Now, it was time to move the Congress for the first time. Kagami Hiiragi had arrived earlier in Harbin, and the meeting location had been chosen exactly. The Institute of Technology, and it's main building, would serve as the meeting place. The letter was sent out, per Haruhi's request, and the diplomats were informed. Attention Members of the AUP,We hereby cordially reinvite you to meet at the Institute of Technology in the city of Harbin. As for the current proposals, the SST votes aye to all. Currently, they can not yet be considered official heads of state, and therefore unable to fulfill quite literally EVERY point on the charter they would be signing." "Kivortistan will vote aye to Cochin and Michuraza, but for the Southern Tang we will abstain from voting on them for our own reasons." he said shortly after arriving.
