1. The Federation Foreign Affairs Office would send the following via certified mail to Ontario
-Hudson Bay Federation Government Communique- -Classification Level: Classified- -Security: Certified Mail- To: Federal Republic of Ontario Federal Government Subject: Relations Greetings, Thank you for the congratulations. We would be ecstatic to visit Ottawa on official business to discuss future relations. We'll send someone along shortly. Gregory Rolan Interim Foreign Affairs Chief
Meanwhile in Winnipeg... "So, Ottawa wants to chat, eh?" questioned the assistant Foreign Affairs Chief, David Kurn. "Yep, everyone's interested in us Kern, having all of Canada tying up our phone lines the last couple days," replied Rolan. "So you're going to Ottawa right?" pressed Kurn. "Of course, I've heard it's nice since the rebuilding from the Canada War. The car is outside waiting," stated Rolan And off he went to Ottawa...
2. Saskatoon, Saskatchewan A nicely suited chauffeur waited at the Saskatoon International Airport with a dready white signs scribbled 'Gaius' on it and Gaius would spot the man where they would exchange pleasantries. He would pack in the luggage and drive Gaius north someways away from Saskatoon towards the residency of Dale Everett. "Sir, the Dale Everett residency," the chauffeur monotonically said as the car came to a stop. "Thanks," replied Gaius. Dale Everett appeared out of the front double doors of his house and strolled up to the car. "Gaius, I presume?" half-questioned Everett, "Welcome to the Hudson Bay Federation and my home, let's step in." The two men walked inside the low-key mansion in the Saskatchewan plains... well, it was more like a big house surrounded by wheat fields. Everett broke into the bar and offered a couple drinks to his guest and himself before sitting down on a large couch. Everett opened, "I've heard you've left South America and it seems like you and your exodus needs someplace to go. Any ideas on where you wanted to go?"
3.
-Hudson Bay Government Internal Memo- -Classification Level: Secret- -Encryption: Federation Intranet Security Protocol- Subject: Federation Communication Security Measures The Federation lives in dangerous times and must ensure OPSEC, COMMSEC, and COMPSEC policies are streamlined through all levels of the Federation government. The Everett administration ensures the future security of sensitive information will be combated through several avenues to prevent external and internal security breaches of government networks. Effective immediately, the first layer of information security will be through the issuance of Governmental Employee ID cards with encryption keys and a 12-digit alphanumeric PIN that are unique to the user. PINs will be hand-delivered to respective department supervisors in secure envelopes to the user and the PIN is temporary and must be changed upon first log-in. PINs life-span will last 90 days before mandatory prompt to change is required. Federation government will be using fiber optic cabling in long-distance communication lines and in sensitive buildings to prevent external breaches. It is known that fiber optic uses light to transmit data over traditional mediums that could be tapped and translated via electrical signals, fiber optic is not subject to such risks. The use of wireless communication for any information above Classified is prohibited. The government wired-based network is a large Internet with the security protocol maintained by the Defense Ministry for buildings running wireless and Gigabit ethernet sending Classified level communication or sensitive, unclassified information. The use of UBS powered devices is prohibited on all government computers. Physical transportation of Classified material will be discussed later. - Ministry of Interior Department of Information Handling
4. Post Election in the Hudson Bay Federation In retirement, Dale Everett enjoyed his time forming the Hudson Bay Federation. In the deepest of secrets, Everett traced his roots back to South America. The exodus of Neo Roma out to the sea distressed Mr. Everett while read the Great Northern Times on this large exodus and thought to himself, "There's more than enough land for them up here in the area. I'll have convince the Saskatchewan populace to it... but that should be too hard, they didn't like joining the Federation too much." He strolled back inside to his personal office and jotted down a letter.
Gaius, A concerned citizen of the world wishes for your presence in Saskatoon at your earliest convenience to discuss new homeland. Will need to pull some strings but possible. Regards, Mr. Everett
He folded up the letter into a security envelope and gave it to one of his trusted couriers. The courier would board a flight to Panama and make initial contact with the flotilla to arrange a helicopter transport to the floatilla.
5. Since communication networks lacked between the two nations, an internal message sent on the initial Federation Governmental Communication Network (FGCN) would be sent to the Foreign Relations Office and shot off towards one of the major border crossings with the Northern Imperium and delivered specifically to Northern Imperium Foreign Ministry personnel for physical safeguard.
-Hudson Bay Federation Government Correspondence- -Security Level: Secret- -Encryption via FGCN: Hardline Network- To: Federation Foreign Relations Office Fwd: Northern Imperium Foreign Ministry Subject: Relations Response Minister Kehenna, The Federation welcomes your nation's sincerest interest in establishing relations between our two nations. The reasons you have stated are obvious and we will take you up on your offer on establishing an embassy in Illarion. Your nation will be granted an embassy in Winnipeg as well as a token of friendship to be established between us. Economic trades discussions would be very welcome. Sincerely, Gregory Rolan Interim Foreign Relations Chief
6. I hate to break your balls Cent, but you still need to put me on there, aka all the white space left Canada to be marked as the Hudson Bay Federation.
7. Several non-profit health and relief organization based in the Hudson Bay Federation pledged efforts to aid distressed Georgians in the aftermath of war. Aid personnel would fly in via C-130 Federation military planes, flown by military pilots that volunteered to get them there and would land near Macon, GA. The personnel would coordinate with local officials on the distribution of aid.
8. Great Northern Times Edition 1 Frontrunners Emerge in Tight Elections Race WINNIPEG, NEW MANITOBA - The election race for the newly independent nation took to new heights of intensity in the wake of Dale Everett's announcement that would not be on the ballot, allowing others to forge the Federation forward after all his work in founding the nation. He stated, "Founding the nation is exhausting work and I'm getting any younger. I've done what I could for this great nation and I think it's time for me to fade into the background. There are many great young minds that could do this job. I gave them a template to work on and I hope for the best." Meanwhile, two major, emerging political groups have emerged to formulate the possible vision for the Federation, the Christian Conservative Party (CCP) and the Hudson Bay Socialist Groupe (HBSG). Both have a strong base of supporters in which through a recent Saskatoon University-Falcon Media survey showed the two parties garnished roughly a 20% for the CCP, while the HBSG had the support of 25% of the nation. The rest were split amongst smaller parties or undecided. Turnout for the initial election is expected to be around 70%. CCP Chancellor candidate, Stephen Gallows spoke earlier this week on his opposition, stating, "We wish the Hudson Bay Socialist Groupe the very best, but we think they are out of touch with the priority of issues facing this new nation. Hopefully, our differences will not block the possible progress to get this nation on a firm footing." Nathan Kilpler, the Socialist candidate for Chancellor echoed similar sediments, "We agree to disagree with the Conservatives in the manner of our priorities in which we think in the end, all the issues facing the Federation need to be faced. I will say this, that our nation's interests of being strong internally will be our priority and hopefully, the CCP will agree with that." ________________________________________________________________ Ministry of Defense Outlines Force Structure/Potential Base Locations WINNIPEG, NEW MANITOBA - Minister of Defense, Charles Ulilski, announced that the Armed Forces of the Federation has formally organized itself into organized commands to be overseen by the different armed force branches and sought land for bases scattered throughout the nation. "The nation's defense is built on a clear chain of command and the flexibility of field and base commanders to execute the decisions made by those higher up. Recruitment has been slow to start due all the building from the ground up we've been doing and taking inventory of equipment in our possession," explained Minister Ulilski. The Everett government has sought out parcels of land throughout the Federation in the initial construction of permanent bases to house mission capable units in many areas of the nation. Construction crews have been spotted on the outskirts of Winnipeg, Saskatoon, and the border regions of Ontario, Northern Imperium, UCNA and Cascadia. Initial units from the various branches have been setting up tent cities near the sites to signify their presence.
9.
To: Northern Imperium We'll be expecting you shortly then... Gregory Rolan Interim Foreign Relations Chief
A team from the Foreign Relations Department would be at the airport to receive the Imperium delegation. ________________________________________________________ Meanwhile, Dale Everett sent out his Vice Chancellor Edgar Williams and the Foreign Relations Chief Gregory Rolan to Greenland to discuss relations with them. The interim government had little funds at the moment and sent them via a regular Greenlandic Air flight to Eyvindsson City. They would arrive within several hours from departure from Winnipeg. Everett told them the meeting with their former protectors was of great importance. *In flight* "Greg, so have everything ready when we touch down?" inquired Williams. "Of course, Williams. I'm not saying they'll be receptive to the idea... it was the reason for the last war, but we'll have to convince the other 'nations' in the region to join. We'll be autonomous from direct control, like a bloc you might say," answered Rolan. "I know their is a lot of skeptics on C.A.N.A.D.A, but your asking for the near reformation of it..." said Williams. "No doubt, but these times are dangerous for a young nation like ourselves, we may need more 'breathing room' from the world's powers that have always stirred trouble in these parts. Besides, look at the UCNA and their NADU... or former NATO bloc by the Northern Imperium, we'll need to even the odds," pressed Rolan. "I get what your saying..." started Williams. "This is the flight attendant speaking, Greenlandic Air flight 739 to Eyvindsson City is preparing for final approach, please fasten your seat belts and turn off all electronic devices. Thank you." Williams continued to speak quietly, "I get it, but I think you and Everett are being too ambitious on this project. I'll go with it, but don't get angry if they shoot this down." "Of course Vice Chancellor... of course. Let's get ready," concluded Rolan. _______________________________________ The plane touched down at the airport and the two men left the plane amongst the other passengers to the awaiting Foreign Ministry officials to greet them and get them on their way to the meeting.
10. As a member of the armed forces, the only time the word inactive is used is for the "Inactive Ready Reserve" or IRR, part of the 8 year enlistment people sign to join the US military. Officially, the 'active' part of the contract is usually 4 years and the other 4 in IRR. It is often heard in my short time span in the military that either they are ex-whatever branch they served or retired military member or veteran. If your inactive, you can be called back, so it's not official retirement. I do see at a nitpicking on the party who called it out, but it's their call and using the word inactive in an improper way can lead to... less than desired IC response to whatever creation you made regardless. /ends two cents
11. The interim government would send out the following private messages.
To: Northern Imperium Subject: Relations Building The interim government of the Hudson Bay Federation is glad to see a neighboring nation reach out to us in our early stage of nation's formation. I am sure your government is aware of our upcoming elections for official seating our the Federation's government, but it was in Chancellor Everett's mind that your request not go unreplied. I am certain that the populace at large will not disagree on the start of formal relations between us and we would like to entertain your request to send diplomats to Winnipeg at your earliest convenience. Regards, Gregory Rolan Interim Foreign Relations Chief

To: Greenland Subject: Relations Greetings former leaders! We thank you for your quick acceptance of independence of our nation from your indirect control. We thank you for your continued interest in our affairs and to signal no ill-will between us, we'll be happy to talk on continued relations between us. While you have retreated back to the island, you haven't quite forgotten about us in every way. We'll be happy to talk further to arrange a diplomatic meeting at your earliest convenience. 13. A few weeks have passed since the announcement of the Federation's independence and the interim government of Dale Everett sent in the final packet of initial bills and a constitution to be approved upon. Formal elections were scheduled in two months time to get decent campaigning and voter registration wrapped up in a decent fashion. The temporary legislative committees worked tirelessly setting up necessary federal government departments to guide the local government's policies on basic infrastructure, health and education. Various veterans of the Canadian War, both former senior enlisted and officer rank members of the former Canada convened in private room with civilian colleagues to develop the Federation's armed forces and to reach out to local industries for initial contracts when the time was required of their services. Chancellor Everett would take another press conference to speak on the progress of the government in it's agenda and initial foreign relations reach out that they've received. "Good evening ladies and gentlemen of this glorious Federation. I am here to broadcast today my and others work here in Winnipeg for the last couple months on your behalf. I am glad to announce a finalized copy of our Constitution and dates of formal elections in the months. The interim legislature has worked overtime to set up various federal departments to guide the overall direction this great nation and setting up our basic military forces for the greater defense of this nation. Rest assured that the government so far is hands off from economic policies and drastic regulations in this transition period. I am also pleased to say the Hudson Bay Federation has garnished a large support from the international community including our former leaders from Greenland. Several neighbors has sought us out for formal relations and we are in the progress of reaching out to them to ensure the long-term stability and prosperity of the Federation through initial bonds of understanding and hopefully friendship. I am not formally submitting my candidacy for office of Chancellor in the upcoming elections. I believe I have served my duty and other will carry the banner of the ideals of the Federation forward from where I left off. Thank you and good night."
14. Dale Everett and his team of colleagues gathered for months now in Winnipeg to decide the area's future. Many days were spent discussing the political, economical, and military implications of their actions in a few smoke-filled, private rooms in Winnipeg's pubs scattered throughout the city. The collapse of Canada seemed like yesterday, but it seemed to be years for the people of the region that was indirectly ruled from an island that seemed so far away from them. The last couple months were part of a heated debate on a constitution and how to get elections going and their circle grew from the dozens in the beginning to hundreds that were involved in the final process and was finally going public through local media news pieces. So far, public opinion was favorable to Everett's efforts for national unity when the region lacked a decent semblance to their neighbors nearby. __________________________________________________ It was on a hot July day that Dale and those entrusted to form the initial government of the Federation held a brief conference on the steps of the Winnipeg legislative building to declare the formation of the Hudson Bay Federation that would encompass the former Canadian provinces of Saskatchewan, Manitoba, and former territories of Nunavut and eastern part of the Northwest Territories. The local and international press officials were informed beforehand on the conference and when it would begin. Everett took to the modest podium in front of him with the flag of the new country, a blue background with a white polar bear sown on it and began his speech, "Ladies and gentlemen, members of the press, thank you for your attendance today. For those that do not know me, my name is Dale Everett, leader in the formation of national movement of independence for the region to be named the Hudson Bay Federation. Today is the culmination of months of planning of thousands of people through former Canadian provinces left under the protection of the nation of Greenland. It has been deemed that the government of Greenland, while being good stewards to us, have focused their attention elsewhere in overseas expansion in the light of the collapse of Canada and have ignored us. It is up to us now to service ourselves the right to continued protection and economic growth that has lacked in recent years. This area has been tough and we do what we need to survive amongst giants and it's today that continue our chapter as an independent nation amongst the nations of the world. My term is only temporary as we seek to finalize our constitution and governmental structure. I promise you that our engagement with the world will be limited in my temporary position of being Chancellor, although we cannot ignore our closest neighbors in whom we will have to deal with. I ask humbly for your prayers and ideas as the formation of this Federation moves forward. Once again thank you. My secretary will take further questions from here." Mr. Everett turned back and headed inside the legislative building and continued his work of forming the Hudson Bay Federation with the hundreds of delegates locally selected to be there in the coming days and months to finalize the federation's government.
15. Okay, so I'm back. I would like to claim Saskatchewan, Manitoba and area northward with most of those random islands for a new nation of Hudson Bay Federation. I'll post a DoE later.
16. another short announcement from California: "Allied nations of California have precedence in the break away parts of the Californian Republic. we applaud Mexico's initial move; however, as per of legal action privately done beforehand by us, final arrangement of our territory rests with our allies. We highly suggest Mexico to meet with our allies as soon as possible. We're publicly disclosing Operation Brisk Dawn as our emergency plan under such an event that has unfolded recently. it is our intention that our operational plan is followed as the territory in question is determined in future self-rule as an joint American protectorate."
17. A brief message would find it's way to the Mexicans, "A bold move by a non-allied nation to us, which we respect. However, we strongly consulting our current crop of allies on administration of such a protectorate, due to classified material in which your government should now have access to on such an event as this." Enclosed with the letter was the 'Operation Brisk Dawn' folder copy.
18. ooc: added clarification adding. ic: President Farren enacted Operation Brisk Dawn and the alert was sent to allied nations. A short public message would be issued, " Neighboring nations and allies of California, the nation is experiencing major civil unrest, losing control of the region except California proper and Nevada. Further information is unavailable at moment, except we've request the assistance of the Atlantic Confederacy in what we still control."
19. OOC: Initial reactions by neighboring nations may now occur. See you guys in a couple months. Laters. IC: After Martial law was declared, Californian military forces moved in force across California and Nevada, crushing initial unrest in the region. Pitched battles raged in various cities of the various different ideologies scattered throughout the edges of influence of California. Much of Arizona, Utah, Oregon, Washington were in States of Emergency as state legislatures decided that the national government in Sacramento was unfit to govern them properly at this time and sought neighboring nations assistance in restoring order in their respected regions. In the meantime, the very core of California was shaken; however, it was going to be a trying times once again for Western North America. To be continued...
20. OOC: Unfortunately, this meeting has to be cancelled. I'm at the airport about to leave, so I cannot finish this, sorry. IC: Due to recent events unfolding in California, the State Department issued Mexico a notification of cancellation for the meeting.
21. ooc: I has this long explanation of what was going to happen, but the typing on a phone making several paragraphs doesn't work well. when I get back, I shall explain better. ic: There was an attempt to recover the stolen nuke prototype; however, Californian force s suffered large losses during a planned helicopter assault when rebel force armed with Stinger missiles shot many choppers down. another recovery was planned, but the rebel commander detonated the device, destroying the rebels and Californian military forces in operation against them. in the aftermath, Salt Lake City, was immediately threaten by potential fallout and as a consequence, chaos fell over the city. massive riots broke out as national guard unit tried in vain to quill the violence. ________________________________________ in Seattle, ultranationalists took advantage of the current situation and took over large parts of the city. __________________________________________ several military installations in Arizona were directly attacked by Communist sympathisers as a couple groups were successful in gaining control of some the bases armory. __________________________________________ President Farren declared a state of Martial law after an attempted assassination on his life. meanwhile, several car bombs explode elsewhere around Sacramento.
22. ooc: this is my last post here. typing on a smartphone, lol. I got not much time for this. ic: " this new organization pertains to the enforcement of ensuring fair trade with current agreements and the future potential of an united trade agreement that is acceptable to those committed to that end. if your nation can't recognize others trade agreements, your indirectly hampering the freedom of movement of goods. this agreement is highly flexible, with ability to give nation's their last say with wavers. it's time to get out of the dark ages of going it alone trade. most of us aren't strangers , we shouldn't be treating each other like children. is this perfect? no, it is not. but we have the opportunity to make it better, to serve all our needs. you had your chance to add your two cents and said nothing. I have nothing further to say." President Farren concluded sternly.
23. "California understands your position on Cannon Beach, Major General Waterbury. I just mentioned it due to their interest in the land; however, our alliance is more important then giving potential land away to anyone. My apologizes. I sincerely thank you for your nation's support General," replied Farren solemnly. "Matt, California must handle this alone for the time being, it's slightly unwarranted to bring in everybody currently, but this meeting is the heads-up you all need to hear from us in the event of such a need arises. While a stolen nuclear weapon is a grave threat, California has it's resources to find it before something bad happens. We do hope that you ensure the security of Western America for generations to come, that's what we simply ask," answered President Farren. "Well, our time here is up, I'll let you head back to your nation's and we'll keep you up to date on the situation. Once again, thank you for all coming here today. Until next time," concluded the President.
24.
"While the intentions of the Californians are noble it seems clear that there still are reactionary elements that can't see the advantages of global trade arrangements through this pact. As we seem unwanted in the greater group I have been granted permission to engage in individual arrangements of a similar form as the proposed treaty with all American states that are open to it."
"Unfortunately so. We regret at this time the economic agreement is limited to American nations. However, due the flexibility of the agreement and future evolution of our nations, it is our greatest hope to include our greatest foreign trading partners in future iterations of this Agreement. This agreement is just a start and we do encourage you Athens to engage in individual discussions as well as France and Tianxia in such a course," answered Farren. "The following course of such an agreement will be classified as part of a growing number of Plurilateral Trade Agreements currently defined under the Agreement being signed currently, and as such, California will reaffirm it's foreign trade partners relations in a different treaty," said Secretary Patterson.
