If the UFE finds the Kingdom of Cochin's tone to be alarming, then it had better pray that Novakian vessels do not infringe upon Nodic vessels' sovereignty as they leave the Gulf of Tadjoura towards the Indian Ocean, or towards our holdings south west of the Horn of Africa.

On reflection we find merit in your argument and find that we have been guilty of over reaction. We shall produce another statement in which we apologize for jumping the guns and hope the EEZ is corrected. First of all we apologize for misconstruing your statement regarding the EEZ if indeed it is a result of an innocent mistake. We hope Novak would correct the EEZ to more reasonable levels before seeking to enforce it.

This incident has been a mar on our nascent diplomatic history, but we hope we can soon sail past these difficulties. After all friends and neighbors do have their occasional tiffs but they need not develop into hostility.

This message can only be described as a woeful lack of geopolitical understanding on the part of the Chinese. Rest assured, should Novakian vessels engage Nodic vessels, there will be a Second Arabian War.

The government of Selenarctos recognize the this definition of the Novak exclusive economic zone. To facilitate trade and speed the passage of Selenarctan ships through Novak waters, would the government of Novak consider signing an economic agreement?

For a moment we believed that we were finally being given a chance to cut down the UFE's rather vainglorious self confidence. Nevertheless, our warning stands, any attempt to impede our vessels exiting the Red Sea, a vital life line for many nations throughout the world, will be met with violence.

You assume we care to explain ourselves to ones such as yourself, but nevertheless, we shall humor you.

The Red Sea is part of the 'sea roads' between Europe, the Persian Gulf and East Asia, home to extremely heavy shipping traffic. Unlike other nations that seek to impose their will or meddle in affairs which are not theirs to speak of, we only act to ensure our immediate economic and military security. We care not for the panama canal, and the hostile Rebel Army maintains a strangle hold on the Suez resulting in the exclusion of the Straight of Gibraltar. This highly irresponsible move by the Novakians threatens to turn half of our maritime forces into a bathtub fleet, and impedes Nodic and Sudanese commercial traffic.

Again, we will not suffer the indignity of having our immediate interests threatened. Nodic vessels WILL travel unimpeded to exit the Red Sea, as they have been doing so prior to this declaration. Whether or not they travel with a Nodic military escort remains solely in the hands of the Novakians.

Pending a corrective statement from Novak, the Kingdom of Cochin shall not recognize the EEZ limits declared by Novak. The Cochin flag ships shall continue to sail unimpeded in the waters which they sailed so far.

[b][size="4"]Reaffirmation of Closed Borders & Waters[/size][/b]

Akhmed Shakir announced today a reaffirmation of the African Doctrine and of the Closed Access Doctrine. The African Doctrine, which has been one of Novak's primary foreign policy doctrines, dictates it's commitment to a colony-free African continent. He details his reasons with his country's history of being anti-African colonization under several leaders. The Closed Access Doctrine, which has been in effect for the last half of this decade, dictates all borders, airspace and waters are closed to all nations, except allied nations to Novak and those who follow the proper procedures for access. These doctrines have been an integral part of Novak's prosperity since it's founding, and they will continue being so for a long time to come.

[b][size="3"]Novak Declares Former Caliphate a Protectorate[/size][/b]

After noticing their neighbor has fallen in to a state of anarchy, the government of Novak has declared the region under their protection until an able-bodied government is formed. They have moved 2500 peacekeepers in to the region to help ensure the safety of the people from outside forces. They would also send administrative personnel to restore protective services lost to the fall of the Caliphate government. Novak's administrative personnel hope to be as successful in the former Caliphate region as they were in the former Kvizonsia region, where they had a recent, and successful, restoration of police, medical, fire and emergency services to the people of the region.

In Peniche, Portugal, a base was constructed for Novak. Here, 1 Soviet Army divisions, 1 Soviet Marine Expeditionary Force, 1 Soviet Air Group and 1 Soviet Battle Fleet would be deployed. The same would be re-deployed to the base in the UFE and to a new base in the GNED at Dubrovnik, on the Adriatic Sea. The bases in both areas were completed, but expansion was still needed in order to accommodate luxuries for the airmen, sailors, marines and soldiers. At these bases, the military personnel will be able to feel at home and have ready access to Novakian government services. There were still plans for further base construction elsewhere in the world and to deploy a similar number of troops at both. This would equal to having 200,000 troops, 2000 tanks, 480 aircraft and 25 ships stationed to defend allies at a moments notice. At this time, Shakir would be issuing a decree.
