If the NPO treat their allies so poorly why doesn't Doomhouse take the NPO's allies out of the equation and offer all of them white peace.

The NPO is in a difficult situation come out of peace and they are out numbered. Stay in peace mode until peace is declared what is stopping Doomhouse from offering white peace and 2 weeks later when everyone is out of peace they launching another war.

the administration can copy other games that allow your nation to appoint mayor(s) to your nation, this mayor can have daily quests, you will need an improvement to gain a mayor he can act as a general and his traits can improve environment, population, combat efficiency. This way the nation leader will have a purpose.
