1. There's a fine line between making some small mistakes and recognizing your wrong, then there is blatantly, breaking the rules without figuring on the consequences to what we just saw again in Madagascar. Then there is the line where the existing community is on a witch hunt some new players caught up in other new players mess by mistake since the present decisions did not preclude the level of insanity the incoming decisions. There was quite an overreaction, myself included, in the latest mess. Luckily, most of the things have defused themselves for the most part.
2. With the North American sphere of influence settling into a round of stability, parts of the Hudson Bay government were in the background setting the next stage of changed to the power picture on the continent. Officials were quietly probing internal favor with talks with Faraway on greater cooperation efforts then what existed. Eventually, Chancellor Jordan Brady signed off on the idea for deeper talks with Faraway.
3. Hudson Bay Mexican Protectorate Administrative Complex - Mexico City Hudson Bay Mexican protectorate officials and members from the Hudson Bay Fair Elections Commission undertook the observation and preparation of the latest referendum of Mexican independence. After results came in for an overwhelming 85% for independence, officials in Mexico City and in Winnipeg began long-awaited talks to outline the new Mexican government and transition efforts as Hudson Bay Federation resources were pulled out of country. Advisory efforts on constitution and local governance continued at a pace acceptable to both parties, until protectorate officials deemed the local governance could stand on their own. "The Hudson Bay Federation is proud to announce the independence of Mexico to the world stage. The long road of independence was filled with trials; however, the strength of the Mexican people prevailed. While it is the end of the Federation's active administration of the Mexican state, our involvement now turns to continued economic improvement and developing ties with the new Mexican administration. The Joint Latin American Operations Peacekeeping Force will be wound down and disbanded within a year's time frame. In the interim, Hudson Bay Armed Forces will train and equipping the new Mexican Armed Services for their duties." ______________________________________________________________________________________________ The draw down of 140,000 Hudson Bay armed personnel in Mexico would begin in a month of the independence announcement. The first draw down would reduce force strength to 100,000. The second draw down in four months would reduce personnel to 50,000. At the ninth month, personnel strength would be at 15,000. Complete withdrawal of the rest would depend on the training of the new Mexican Armed Services. All of the personnel leaving Mexico would be transiting through Louisiana or redeployed to Cuba. _______________________________________________________________________________________________ The city of Havana would quietly be brought back under Federation control and reestablished as the administrative capital of the territory.
4. Spy Odds are 70%. First Roll: Identifying transmission source of latest royal family message Second roll: Successful HUMINT gathering on Merina Palace force composition.
5. Once again, the Hudson Bay Federation ignored the latest report of their spy operation being thwarted because each individual spy in country did not know the anything else besides their own mission. The man in question wasn't even a Federation citizen on video review back in Winnipeg.
6. Meanwhile, the Federation ignores the Interior Ministry report on false reporting as the Federation agents in country have not be captured, because Federation agents do not have poison capsules in their teeth.
7. The people of Merina are a fine group of people that are being held hostage by a government that has on numerous occasions made unwise and poor choices. To the Royal Family of Merina, your number is up, you will be found, and you will be held responsible for your decisions. - Hudson Bay Ministry of Foreign Affairs Statement ________________________________________________________________ In the interim, the Federation Security Intelligence Agency (FSIA) would attempt to track the announcement if it was via electronic means. Undercover Federation Intelligence Agency agents in Merina would continue their human intelligence sweep on gleaning the whereabouts of the Royal Merina Family. In East Africa, Hudson Bay Special Operation assets would continue their set up on taking down the royal family.
8. Meanwhile in a little corner of Cuba, Hudson Bay Special Operations Command would discreetly activate their assets on the island on a little journey to Madagascar. The Air Force paved the way for beginning operations with RQ-4 Global Hawk surveillance operations to target the capital of Merina and specifically observe operations at the Emperor's palace and other government facilities. The 6th Special Operations Squadron comprising of Special Operations Weather, Combat Air Traffic Controllers, and Pararescuemen with their equipment were loaded onto a C-17 with two RQ-9 Reaper UAVs with Hellfire missiles loaded aboard as well. Three other C-17s were loaded with UH-60Ms and OH-58F and various supplies to support the 720th Aerial Special Operations Regiment. The fifth, and last C-17 was loaded with the main element of the 5th Special Forces Operational Detachment of just over 100 operators. It all, the operation would directly involve about 250 people. The five C-17s would fly non-stop to protectorate East Africa to temporarily set up shop with utmost discretion. ________________________________________________________________ Meanwhile, Federation Intelligence Agency (FIA) agents would begin their HUMINT gathering operations to observe and glean real-time information on the ground around Merina. These agents would disguised as civilians, tourists, etc. to keep a very low profile and emphasis their temporary stay in the country. They would attempt to befriend the locals in night scene settings while causally observing Merina force structure and deployments in the capital. However, with regular communications down in country, their information would be relayed via satellite phone to appropriate people back home. These calls would be made discreetly once a week, outside of the view of the public, most of the time. If they were in a public space, they would code their information with a predetermined code that would not tip them off.
9. Joint Base Cienfuegos The 61st Reconnaissance Squadron would begin a series of covert sorties of RQ-4 Global Hawk to Madagascar to begin GMTI observation of Merina forces around the capital, in particular, the National Palace. The SAR-MTI radar, coupled with a SIGINT package would provide comprehensive surveillance of the capital for upcoming, unannounced plans by the Hudson Bay Joint Special Operations Command. On standby, the 6th Special Operations Squadron comprising of Special Operations Weather, Combat Air Traffic Controllers, and Pararescuemen with their equipment were loaded onto a C-17 with two RQ-9 Reaper UAVs with Hellfire missiles loaded aboard as well. Part of the Cuban base was particularly sealed off to allow HBF-SOCOM command center operations to set up integrated special operations efforts between the Army and Air Force for the upcoming operation. The five C-17s took off early in the morning towards protectorate East Africa to avoid raising too many inquiries as they crossed African airspace.
10. We find Republic of Pará's comment from the Soviet Union highly amusing. -Hudson Bay Foreign Ministry
11. Brady exhaled a smoke from one of his freshly lit Cubans as Minister Kirkwood and President Nelson signed the document. He would then also add his signature to the historic document to conclude the informal ceremony of the treaty. The vision of CoAA, born in the aftermath of Mexico's fall, moved from it's informal beginnings to a solidified relationship between the three powers, a relationship that only this little piece of paper formalized what already existed well in advance. "I'm glad to see that our solid relationship between each other has grown to this point, something that this treaty now outlines our united front to ensure mutual cooperation in North America. A bond that is stronger than ever before and may we never test the strain of this relationship," replied Brady. "If there is anything else on our agenda, feel free to lay it out here. If not, you are free to leave, although I suggest that you take your time in Cuba to visit the wonderful culture here." OOC: Signatures attached to original document.
12. The Hudson Bay Federation welcomes Australia to the world community. A few loafs of Canadian Great Plains bread and a cedar log couch would be sent to the Australian President's residence.
13. Federation Air Force would seek in the newest fiscal year to seek an expansion of the total aircraft fleet up to 80 squadrons from 60. The focus would continue on the parity expansion of the fighter and bomber fleet to continue the Federation's regional role in North America. Top level Air Force officials would be announcing shortly the bases that would be receiving extra manpower and aircraft. The new Joint Aerostat Early Warning and Attack Defense Sensor System has been deployed to Churchill Air Force Base for official testing of the system in detection of various land and air threats. Phase II of the project will begin shortly to test interoperability with existing missile defense platforms to test effectiveness of the fire control radar and it's associated software. Construction continues on a naval version of the land anchor for the sensor system. The Juniper Arms CAR-680, the Federation's main assault rifle will be phasing out all other barrel variants besides the inventory of 6.8mm bored barrels. The Federation Global Strike Command is looking at developing a new nuclear supersonic cruise missiles to replace the AGM-129 in meet new demands in the Federation nuclear portfolio.
14. "I find your request to seek greater cooperation with our space developments as a positive goodwill sign that the Federation Space Agency would be willing to accept," replied Welks. "My administration finds the African continent a unique opportunity to conduct business in and make further inroads in the post-AUP world that it finds itself it. The Federation would be very interested in infusing capital and resources to further the development of the African continent in what we can, along with our current work to cultivate relations elsewhere across the globe." The helicopters touched down at the Churchill Air Force Base to awaiting SUVs to whisk the party to the remote estate just out of town. Nearby, two large blimps with abnormal bulges on the bottom were tethered to unseen, stationary anchor on a grassy field, block visibly by hangers. It was part of testing of a new early warning and fire control radar system that was hoping to replace E-5 Guardian AWACS and E-10 J-ABMCS platforms for this longer, duration surveillance platform. Welks took a good, staring look at the blimps and the assembled F-22s in their hangers, enough time to delay their move to the SUVs.
15. "Since we are seemingly in unanimous agreement, I would be glad to share the draft treaty for your review," replied Brady. The paper copies of the treaty would be handed over to Kirkwood and Nelson for review. "Your thoughts on it and suggestions. If there are no issues, I would love to see us sign on this new phase of our diplomatic relationship."
16. Part of the deck was shaded with lounge chairs under it, perfect Kirkwood, while a light sea breeze whiffed through the deck. A waiter would serve water to Karen. Meanwhile, another waitress served up a stout margarita to Nelson. "The basic framework for this formality would continue in a loose council structure that we currently have in place. We would continue our strategic initiative in overseeing the stability of North America and the Caribbean primarily in a cooperative security arrangements that was unfolded since Mexico fell. I propose a council of appointed representatives that we trust to represent our collective interest through the continent. While we pledge our collective defensive and offensive capabilities to each other to provide a united front in North America from unpredictable threats. In the meantime, it will also provide an avenue of other cooperative interests in the economic realm," replied Brady.
17. Nah, that's the Continental Divide.
18. The Federation Army and Corps of Engineers detachment in Alexandra, Louisiana offers their services to facilitate evacuation and recovery work for stricken citizens in Louisiana. The Federation government is allotting $40 million in assistance aid to the state to be used as see fit. Charles Elorn Minister of Foreign Affairs
19. Great Northern Times Edition 15 Special Report: Major Flooding in Alberta; Calgary orders 175,000 Forced Evacuations Downtown Calgary Closed to Severe Flooding CALGARY, ALBERTA - It has been called the worst flooding event in Calgary in over a 100 years as Provincial governor of Alberta, Timothy Yarder, called a state of emergency for every town along the Bow and Elbow River. "This is unprecedented event for Calgary and the region. We are seeing the Elbow River flowing over the tops of dams and downtown Calgary under several feet of water as the levee system was quickly overwhelmed to the weather system that has brought all this rain," remarked Yarder. The Trans-Federation Highway west of Calgary is closed to traffic as the Bow River demolished the highway bridge and the frieght rail line bridge was covered by swift moving water. Smaller towns throughout the region had local streams and rivers sweep homes and businesses away in the rapid currents. Alberta Provincial Police stated that the flood had claimed nearly a dozen lives already. A stationary weather system over the Rocky Mountains brought more rainfall in 48 hours than the normally arid region usually sees in a month, close to a foot of rain in some places. The Bow River and the Elbow River spilled into five Calgary neighborhoods, forcing a shutdown of the city’s downtown. 5,000 troops from Joint Base Calgary-Edmonton were activated to assist in the evacuation efforts, while police officers from unaffected Edmonton volunteered to respond to the crisis unfolding in Southern Alberta. The mayor of Calgary expanded the mandatory evacuation zone to nearly the entire downtown and surrounding neighborhoods to force 175,000 people from their homes and the onslaught of torrential water engulfed Calgary and towns in Southern Alberta. 20. "The Octopus is quite the yacht and you'll probably not get seasick as the weather is cooperative at the moment," remarked Brady. "We'll head up to the sundeck to discuss various topics between us with the nice Caribbean sun, the fair, light breeze, a fine drink and whatever food dish you want." He motioned both of them upstairs to a higher deck. "Take a seat," gesturing to the lounge seats on the second-topmost deck of the yacht overlooking the front of the yacht. "The topic I believe we should discuss is bringing our existing, informal agreement of cooperation between each other to the next level. It obviously benefits us to move our informal agreement to a level of formality that would solidify and build up our existing relationship. From there, we can discuss longer-term goals for the North American continent."
21. Oh, Cayo Fragoso should revert to Hudson Bay Federation control since Chile is no more.
22. VIP Party Chopper - Sikorsky S-76-C At Jaime González International Airport, both delegates would be escorted to the VIP transport helicopter that were personally owned by Chancellor Brady as they arrived in Cuba at different times. Both delegates would have to walk about 300 yards to the awaiting chopper and would be greeted by an aide of Chancellor Brady. Simple pleasantries would be exchanged as they boarded the chopper. Inside were plush leather seats and variety of assorted drinks, food, tv, and magazines to choose from. Now... how Jordan Brady came to own a 440 foot mega-yacht was due to his past as a successful businessman and won the yacht in a drinking match with another businessperson when he traveled in Asia. Sure, maintaining the yacht came about to $13 million HBF dollars, but that was a drop in the bucket for the man we know that is Jordan Brady. He was quite the party man in his youth... if you considered mid-40s still youthful. So just the weekend before this meeting, Jordan Brady launched another one of his parties on the yacht, bringing A-listers from Federation media, business, music artists and actors/actresses on board and partied out all weekend. So, Hudson Bay's new Chancellor was a striking departure from the more conservative Douglas Welks. Both parties on the helicopters would arrive on the yacht, a full service ship with several speedboats inside, two helipads, various decks and hot tubs, massage parlors, and full service bar to cater to every desire. The various cooks hired on board could just cook whatever cuisines existed and the boat crew was well dressed, although, in typical male fashion tastes, Brady had attractive looking women as visible crew members for basic needs of server, hostess, etc. Chancellor Brady would be on hand to greet his guest as they touched down on the yacht, cruising off the southern coast of Cuba. He wore a Tuxedo, which actually covered his more casual clothing and sandals, for the reception with an odd nautical themed Pashmina Afghan. "Welcome to my yacht, gentlemen and ladies. The meeting place is informal, but please, use all of the ship's facilities for your use while you are here. It is for your disposal. We have much to discuss and it would be nice to relax to discuss our serious business here than in a stuffy conference room on land." Srs Bsns Attire
