[/quote] Well, they are part of your nation. If it is ruled you do not have any, I'll just find another target. Either way, 2 spy rolls needed. In my opinion, if they're part of your nation IG you have them. Launches and establishment of improvement is one of those things people tend to just let happen based on IG statistics, not actually rp, so I can't read your mind as to if they're there or not..
