We solemnly swear to never infringe on our laws, and to bring prosperity as well as growth to all our member nation-states. In order to catch up to other, larger Alliances, we have deemed it neccessary to pursue a course of industrialisation and modernisation in which we aim to achieve a 100% growth rate of our Empire's members. Instruction will be given to all members of the Hanzu Empire, and equal job opportunities will be opened to every able nation and its ruler. We are bound in blood to see this oath through. [u]Preamble[/u] For an eternity, the nations under the great umbrella of the Hanzu Empire have reveled in stagnation, reveled in disunity and poverty. We have long been left in the wild dusts of backwardness. It has since been determined, by the divine and celestial might of the heavens, that our great civilisation shall rise from the ashes of slavery and feudalism, and unite under a single banner -- a single banner which represents all of the ethnic races and unique cultures of our fair civilisation. Today, brothers and sisters, is this day, and the beautiful lands of Hanzu shall abandon its old, primitive ways and adopt a modern outlook into the world. We have but a few goals: Modernisation through strength, strength through unity, and unity through liberty. The government of the Hanzu Empire shall now be convened, and it will be a fair quintumverate of equal rights. We shall have a Head of State, the Emperor or Empress, who will oversee the entire Empire, with the consent of the Councils, and will play the role as the unbiased jury in the Council discussions. Internal and foreign affairs will be handled by the following: [list] [*]The Council of Finance and Wealth (CFW) [*]The Council of Conflict and Security (COW) [*]The Council of Foreign Affairs and Relations (FAR) [*]The Member-Nations of the Hanzu Empire.[/list] New policies will be proposed by representatives of the three Councils, and all member-nations of the Empire will have a vote on passing the proposition -- council-members or commoners alike. We will pursue a policy of Universal Suffrage for all Empire members, so that all our member-nations may be heard in equal, and just terms. [b][u]CHAPTER 1 - Election of Council-members[/b][/u] [u]Article I[/u] - All member nations of the Hanzu Empire are allowed to join a council upon passing rudimentary training. In times where member-nations have not received adequate training (For example, the creation of our Empire), authority of all councils will be placed under the Emperor or Empress. The Emperor or Empress will conform to all Articles written in the Constitution, and will never stray from its path. [u]Article II[/u] - All member nations of the Hanzu Empire may be nominated to be a Councilor of the Empire, and their duties will be tied strictly to the Council in which they lead. Nominees will be voted for through the method of functional constituencies; where every member nation has one vote, whilst members of a nominee's Council have two. (For example, members of the Security Council have a higher weighting in their vote for a new Security Councilor.) [u]Article III[/u] - In the absence of alternative nominees, the singular nominee will become de facto Councilor. [u]Article IV[/u] - It is compulsory for all member nations to be a permanent member of the Minor Council of Conflict and Security in order to receive military training, as well as eligibility for military operations and possibilities. Upon completing basic training, conscript members may be allowed to promote to the real Council of Conflict and Security, or any other Council of their choice, but they will still have permanent membership of the Minor Council. [u]Article V[/u] - In times of desperation or war, the Emperor or Empress may invoke the Right of Patriotic Defence, which grants them full command of the Empire. A time of desperation or war is defined as when the Empire is under attack by a larger enemy, or losing a war. The Right of Patriotic Defence does not grant the right to edit the constitution, or extend the period into times of peace. [u][b]CHAPTER 2 - On Conduct and Behaviour of Member-Nations[/u][/b] [u]Article VI[/u] - All member nations must consult the Councilor of Conflict and Security before declaring war (Or tech-raiding) during times of peace. [u]Article VII[/u] - Member nations must respect each other, and know that they are all equal, regardless of rank. [u]Article VIII[/u] - Member nations must immediately come to aid of other member-nations if they are under attack, or under economic difficulties. [u]Article IX[/u] - Member nations must exercise their right to vote [u]Article X[/u] - Member nations must remain active, and reflect the ever present power of our mighty Empire. [u]Article XI[/u] - Member nations engaging in a technology-deal may not engage in any aggressive actions in times of peace. [u][b]CHAPTER 3 - War, and times of conflict[/u][/b] [u]Article XII[/u] - Member nations engaging in a technology-deal may engage in defensive wars, or aggressive actions in a time of Alliance War (Empire DEFCON 1). [u]Article XIII[/u] - Wars must be proposed by the Councilor of Conflict and Security before being voted on. [u]Article XIV[/u] - Aggressive wars must be fully planned before being allowed proposition. [u]Article XV[/u] - Member nations must serve the Empire to the best of their ability in a time of war, meaning that they must stick to their role in the grand strategy. Bankers will bank, warriors will fight. [u]Article XVI[/u] - Member nations of the Hanzu Empire shall never surrender. [u]Article XVII[/u] - The Hanzu Empire condemns spies and traitors. [u]Article XVIII[/u] - The Hanzu Empire encourages liberal use of nuclear weapons. [u]Article XIX[/u] - The Hanzu Empire will always give the enemy a chance to surrender, however, surrender terms may be thought up by the Empire beforehand. [u][b]CHAPTER 4 - Economy[/u][/b] [u]Article XX[/u] - Member nations must always honour their tech-deals, and pay them back in full. No exceptions. [u]Article XXI[/u] - The Hanzu Empire deems member nations invalidating Article XX as rogues, and will be dealt with as such. [u]Article XXIII[/u] - Bankers must be employed by Councilors of Finance, and will always keep enough funds to provide financial aid to other members in a time of war. [u][b]CHAPTER 5 - Foreign Policies[/u][/b] [u]Article XXIV[/u] - The Hanzu Empire may change its foreign policies upon reaching consensus. However, aggression/assertiveness is encouraged! [u]Article XXV[/u] - Tech raids are not seen as illegal in the Hanzu Empire. Tech raids on large-Alliances however, will be seen as a rogue act. Please keep your wars and tech-raids on unprotected miniature states, please.
