opened all of our eyes to seek better cooperation on the mutual security front. We may not always need the services of each other all the time, but when we do, we clearly need an avenue to pursue common interests, whether it be military or economic. Small steps first obviously, so the arrangement among us is sound before we decide to invite others into the fold," replied Secretary McDonald.
